HomeMy WebLinkAboutHeritage Preservation - 11/21/2016 APPROVED MINUTES EDEN PRAIRIE HERITAGE PRESERVATION COMMISSION MONDAY, NOVEMBER 21, 2016 7:00 P.M., MEETING CITY CENTER 8080 Mitchell Road HPC COMMISSION MEMBERS: Steve Olson (Chair), Tara Kalar(Vice Chair), Cindy Cofer Evert, Pamela Spera, Valerie Ross, Paul Thorp, Ed Muehlberg COMMISSION STAFF: Lori Creamer, Staff Liaison Robert Vogel, Pathfinder CRM, LLC Julie Krull, Recording Secretary STUDENT REPRESENTATIVES: Sienna Gambino, Alyssa Meiners, Carolyn Mason, Taylor Wolf I. CALL TO ORDER/ROLL CALL Chair Olson called the meeting to order at 7:00 p.m. Cofer-Evert, Muehlberg, Vogel and Student Representative Gambino were absent. Introductions took place. II. APPROVAL OF AGENDA Ross stated the date of the minutes to be approved should be October 17, 2016. MOTION: Thorp moved, seconded by Ross, to approve the amended agenda. Motion carried 5-0. III. APPROVAL OF MINUTES A. COMMISSION MEETING HELD ON OCTOBER 17, 2016 MOTION: Kalar moved, seconded by Thorp, to approve the October 17, 2016 minutes. Motion carried 5-0. IV. STUDENT UPDATES Chair Olson asked the student representatives to say why they are interested in being on the Commission. Wolf said she is attending the School of Rock and had received permission for a small band to play at an event sponsored by the Eden Prairie Historical Society later in 2017. Mason said the Commission was fitting for her because her favorite subject in school is history. HERITAGE PRESERVATION COMMISSION MINUTES November 21, 2016 Page 2 V. OLD BUSINESS A. UPDATE ON TOWN OF HENNEPIN & MURPHY'S FERRY RESEARCH - Thorp, Olson Chair Olson asked Creamer if she had the opportunity to provide a sample grant application to Thorp. Creamer said she did e-mail a sample to Thorp. Thorp said in regards to Murphy's Landing, he has some pictures and information he would like to share. Creamer commented staff is working on writing a grant to possibly do a Phase 1 Archeology dig the area. Thorp displayed a map of the Minnesota River by Murphy Landing in Shakopee. Thorp pointed out historically to get from Eden Prairie to Shakopee one would have to take a ferry. He pointed out where Murphy's Ferry was located in conjunction to the river during the time period of 1854. The next series of photographs were from 1860 and were around Purgatory Creek by Pioneer Trail. There was a dry culvert in the area and some stones where the river used to be located. He also displayed a photo of the underpass on Pioneer Trail. There was a dam built by the state in 1953. It is located 250 feet north of Pioneer Trail. Thorp said the state has no record of this so he sent them the information as there could be artifacts in the area. Thorp pointed out the Welter Estate does own a portion of the dam. He also showed a map that included inventory and should be referenced when projects are approved. Thorp said there is nothing new on Town of Hennepin and staff will be working on writing a grant for this project in the future. VI. REPORTS OF COMMISSION AND STAFF A. OVERLOOK SITE PROGRESS UPDATE—Kalar Kalar said she met Lori Brink at an unrelated conference and she said she would let the Commission know the progress of this and stated something should happen next year. B. GRANT PROJECT SUBCOMMITTEE MEETING UPDATE — Spera Spera said this grant project for research and writing has been finished. Kalar suggested having this as an agenda item for the next meeting to view the content. Creamer said she will send information out to the Commission Members. Spera said it would be a good idea to look at this again to get fresh eyes before it is created. Creamer said any comments should be brought to the next meeting. Ross said in regards to the subcommittees, she felt it was delayed too long and because of that, things may have been missed. HERITAGE PRESERVATION COMMISSION MINUTES November 21, 2016 Page 3 C. SMITH DOUGLAS MORE HOUSE PROJECT UPDATE —Creamer Creamer said the Smith Douglas More roof project started on Monday, November 14th, She showed pictures of the work and pointed out they removed the old material, blew in 18 inches of installation, and replaced with a new cedar roof.. The project was completed the project on Thursday, November 17cn D. HISTORY HUNT UPDATE—Creamer Creamer stated the History Hunt participants redeemed 42 flyers in October. The final redemption will be November 30t". Ross commented she is pleased with the number of people interested in history. VII. NEW BUSINESS A. 2017 WORKPLAN DISCUSSION Creamer said in December of each year the Commission finalizes a work plan for the upcoming year. Generally in January the commissions have the opportunity to present accomplishments from the previous year and goals for the upcoming year at a City Council workshop session. Chair Olson said the year-end review PowerPoint presentation will be prepared by Creamer and will be presented by the Chair at an upcoming City Council workshop. The Commission continued to talk through the existing work plan and prioritized goals for the upcoming year and discussed other new ideas commission members were interest in possibly pursuing in 2017. Staff will reach out to other commissions as discussed to see what possible collaborative projects could be worked on in 2017. Commission members were encouraged to continue to look at the draft plan and be prepared to finalize the 2017 work plan at the December meeting. VIII. ON-LINE TRAINING MODULE A. Time did not permit to provide on-line training this month. IX. FYI ITMES X. NEXT MEETING The next HPC meeting will be Monday, December 19, 2016, 7 p.m. at City Center, Prairie Room A. XI. ADJOURNMENT HERITAGE PRESERVATION COMMISSION MINUTES November 21, 2016 Page 4 MOTION: Ross moved, seconded by Thorp, to adjourn the Heritage Preservation Commission meeting. Motion carried 5-0. Chair Olson adjourned the meeting at 8:55 p.m.
