DRDF Resource Recovery Facility - to Met Council - RESOLUTION NO. 86-64 A RESOLUTION DIRECTED TO THE METROPOLITAN COUNCIL REGARDING THE REUTER, INC. dROF RESOURCE RECOVERY FACILITY WHEREAS, the City of Eden Prairie has been made aware of Metropolitan Council Resolution No. 86-18 which approves issuance of a Minnesota Pollution Control Agency permit to construct and operate a proposed densified refuse- derived fuel processing plant on a proposed site in Eden Prairie, under certain conditions, one of which relating to source separated materials is unacceptable to Reuter, Inc. , and WHEREAS, the City of Eden Prairie believes that the Reuter, Inc. proposal appears to be a viable alternative to mass burning and therefore will provide for an element of healthy competition in this industry, and WHEREAS, the City of Eden Prairie also believes that the Reuter, Inc. proposal provides a viable alternative to curbside recycling programs, many of which now seem to be faltering, and WHEREAS, the City of Eden Prairie supports all efforts to encourage recycling so as to conserve natural resources and thus reduce our reliance on sanitary landfills, and WHEREAS, the City of Eden Prairie believes that local communities should have the opportunity to explore various ways of achieving recycling and to implement the type of program most suitable to their particular community, NOW, THEREFORE BE IT RESOLVED, by the EDEN PRAIRIE CITY COUNCIL as follows: 1. The City respectfully recommends that the Metropolitan Council reconsider its prior action on March 27 under Resolution No . 86-18, so as to allow the Reuter-, Inc. proposal to have a reasonable opportunity for success . 2. That the Metropolitan Council direct its staff to work with Reuter, Inc. and the affected municipalities to arrive at a mutually agreeable solution that would allow some extent of drop-off site repositories and curbside collection programs for recycling, but with certain limitations which would allow the Reuter, Inc. proposal to still be viable.
