Present were: Donald A. Rogers, Mayor James C. Brown, Clerk Kenneth Anderson, Trustee Archie Carter, Engineer Al Bruce, Trustee Rolf E. Haugen, Treasurer ORDER. OF BUSINESS: X.XUZS The minutes of the last meeting were passed to the neat meeting. ���D A report was presented to the Village Council of Eden Prairie by the Eden Prairie Citizens League. parks & Recreations Comdttee for the Village Council to study and consider. The Council expressed their thanks and appreciation for this work. SEWAGE TREATMENT P .WS A request was made by Minnetonka Village to join in a resolution involving Sewage Treatment Plants alone the lower Minnesota River. This was tabled for further study. t` (FADER REPAIR A notion was made by Kenneth Anderson and seconded by Al Bruce to pay $422.70 for repairs on grader. Motion carried. 1NSU- Mayor Rogers is to ask H. Ferris to come to the next meeting on February llth to inform the Council on extra liability policies. HILLCRE._ST .g2m A motion was made by Kenneth Anderson and seconded by Al Bruce to refer the final plat on Hillcrest Courts to the Zoning & PlannirAg Commission and, return to the Council. Motion carried. Mr. Miller of Rieke & Carroll reported on borings on two sites. The report was made a part of these minutes. They recommended the site north of the maintenance shop from an engineering stas:dpoint. A notion was made by Kenneth Anderson and seconded by Al Bruce to accept the r' offer of the Eden Prairie Development Co. for a site of four acres of 300 foot road frontage on County Road f4 and the necessary depth to make up four acres as proposed in the letter signed by Herbert A. Mason dated January 21. 1964 and part of the minutes of the meeting of January 23, 1964. Pbtion carried. January 29, 1964 (Page 2) VTL A,HALL SUJ (Continued' A notion was mode by Al Bruce and seconded by Kenneth Anderson that the Village Council select as the site for the Eden Prairie Village Rall the area located north of the Village Maintenance Shop starting with the southeast corner of Eden prairie Development Co. iasd at County Road 4 proceeding north along the road 300 feet proceeding west (approximately 5W feet) proceeding south 300 feet to south line of property and then proceeding east to County Romid 4. The 300 foot frontage on County Road 4 being the deterring factor on which the site is to be laid out to make a four acre ititEe. � Motion carried. The Council instructed the clerk to write a letter to the Eden Prairie Land Development Co. thanking then for their generous offer and accepting the site as approved by the Council. The Council instructed the cleric to write a letter to Mr. X. F. Grill express. ing their appreciation for his generous offers of sites on his property. The Council instructed the clerk to write letters of appreciation to all nen. bore of the Site Committee for their time and work. A notion was made by Al Bruce and seconded by Kenneth Anderson that Rieke & Carroll proceed to make site surveys and the Village Attorney to proceed in processing a deed for the Village. Motion carried. 131T JAM Mr. James appeared with his contractor and Mr. Schults regarding proposed apartments on land text to School Road. Mr. James van referred to the Zoning and Planning Commission for their action before Council action. MEETING I�11UTE 0C3P? A notion was made by Kenneth Anderson and seconded by Al Bruce that the Building Inspector is to receive copies of all Cotmeil and Zoning & Planning Connaission meeting adnates. Motion carried. Individuals or organisations not on the agenda gill not be allowed to appear before the Council until all items on the agenda have been processed and then only upon unanimous consent of the Council. STATUTORY FF�S A motion eras aside by Kenneth Anderson and seconded by Al Bruce that all statutory fees received by the Clerk for non-village business are to be turned over to the Village Treasurer. Motion carried. VIIJAGN 2WEAM A motion was made by Al Bruce and seconded by Kenneth Anderson to instruct the Clerk to explore the cost of reproducing the Village Ordinance so as to have copies available for organisations or individuals who request these. lotion carried. SURPLUS VILLAGE�FUUNW - A motion was made by Kenneth Anderson and seconded by Al Bruce to amend the minutes of the January 14, 1964 meeting to allow Rolf Haugenn, Village Treasurer to invest in Certifioates of Deposit from surplus Village funds in the First National Bank of Hopkins, Minnesota. Motion carried. CHA ALES PHILLIPS PROPERTY GRAVEL PITS JMIK YM I S'TIGATIQ_N Trustee Al Bruce reviewed certain open item from past minutes. a. Engineer Carter had checked with the Building Inspector on the houses on Charles Phillips property that have been issued building permits. b. Engineer Carter has be unable to contact W. Seeroll in regard to his gravel pit* i c. Engineer Carter is to present at the February llth meeting all necessary information on existing gravel pits so the Council can act upon the issuance of requests for licenses. r d. The Clerk is to request Constable Norman Larson to appear February llth to report on progress of junk yard investigation. r-- c� • Lam. January 29, 1964 (Page 4) BIES Discussion was held on Waries in general for pillage personnel. The Clerk reported that only Trustees and Mayers salaries were covered by statute. It was agreed the Clerk would be available in the Village office on Saturday mornings and evenings by appointa wmt only. A discussion on voter registration was held and the Council will do some studies on this matter for further discussion. Meeting adjourned at 11 s 30 p. a.
