RESOLUTION NO. 86-299
RESOLUTION ACCEPTING BID
WHEREAS , pursuant to an advertisement for bids for the following improvement:
I .C. 52-072B , Water Supply Improvements , Contract No . 2
(Wells, Well House and Collector Lines)
bids were received , opened and tabulated according to law. Those bids
received are shown on the attached Summary of Bids ; and
WHEREAS, the City Engineer recommends award of Contract to:
Section I - !Water Well Construction - Layne-Western Co . , Inc.
Section II - Well Houses & Site Work - Barbarossa & Sons , Inc.
Section III- Well Collector Lines - J. P. Norex , Inc .
as the lowest responsible bidders.
NOW, THEREFORE, BE IT RESOLVED by the Eden Prairie City Council that the Mayor
and City Manager are hereby authorized and directed to enter into Contracts
with .
Section I - Layne-Western Co . , Inc. in the amount of $475 ,000.00
Section II - Barbarossa & Sons . , Inc. in the amount of $1 ,447,700.00
Section III- J. P. Norex , Inc. in the amount of $362.,615 .25

specifications thereof approved by the Council and on file in the office of
the City Engineer.

Dear. Mr. Dietz:
A successful bid opening was held at the Eden Prairie Fire Station on
December 4, 1986, for the Water Supply Improvements , Contract No. 2, City
Project No. 52-072B. A total of 11 bids were received for the various
sections, including two contractors who submitted bids for two of the
three sections. The bids are tabulated below:

We have included a copy of the bid tabulation for your records .
The total of the low bids for all three sections is $2, 285, 315 . 25, which
is $35,315.25 higher than the opinion of probable construction cost of
$2,250,000 prepared by Black & Veatch, a difference of approximately 1. 5
percent. We believe this is due to the large volume of construction work
presently occurring in the Twin Cities. The following is a discussion of
the low bidders for each section.
1 . For Section I, the low bid of $475,000, submitted by Layne-Western,
was $90,500 below the second low bid, and $5,000 below the opinion of
probable construction cost of $480,000 prepared by Black & Veatch.
Layne-Western has performed well construction work on numerous Black
& Veatch projects across the country and we feel they are one of the
better well drillers in the business; however, most of these projects
were not performed using the specified cable tool method of drilling.
We have checked on several of their references for projects where
Layne-Western did use the cable tool method , and have found that they
performed satisfactory work. They have indicated that they will do
almost all the work themselves, with the possible exception of a
small earthwork subcontract. We feel that Layne-Western will be able
to construct high quality wells for the City.
We have reviewed the Layne-Western bidding documents and find them to
be in order; therefore , we recommend that Layne-Western be awarded
Section I of Contract No. 2.

Included in Layne-`western's bid submittal was a letter offering a
deduct of $37,200 if they were allowed to use the reverse circulation
drilling method in the formation, in lieu of the specified cable tool
drilling method. We have reviewed this alternative, and feel that
the proposed method of construction is unproven in the Twin Cities
area. We therefore recommend that the specified cable tool method be
required for this project, and the deductive alternative not be
accepted.
2. The low bid for Section II , submitted by Barbarossa and Sons, was
$1, 447, 700. This is $19,300 below the second low bid, and $27 ,700
higher than the opinion of probable construction cost of $1 ,420,000
prepared by Black & Veatch. Although the low bid was approximately
two percent above the opinion of probable construction cost , we feel
that the low bid is an acceptable price for this section as indicated
by the other bids for Section II which were within 10 percent of one
another.
Barbarossa and Sons has worked on Black & Veatch projects in the past
including the 1981 water plant expansion at Eden Prairie, and we have
found them to be a competent contractor with the ability to
satisfactorily perform the work for this section. We have discussed
the proposed subcontractors with Barbarossa and Sons, and find that
they intend to do the majority of the general and mechanical work.
One major subcontractor, Layne Minnesota, will supply and install the
well pumps. Layne Minnesota has also worked on previous Black &
Veatch projects , including Eden Prairie' s Wells No. 4, 5 and 6 which
were constructed in 1981. We feel that Barbarossa and Sons and Layne
Minnesota will be able to construct high quality well houses for the
City.
We have reviewed the Barbarossa and Sons bidding documents and find
them to be in order; therefore, we recommend that Barbarossa and Sons
be awarded Section II of Contract No. 2.
3. For Section III , the low bid of $362,615.25 was submitted by J. P.
Norex. This price is $13,835.75 below the second low bid, and
$12 ,615.25 higher than the opinion of probable construction cost
$350,000 prepared by Black & Veatch. Although the low bid was
approximately 3.6 percent above the opinion of probable construction
cost , we feel that the low bid is an acceptable price for this
section as also indicated by the fact that the three lowest bids were
within 6 percent of one another.
J. P. Norex is currently working on several water and sewer projects
for Eden Prairie, as well as other municipal projects in the Twin
Cities area. One of the other projects involves a ductile iron sewer
pipe supported by piles, which is similar to some of the construction
required on this project. We understand that the City is satisfied

with their performance. Norex has indicated that they plan to do
most of the work themselves, and will not have any major
subcontractors on the project. From what we have learned it appears
that J. P. Norex is qualified to do the work for this section.
We have reviewed the J. P. Norex bidding documents and find them to
be in order; therefore, we recommend that J. P. Norex be awarded
Section III of Contract No. 2.
