I. CALL MEETING TO ORDER
The meeting was called to order by Chair Moquist at 7:00 p.m.
II. ORDER OF BUSINESS
A. Approve Minutes from April 21, 2016 Board of Appeal and Equalization
Meeting
MOTION: Rial moved, seconded by O'Connor to approve the minutes of the April
21, 2016 meeting of the Board of Appeal and Equalization. Motion carried 5-0.
B. Review Appeals Continued from April 21, 2016
Sams said the staff recommendation is printed in red on the list of appeals.
Appeal#4—Eden Prairie Development, 14301 Martin Drive
Sams said the assessor and the property owner have agreed to reduce the value to
$34,900,000.
Walker asked on what basis the value was reduced. Sams replied when he originally
looked at the property it was the first year it was complete, there was no opportunity
to inspect, and no income or cost information was available. He did inspect the

property after the Board's first meeting and also reviewed the financial information.
The value was reduced based on the income approach and the cost information
provided.He noted they found a comparable property in Bloomington.
Walker asked if the income was based on lease revenue. Sams said there are some
vacancies at the property now;however, they expect that will change, and staff
plans to look at this again next year.
MOTION: Walker moved,seconded by Thompson, in Appeal#4 to reduce the
value to$34,900,000. Motion carried 5-0.
Appeal #5—Cole PM Eden Prairie MN—11200 Prairie Lakes Drive
Moquist said the information staff requested was not provided,so the Board must
affirm the original value.
MOTION: O'Connor moved,seconded by Thompson, in Appeal#5 to affirm the
value at$3,558,000. Motion carried 5-0.
Appeal#20—Glenn Schultz, 7431 Bittersweet Dr.
Moquist noted the owner agrees to the original value.
MOTION: Walker moved,seconded by Thompson, in Appeal#20 to affirm the
original value at $193,400. Motion carried 5-0.
Appeal#21 —Edenvale Property Owner, 7600 Executive Dr.
Moquist said the review appraisal determined a value of$7,849,000, and the
owner's representative disagrees. The staff recommendation is to affirm the original
value of$7,287,000.
MOTION: Rial moved, seconded by O'Connor, in Appeal#21 to affirm the value
at $7,287,000. Motion carried 5-0.
Appeal#22 —LSOP 2 MN,LLC,7660 Golden Triangle Dr.
Moquist said the review appraisal determined a value of$6,277,000, and the owner
disagrees with that. The staff recommendation is to affirm the original value at
$6,073,000.
MOTION: Walker moved,seconded by Rial, in Appeal#22 to affirm the value at
$6,073,000. Motion carried 5-0.
Appeal#24—MTS Systems Corp.. 14000 Technology Dr.

Moquist said the assessor and the property owner's representative agree to no
change in the original value.
MOTION: O'Connor moved,seconded by Rial, in Appeal#24 to affirm the
original values ofPID 15-116-22-22-0011 at $15,371,000 and PID 15-116-22-21-
0005 at $2,222,000. Motion carried 5-0.
Appeal#26—Dorothy Severson, 10660 Northmark Dr.
Moquist said the assessor and the property owner agree the value should be reduced
to$255,000.
MOTION: O'Connor moved,seconded by Walker, in Appeal #26 to reduce the
value to$255,000. Motion carried 5-0.
C. Sign Board of Appeal and Equalization Documents
The Board members signed the Board of Appeal and Equalization documents.
III. ADJOURN THE 2016 BOARD OF APPEAL AND EQUALIZATION MEETING
Chair Moquist adjourned the meeting at 7:16 p.m.
