HomeMy WebLinkAboutResolution - 1227 - Regarding Lake Riley Park - 12/14/1976 CITY OF EDEN PRAIRIE eHENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 1227 A RESOLUTION REGARDING LAKE RILEY PARK WHEREAS, the 1968 Guide Plan shows a 60 acre Community Park at Lake Riley on the Jacques property; and WHEREAS, in April of 1974 Ken Schaitberger contacted the City concerning his desire to sell Dutch's Resort. This led to a study of the entire Lake Riley- Mitchell Lake area and three park options were developed. The Parks, Recreation and Natural Resources Commission recommended a 11200 acre option" to the City Council. On June 10, 1975, the City Council approved an option to acquire the Schaitberger property per this plan. On June 24, the Council approved the filing of an application for 1976 LAWCON Funding to assist in this purchase. The Schaitberger option was approved and signed in July 1975; and WHEREAS, the application for 1976 LAWCON Funds was not approved because the Metropolitan Council, in reviewing the application, determined that Lake Riley should be included in the Metropolitan Regional Park System; and WHEREAS, consistent with this position the Metropolitan Council included $1,882,500,for the purchase of the 200 acres at Lake Riley, in their 5-Year Capital Improvement Program based on City Council action on July 22, 1975 reviewed the Master Plan for Lake Riley and directed the staff to forward this plan to the Metro Council for action and funding; and WHEREAS, on January 13, 1976, the Council expressed it's support for the Metropolitan Parks and Open Space 5-Year Capital Improvement Program including acquisition of the Lake Riley Park area; and WHEREAS, on March 23, 1976, the City Council adopted Resolution No. 1106 expressing support for legislative action on the Metropolitan Bonding Proposal for the Capital Improvement Program. This legislation was never considered by the 1976 Legislative Session ; and WHEREAS, in April of 1976, the Riley-Purgatory Creek Watershed District was approached for assistance in purchasing the Schaitberger property. They did agree to pay 50% of the purchase price under a loan agreement to be repaid if and when Metropolitan Funding became available for this parcel; and WHEREAS, on May 25, 1976, the City Council voted to reconsider the Lake Riley plan stating an intent to provide a City Park with Lake Riley access for the use and convenience primarily to the southwestern population of the City of Eden Prairie while at the same time approving, in principal, a cooperative agreement with the Watershed District for purchase of the Schaitberger property; now, therefore, BE IT RESOLVED, that the Council of the City of Eden Prairie does hereby request that Lake Riley be designated in the Metropolitan Regional Park System as a Community Park with the understanding that the City will acquire the land. This is done recognizing the possibility of Federal LAWCON or other partial funding may exist pending further planning application and review.
