City Council - 05/27/1964 - Village Meeting MAY 27, 1964 The Village Council met in room 308 in the Eden Prairie High School on May 27, 1964 at 8 o'clock p. m. Present were: Donald A. Rogers, Mayor James C. Brown, Clerk Kenneth E. Anderson, Trustee W. Harlan Perbix, Attorney Albert L. Bruce, Trustee Alvin J. Bren, Trustee ORDER OF BUSINESS: MINUTES A motion was made by Alvin Bren and seconded by Kenneth Anderson to approve the minutes of the May 19, 1964 meeting as published. Lotion carried. PARK & RECREATION BOARD OATH Clerk Brown gave the oath o`' office to the newly appointed Park & Recreation Board members. SU10�ER RECREATION PROGRAM' Bill Holte presented brief plans for the summer recreation program. The Council advised Bill that with the new Park &Recreation Board, he and Linda Brekke would be under their control. BASEBALL FIELD - "'LYING CLOUD AIRPORT Clerk Arown reported on developments with M.A.C. on land for a baseball program. Due to the fact that the party who had previously farmed the land involved is incompetent and under guardianship and after being notified that he could not use certain areas but that other land would be made available to him,went ahead and seeded part of the baseball area with oats. The M.A.C. is extending the area offered so that 2 diamonds can be made available and as + soon as the oats are out the balance of the area will be made available. : BUILDING PERMIT - VILLAGE HALL As no requirement to waive this fee was made prior to asking for bids, a building and plumbing permit of full fee must be taken out. DOG PROBLEM There were residents representing many areas of the Village, some wanted full leashing laws, others no laws at all. As there were many factors discussed as to how and what type of controls could or should be used and the control hinged on a Village phone number, a motion was made by Alvin Bren and seconded by Kenneth Anderson to table this matter until the Village Hall is completed. I Motion carried. May 27, 1964 (Page 2) VILLAGE ?TALL - COLOR OF BRICE Change Order Number 1 to the Village Hall contract was presented by Mir. Miller and Mr. Mueller with a sample of brick to be used. Bren A motion was made by Kenneth Anderson and seconded by Alvin/to approve Change Order No. 1 at no change in price and authorize the Mayor and Clerk to sign. Motion carried. BEIN-HOLASEK-BELDEN HEARING Mr. Perbix has not completed work on this matter so a motion was made by James Brown and seconded by Kenneth Anderson to continue hearing on Bein, Holasek, Belden property until the June 9, 1964 meeting. Motion carried. VOTER REGISTRATION A motion was made by Alvin Bren and seconded by Kenneth Anderson to in- struct Attorney Perbix to draft a Voter Registration Ordinance. Motion carried. VOTER PRECINCTS A motion was made by Alvin Bren and seconded by Kenneth Anderson to adopt Resolution No.-L—creating three precincts for the Village of Eder. Prairie. Motion carried. ELAYNE HILLS - DON COULTER A motion was made by Al Bruce and seconded by Alvin Bren to refer the preliminary plat of Elayne Hills to the Zoning & Planning Commission for their study and approval. Motion carried. JANKES FIRST ADDITION This was referred to the Zoning & Planning Commission for full information q before it comes to the Council. MOTOR SCOOTERS IN EDEN HILLS Residents from Eden Hills stated that there was a problem with motor scooters. They were advised to contact the Village Constables or Hennepin County Sherriff for help on this matter, t s May 27, 1964 (Page 3) 1, CALCIUM CHLORIDE Beneficiary property owners who request th6ir roads treated with calcium chloride are to be billed accordingly. Ray Stodola is to provide the Clerk with names and amounts so that Village bills cap be prepared and sent out. GRAVEL FOR VILLAGE A motion was made by Albert Bruce and seconded by Kenneth Anderson to authorize Ray Stodola to purchase needed gravel up to $900.00. Motion carried. SIGNS — PURCHASE A: motion was made by Kenneth Anderson and seconded by Alvin Bren to authorize Ray Stodola to purchase 6 - 30 Mile Per Hour signs.
