HomeMy WebLinkAboutResolution - 77-162 - Requesting Revocation of the Charter of the National Corporation for Housing Partnerships - 12/20/1977 rlt/klr 1/6/78 CITY OF EDEN PRAIRIE HENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 77-162 RESOLUTION REQUESTING THE REVOCATION OF THE CHARTER OF THE NATIONAL CORPORATION FOR HOUSING PARTNERSHIPS WHEREAS, the City of Eden Prairie took affirmative action to encourage the construction of low and medium income housing in the City, and WHEREAS, Windslope Associates, the National Housing Partner- ship and the National Corporation for Housing Partnerships repre- sented themselves to the staff members, City Council and Mayor of the City of Eden Prairie as responsible organizations prepared to • construct the requisite housing in an acceptable manner, designing the housing units as quality units with the use of materials and colors that would blend effectively into the neighborhood where it vould be constructed, and WHEREAS, the City officials, staff and residents of the area relied on the assurances and representations of the proponents, and WHEREAS, the Windslope Apartments were constructed in total disregard of these representations resulting in units that even before construction was completed became a cause of intra-community conflict, and WHEREAS, the proponents and especially the National Corporation for Housing Partnerships have steadfastly refused to agree to even the modest request that within a reasonable number of years the exterior walls would be repainted as they originally represented, and r WHEREAS, the National Corporation for Housing Partnerships has been totally unresponsive to requests from the City Council for a joint review of the problem and in most instances has been an unidentifiable entity that cannot be reached except through legal counsel after commencement of legal action: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Eden Prairie, Minnesota as follows : 1. It is the position of the City of Eden Prairie that the National Corporation for Housing Partnerships should have its corporate charter revoked and should be denied the benefits accruing to it under the status conferred upon it by Act of Congress. 2. The Mayor and City Manager are authorized and directed to forward copies of this resolution to all Minnesota Congressmen and Senators and to Ralph Nader, Citizen Lobbyist Organizations, with a letter requesting that appropriate action be taken.
