RESOLUTION NO. 1094
CONCERNING MINNESOTA MUNICIPAL AID FORMULA
WHEREAS, the 1975 Minnesota Legislature adopted a new formula
for allocation of State funds to local government communities and
that formula consists of three factors; namely, population, last
three years average mill rate, and sales ratio, and
WHEREAS, the population factor in the formula is defined in ,
the law as being the 1970 Federal Census, and
WHEREAS, many municipalities in the metropolitan area have
shown significant increases in population since 1970 and many
municipalities have shown decreases in population since 1970, and
WHEREAS, distribution of state funds on the basis of outdated
population statistics result in an unfair distribution of funds
because of the erroneous data used in the formula with respect to
population.
BE IT THEREFORE RESOLVED, by the City of Eden Prairie that it
idoes hereby encourage the Hennepin County Legislative Delegation to
sponsor and support legislation in the 1976 Legislative Session that
would accomplish the intent of either of the following alternative
policies:
1 . The Legislature should modify the population factor of
the local government aid formula to use the 1970 Federal
Census or Metropolitan Council estimate or most recent
Federal Census, whichever is higher, provided that the
Metropolitan Council estimate shall not be used as a
basis for determining aid in the calendar year a special
census if the special census is less than such estimate.
2. The Legislature should modify the population factor of
the local government aid formula to use for each community
the 1970 Federal Census or the most recent Federal Census
if a Federal Census has been conducted since 1970 in any
municipality.
ADOPTED by the City Council of the City of Eden Prairie on
the loth day of February, 1976.
