Meeting Heritage Rooms, City Hall HPC COMMISSION MEMBERS: Steve Schumacher (Chair); Paul Thorp (Vice-Chair); Rod Fisher; George Maxwell; Robert Bowes; Andy Ludowese; Melanie Willett; Catherine Lau STUDENT MEMBERS: Abha Gupta, Abhinov Koutharapu, Amuktha Pothamsetti, Berit Berggren, Nikhill Andrew, Owen Caruth, Sasha Allen COMMISSION STAFF: Beth Novak-Krebs, Staff Liaison Kristin Harley, Recording Secretary I. CALL TO ORDER/ROLL CALL Chair Schumacher called the meeting to order at 7:00 p.m. Absent were student representative Koutharapu and Commissioner Willett. The meeting was noticed as a joint meeting between the Heritage Preservation (HPC) Commission and the Human Rights and Diversity Commission (HRDC). The HRDC did not have a quorum. They attended the meeting, but were unable to conduct any business at the meeting. II. READING OF LAND ACKNOWLEDGEMENT STATEMENT Lau read the land acknowledgement statement. III. APPROVAL OF AGENDA MOTION: Bowes moved, seconded by Fisher to approve the agenda. Motion carried 7- 0. The HDRC lacked a quorum to approve the minutes. IV. APPROVAL OF MINUTES MOTION: Ludowese moved, seconded by Bowes to approve the minutes of the September 18, 2023 minutes. Motion carried 7-0. The HDRC lacked a quorum to approve the minutes. PRESENTATION BY MARGARET PLANK Plank presented the history of her mother, Agnes Lackovic Deluge, during World War II and aunt, Rosa Schneider during World Wars I and II. The autobiography, Rosa’s Miracle Mouse, also relates Deluge’s story. VI. OLD BUSINESS A. PRESENTATION OF CURRENT WORK OF THE HPC (SCHUMACHER) Schumacher displayed a PowerPoint and shared the HPC’s current projects. He described the commission’s scope and mission to safeguard historic sites, promote preservation, and foster civic pride. Historic sites included the Cummins Phipps Grill House, the Smith House, and the Dorenkemper House. Projects included Glen Lake Children’s Camp (three buildings were on the National Register), the ruins east of Purgatory Creek and north of Pioneer Trail, the Recollections of the 1968 Comprehensive Plan project, the Heritage Preservation Award, and the voluntary Heritage Site Plaque Program He presented the subcommittee structure: Native American History/Outreach, New HPC Site Designation, Renovation/Maintenance/Development, and Documentation/Historical Recordings/Outreach. PRESENTATION OF CURRENT WORK OF THE HRDC (LEEPER) Commission Leeper shared information with the HPC. Leeper presented a PowerPoint and shared the HRDC’s current projects. He introduced the commission members and student representatives, described the goals: to continued implementation of the Eden Prairie Race Equity Report, promote inclusivity, increase listening avenues within the community to advise the City Council, and enlist the cooperation of organizations and individuals to promote awareness and appreciation of the City’s Manifesto. He described the Race Equity Initiative implemented in 2022, the DEI town hall and listening sessions, community presentations such as Onward Eden Prairie, and community engagement activities, such as PeopleFest, the Citywide Open House and Pop Up Splash Pads. Collaborative Community Events in 2023 included Black History Month Words in Action Contest, Human Rights Awards, and Stop the Trafficking 5K run. REPORTS OF HISTORICAL SOCIETY Bowes presented the upcoming events: Ghost Walk this coming Saturday from 7-10 p.m. The Prop Shop Vintage Sale would be held Nov 10 and 11 at the Cummins Phipps Grill House. He described the historic house and the history of the surrounding area for the benefit of the HRDC members. IX. FYI ITEMS X NEXT MEETING The next HPC meeting will be held on Monday, November 20, 2023 at 7:00 p.m. in the Heritage Room. The next HRDC meeting will be held on Thursday, November 9, 2023 at 7:00 p.m. in the Heritage Room. XI. ADJOURNMENT MOTION: Thorp moved, seconded by Bowes to adjourn. Motion carried 7-0. The meeting was adjourned at 8:44 p.m.
