ROLL CALL/INTRODUCTIONS Link called the meeting to order at 7:04 p.m. Roll call was taken. Commission member Jacobson was absent. Verley introduced Nick Remmes who is the PRNR summer intern. Remmes is a student at University of Iowa and has taught swimming lessons at the Community Center for four years. II. APPROVAL OF AGENDA Motion: McBride moved, seconded by Cervantes, to approve the agenda as presented. Motion carried 8-0. III. APPROVAL OF PRNR MINUTES Motion: Spresser moved, seconded by Erickson, to approve the May 1, 2017 minutes as presented. Motion carried 8-0. IV. REPORT OF CITY COUNCIL ACTION Lotthammer reported several actions recently taken by City Council. PARKS, RECREATION AND NATURAL RESOURCES COMMISSION MINUTES June 5, 2017 Page 2 The annual Senior Awareness Proclamation was adopted and members of the Senior Advisory Council were in attendance. A Resolution was adopted accepting a donation from the VanLangendon family towards the purchase and planting of four Serbian Spruce trees at Rice Marsh Lake Park. The VanLangendons made a similar donation last year for three trees that were planted in the park. The Community Center was awarded the Minnesota Recreation and Parks Association (MRPA) Award of Excellence for the aquatics and fitness expansion. A contract was approved for RES Specialty Pyrotechnics to provide fireworks at the 4th of July Hometown Celebration at Round Lake Park. Council awarded a contract for purchasing four dugout covers on the two ballfields at Flying Cloud Expansion to H & B Specialized Products, Inc. The funding to pay for the new dugout covers is from donations from the Eden Prairie Baseball Association. A contract was awarded to Integrity Remodeling and Design for the remodel of the workroom and associated areas at the Art Center. A contract was awarded to Terranova Construction for the remodeling of the Facilities offices at the Community Center. Odessa 11 was awarded the contract for renovation at Riley Lake Park. They performed the work at Staring Lake Park and Round Lake Park in recent years. V. REPORT OF PLANNING COMMISSION VI. PETITIONS, REQUESTS AND COMMUNICATION A. HANDOUTS OF UPCOMING EVENTS Brink presented handouts of upcoming events. She also shared the "Sounds Around Town" 2017 summer entertainment series brochure which is available at all City locations, as well as an insert in the Eden Prairie News. 1. Splash into Summer This new event will be held on Saturday, June 10, from 1 to 4 p.m. at the Community Center. Participants will enjoy ice skating, swimming, access to the Prairie Play Zone, and yard games and a bounce house in the gym. 2. Minnesota Festival of Jazz on the Prairie The 26th annual event will be held on Sunday, June 11, from 2 to 8 p.m. at the Staring Lake Amphitheatre. Six area big bands will be featured and the Eden Prairie Noon Rotary will hold their annual RibFest. PARKS, RECREATION AND NATURAL RESOURCES COMMISSION MINUTES June 5, 2017 Page 3 3. Starring at Staring The 34th season of the concert series will feature a variety of live musical entertainment every Sunday, Wednesday, and Friday evenings, June 11 through August 16, at 7 p.m. at the Staring Lake Amphitheatre. 4. Fitness in the Parks Free fitness classes will be offered from June 12 to August 10 at various parks throughout the City. Classes are free and donations to PROP are accepted at all events. Programs include Nordic walking, Zumba, family yoga, and 3-on-3 basketball for ages 14 and younger. 5. Eden Prairie Players Musical "Honk" The musical will be held on June 16 to 18 and June 22 to 25 at 7 p.m. at the Staring Lake Amphitheatre. The event is free with donations accepted. 6. KidStock Free concerts will be held on Tuesdays from 10:30 a.m. to 11:15 a.m. at the Staring Lake Amphitheatre, from June 20 to August 15. Attendees will enjoy sounds, actions, stories, and fun from children's entertainers from around the Twin Cities. 7. Garden Party This free event will be held on Wednesday, June 28 from 2:00 to 3:30 p.m. and is sponsored by the Senior Advisory Council. Activities to be enjoyed at the Senior Center Gardens include ice cream and brownies, music, and a visit from animals that reside at the Outdoor Center. 8. World's Largest Swimming Lesson This worldwide event will take place on Thursday, June 22. The only "lesson" being held in Minnesota will be at the Community Center from 6 to 6:30 p.m. Event is free and open to the public. 9. July 3rd and 4'Hometown Celebration The two-day celebration will be held at Round Lake Park. On Monday, July 3, events will include live music,beach activities,beer,bingo, and food. On Tuesday, July 4, a daylong celebration will be held culminating with a fireworks display at 10 p.m. Activities throughout the day will include inflatable fun, BMX demonstrations, canoeing, paddleboarding, PARKS, RECREATION AND NATURAL RESOURCES COMMISSION MINUTES June 5, 2017 Page 4 food, vendors, pickleball tournament, bingo, 5K fun run, face painting, henna tattoos, street art, and a karaoke contest. B. Parks & Recreation Experiences Rahman and Erickson shared they attended the Arbor Day event. Spresser recently biked through Eden Prairie and Chanhassen and noticed the Eden Prairie trail benches were particularly preferable to the Chanhassen benches. Pellowski experienced Schooner Days for the first time with his daughters and enjoyed cooling off in the splash pads at Round Lake Park. Kendall noted 38 vendors attended the rainy Arts in the Park event. She encouraged the Commission to attend next year to support these fantastic vendors. Verley stated her son enjoys the Mini Soccer Shots program and noted classes consistently fill. VII. NEW BUSINESS A. ASPIRE 2040 TRANSPORTATION FOCUS GROUP McBride reported she attended the Transportation Focus Group on May 2 as part of the Eden Prairie Aspire 2040 initiative. The goal was to have the group break out and discuss traffic, multimodal transit and aviation/freight. Strengths, weaknesses and priorities of each topic were discussed and posted. A document of the comprehensive plan will circulate for comment and discussion in the early fall. A final plan is anticipated by fall of 2018. McBride noted the focus group was well organized. VIII. OLD BUSINESS A. PICKLEBALL UPDATE Lotthammer acknowledged Jerry Maas of the Southwest Metro Pickleball (SWMP) Association in the audience. Lotthammer reported no new fundraising announcement. The Riley Lake Park pickleball courts will be relined in the near future. During that time, the Franlo Park tennis courts will be temporarily relined for pickleball. Maas requested Staff inform SWMP so they can let players know. Link inquired and Lotthammer responded the effect of surrounding communities building pickleball courts is still unknown. IX. REPORTS OF STAFF A. COMMUNITY CENTER MANAGER 1. MRPA Award of Excellence PARKS, RECREATION AND NATURAL RESOURCES COMMISSION MINUTES June 5, 2017 Page 5 Verley displayed the Award of Excellence recently presented to the Community Center by the Minnesota Recreation and Parks Association (MRPA). PRNR Staff submitted an application under the"Park and Facility" award category for the aquatics and fitness expansion in 2016. 2. Dryland Training Area Verley displayed a PowerPoint presentation describing the development of the Rink 2 dryland area. She noted current users are the Eden Prairie Hockey Association members. However, proposed programming could include pre-registered small groups, drop-in users, and youth and college- aged speed/agility trainers. Hourly fees are currently being determined. The area will require supervision and/or trainer-lead workouts and Community Center staff are currently receiving specialized training. Shok-Lok flooring tiles will be installed which are shock and sound absorbent and provide the added benefit of interlocking tiles. Seven-foot high coated chain link fencing with a branded wind screen will designate the space as a training area and provide safety. Potential names for the area are being discussed. Verley displayed slides illustrating conceptual examples and possible equipment that may include agility ladders, agility hurdles, slide boards, a power jumper, and foam rollers. Link inquired and Verley responded the area will be open for introductory classes to bring attention to the new amenity. 3. Facilities Overview Lotthammer introduced Facilities Supervisors Joan Karst(Properties) and Dzevad Mahmutovic (Engineering). He commended them and their departments for the excellent work they continually provide. Karst explained the Facilities Division is responsible in varying degrees for building-related operations, preventive maintenance of building structures and infrastructure, remodeling, and long-term maintenance programs of the 30 major buildings owned by the City. The Division provides service and expertise in a variety of disciplines including heating and cooling, lighting and electrical distribution, cleaning, lawn care, snow removal, elevator maintenance, fire/life/safety equipment, roof maintenance, maintenance of wall structures and window systems, parking lot and sidewalk maintenance, pool maintenance, and ice rink and Zamboni maintenance disciplines. The Division also participates in new construction,remodeling, and capital projects in these facilities. PARKS, RECREATION AND NATURAL RESOURCES COMMISSION MINUTES June 5, 2017 Page 6 She stated the Division is responsible for protecting the investment the City has made in its facilities and properties by performing annual building inspections, inspecting the interiors of all City-owned buildings, continually developing and revising capital improvement projects, performing annual building restoration, continuing preventive maintenance programs, administering contracts, managing leases, and maintaining positive tenant relationships. Karst displayed slides of 2016 project highlights and discussed projects planned for 2017 and 2018. 4. Tour Mahmutovic lead the group on a behind-the-scenes tour of the Community Center mechanical rooms and outside generator. Pride of work was evident and several Commission members commended Karst and Mahmutovic. B. RECREATION SERVICES MANAGER C. PARKS AND NATURAL RESOURCES MANAGER 1. Historic Property Update Bourne presented the annual review of historical properties inventory, noting it helps track maintenance and provides a historical record. The update is performed annually with Facilities and other City staff. 2. Parks Zoning District Update Bourne presented a draft of the changes proposed to current zoning code sections for the Park District. Currently many parks are not zoned exactly correct so the changes will be put into place to better describe what is in each park so there is no confusion with nonconformance. Highlights include defining the Park District, lot line perimeters so setbacks can be properly determined, permitted uses, lots and accessory structures, parking lot design, building setbacks, fencing, landscaping, architectural standards, and lighting standards. Bourne estimates the Planning Commission will review the draft in July and the final changes will be presented to Council for approval in fall 2017. D. PARKS AND RECREATION DIRECTOR 1. 2017 PRNR Work Plan PARKS, RECREATION AND NATURAL RESOURCES COMMISSION MINUTES June 5, 2017 Page 7 Lotthammer presented an updated 2017 work plan, noting the July meeting will be a bus tour of City parks recently, or soon-to-be, improved. X. NEXT MEETING The next PRNR Commission meeting will be held on Monday, July 10, at 6 p.m. Members and staff will meet at the City Center for the Parks tour. XI. ADJOURNMENT Motion: Erickson moved, seconded by McBride, to adjourn the meeting at 9:15 p.m. Motion carried 8-0.
