Assessing Technician Lisa Ramsey and Recording Secretary Jan Curielli I. CALL THE MEETING TO ORDER Chair Moquist called the meeting to order at 7:05 p.m. II. ORDER OF BUSINESS A. APPROVE MINUTES FROM APRIL 19, 2018 BOARD OF APPEAL AND EQUALIZATION MEETING MOTION: O'Connor moved,seconded by Rial, to approve the minutes of the Board of Appeal and Equalization meeting held Thursday, April 19, 2018, as published. Motion carried 5-0. B. REVIEW THE UNRESOLVED APPEALS CONTINUED FROM APRIL 19, 2018 Appeal#3 —Michael & Marie Dunn,8661 Red Oak Dr Sams said the owner was not able to attend the meeting tonight but did send an email to Adam Swart outlining his reasons for disagreeing with the staff recommendation. O'Connor asked what side of the street the property is on and if it has a view of the lake. Sams replied it is on the east side of the street and has no lakeshore access. Board Members discussed the comparable properties provided in the staff review and BOARD OF APPEAL AND EQUALIZATION MINUTES May 8, 2018 Page 2 the condition of the home's interior. Thompson said there have been some upgrades but it is not entirely updated.He thought$327,600 was a little high for the current market. Moquist asked if the price per square foot was calculated for the entire house. Sams said they used just the portion that is above ground. Rial asked if the laundry room is finished. Sams replied the walls and ceiling are finished with the exception of one concrete wall. Thompson noted comparable #2 sold for$300,000 in November 2017. Sams noted the property had deferred maintenance. O'Connor commented that property was in pretty rough shape. Moquist believed the property has a better location than the comparables, and he got to $315,000 to$320,000 with an above ground,price-per-square-foot calculation. The home is in nice condition and is reasonably updated. He believed location has to be a factor in the valuation. He noted some of the comparables have more bedrooms. Sams explained the subject has a total of four, including the bedroom in the basement. Rial asked about the lot size. Sams replied it is just under a half acre. Moquist noted the owner made a point of the 18% increase in the value. Sams replied this neighborhood was part of the quintile review. Staff reviews 20% of the properties in Eden Prairie each year so that all properties are reviewed in a five-year period. Staff noticed the basement bath had been added to the home, and another small area had been updated.Moquist asked about the percentage increase for the surrounding properties. Sams replied those increased just under 10%. MOTION: O'Connor moved,seconded by Thompson, to reduce the value to$315,000. Motion carried 5-0. Sams said staff has completed the reviews for Appeals#5-28, and for each appeal an agreement has been reached with the owner to reduce or affirm the values. Appeal#5 —Gary Simons— 7024 Tartan Cur MOTION: Thompson moved, seconded by Walker, in Appeal No. 5 to reduce the value to$377,000. Motion carried 5-0. Appeal#6—Timothy Meegan— 7664 Superior Ter MOTION: Thompson moved, seconded by O'Connor, in Appeal No. 6 to affirm the value of$324,800. Motion carried 5-0. Appeal#7—Cynthia Reever—7668 Superior Ter BOARD OF APPEAL AND EQUALIZATION MINUTES May 8, 2018 Page 3 MOTION: Waller moved,seconded by O'Connor, in Appeal No.7 to reduce the value to$290,000. Motion carried 5-0. Appeal#10—Rohan Preston — 11600 Landing Rd MOTION: Walker moved,seconded by Rial, in Appeal No. 10 to reduce the value to $520,000. Motion carried 5-0. Appeal#20—Joseph & Megan Levitt, 6933 Autumn Terr MOTION: Thompson moved, seconded by Walker, in Appeal No. 20 to reduce the value to$315,000. Motion carried 5-0. Appeal#21 —Kenneth Robinson, 11383 Entrevaux Dr O'Connor said she thought the value of$850,000 was low because this is one of the nicest homes on one of the nicest lots in that neighborhood. Walker said he would be comfortable increasing the value to $875,000. Thompson said he would want to do more research before increasing the value beyond what was agreed upon by the owner and staff.Moquist suggested it would be good to take a closer look at the property next year. MOTION: Rial moved, seconded by Thompson, in Appeal No.21 to reduce the value to$850,000. Motion carried 5-0. Appeal#22 —Chris Bischof as Tax Rep.for Hospitality Properties Inc — 11391 Viking Dr Sams said staff received some income and expense data for the property that cannot be shared with the Board;however, staff did take a look at it and felt the data would support the value. He noted staff has not been able to discuss the review with Mr. Bischof; however, he has the opportunity to continue the appeal to the County. MOTION: O'Connor moved,seconded by Thompson, in Appeal No. 22 to affirm the value of$10,638,000. Motion carried 5-0. Appeal#23 —Chris Bischof as Tax Rep.for MMP PropCo LLC— 11576 Leona Rd Sams said staff also received some income and expense data on this property that cannot be shared; however, the review indicated there should be a slight reduction in the value. He noted staff has not been able to discuss the review with Mr. Bischof; however, he has the opportunity to continue the appeal to the County. MOTION: Walker moved,seconded by Thompson, in Appeal No. 23 to reduce the value to 5,150,000. Motion carried 5-0. He noted staff has not been able to discuss the review with Mr. Bischof; however, he has the opportunity to continue the appeal to the County. MOTION: Walker moved,seconded by Thompson, in Appeal No. 24 to affirm the value of$6,664,000. Motion carried 5-0. Appeal#26—Jeffrey Westgor, 7730 Smetana La MOTION: O'Connor moved,seconded by Thompson, in Appeal No. 26 to reduce the value to$275,000. Motion carried 5-0. Appeal#27—Jerrica Rieger, 7163 Sunshine Dr MOTION: Thompson moved, seconded by Rial, in Appeal No.27 to reduce the value to$390,000. Motion carried 5-0. Appeal#28—Jeff Jiovanazzo, 19066 Vogel Farm Tr MOTION: Rial moved, seconded by Walker, in Appeal No. 28 to reduce the value to $770,000. Motion carried 5-0. Sams said Appeals #29-33 were received after the motion to close the Board of Appeal and Equalization to further appeals passed at the April 19, 2018, meeting. The property owners may choose to appeal to the County Board. Appeal#29—Jon Melander, 16713 Saddle Horn Ct MOTION: Walker moved,seconded by O'Connor, in Appeal No.29 to affirm the value of$613,800. Motion carried 5-0. Appeal#30—Jeffrey Grier, 17061 Bainbridge Dr MOTION: Thompson moved, seconded by Rial, in Appeal No. 30 to affirm the value of$491,000. Motion carried 5-0. Appeal#31 —Matthew & Candice LaMeyer, 9679 Tree Farm Rd MOTION: Thompson moved, seconded by Rial, in Appeal No. 31 to affirm the value of$424,700. Motion carried 5-0.
