I. CALL MEETING TO ORDER
The meeting was called to order by Chair Lyndon Moquist at 7:00pm and asked the
board members to introduce themselves.
II. PROCEDURAL INFORMATION BY STEVE SINELL
City Assessor Sinell introduced the assessing staff members present. Staff introductions
were followed by the Pledge of Allegiance. Sinell then presented an overview of the
annual assessment and the Local Board of Appeals and Equalization process.
III. ORDER OF BUSINESS
A. REVIEW APPEALS #1 thru #38 AS LISTED ON THE APRIL 9, 2015 BOAE
LIST AND STATUS OF APPEALS
Appeal #1 —Laura Hemler— 6941 Beach Road
Brief discussion and clarification of the information being presented on the 2015
BOAE list and status of appeals. In cases where City staff and the homeowner have
reached an agreement on the 2015 estimated market value prior to this meeting, the
board may choose to affirm the value.
MOTION: Motion by O'Connor, seconded by Walker, in Appeal No. 1 to reduce the
estimated market value to $2,092,000. Motion carried.

MOTION: Motion by O'Connor, seconded by Walker, in Appeal No. 4 to reduce the
estimated market value to $356,000. Motion carried.
Appeal #5 —Brent Major— 8998 Belvedere Drive
MOTION: Motion by O'Connor, seconded by Walker, in Appeal No. 5 to reduce the
estimated market value to $390,000. Motion carried.
Appeal #6— Terry Hackett/Ralph Grier— 8806 Sycamore Court
MOTION: Motion by O'Connor, seconded by Walker, in Appeal No. 6 to reduce the
estimated market value to $456,000. Motion carried.
Appeal #7—Aosheng Wang— 8692 Grier Lane
MOTION: Motion by O'Connor, seconded by Walker, in Appeal No. 7 to reduce the
estimated market value to $390,000. Motion carried.
Appeal #8 —Appeal cancelled by taxpayer, 4/9/2015
Appeal #9 —Mike & Rhonda Dungan— 10000 Frederick Place
MOTION: Motion by O'Connor, seconded by Nate Thompson, in Appeal No. 9 to
reduce the estimated market value to $625,000. Motion carried.
Appeal #10 —Eugene Heier—9816 Crestwood Terrace
Mr. Heier addressed his concerns before the board. Believes there should be no
increase in value over the last year, stated there are issues of deferred maintenance
and lacks any significant updating.
A brief recap of the review process inquired by Vice-Chair O'Connor, some
clarifications provided by appraiser Sams.
Mr. Heier shared some sale information with the Board. Moquist clarified the
information source to be Zillow, and read off the price of three sales provided by Mr.
Heier.

Sinell offered further clarification on the review process, and proposed the board and
Mr. Heier would have additional time to consider the review appraisal by Jody
Carlson should the board continue the decision to the April 28 meeting.
Mr. Heier asked that interior photos be shown that were taken on inspection. There
was additional questions asked and discussion between Moquist and Mr. Heier
regarding the property condition and updating done. Buswell displayed interior
photos, and there was additional discussion between board members and Mr. Heier
regarding the partially finished basement. Sinell clarified that consideration would be
given for a partially finished basement. Moquist suggested that a motion to hold
would give time for further review.
MOTION: Motion by Nate Thompson, seconded by Kraemer, in Appeal No. 10 to
continue this item to the April 28 meeting. Motion carried.
Additional question by Mr. Heier and discussion with the board members regarding
assessed values and sale prices.
Appeal #11 —Richard Vogelgesang— 10425 Bluff Road
MOTION: Motion by O'Connor, seconded by Walker, in Appeal No. 11 to reduce
the estimated market value to $760,000. Motion carried.
Appeal #12 —Frank LaRosa— 10509 Bluff Road
MOTION: Motion by O'Connor, seconded by Kraemer, in Appeal No. 12 to reduce
the estimated market value to $730,000. Motion carried.
Appeal #13 — Country Inn Inc. — 10991 Bell Oaks Estate Road
MOTION: Motion by O'Connor, seconded by Walker, in Appeal No. 13 to reduce
the estimated market value to $1,200,000. Motion carried.
Appeal #14—Bell Oaks Properties, LLC— 11051 Bell Oaks Estate Road
MOTION: Motion by O'Connor, seconded by Walker and Kraemer, in Appeal No.
14 to reduce the estimated market value to $900,000. Motion carried.
Appeal #15 —Norman Lunde—9960 Bennett Place
MOTION: Motion by O'Connor, seconded by Nate Thompson, in Appeal No. 15 to
reduce the estimated market value to $469,900. Motion carried.
Appeal #16 — Shravan Pargal — 16997 New Market Drive

Sinell provided a brief explanation of the time frame for this appeal. Appraiser Jon
Thompson verified that the homeowner has received the analysis from the assessor's
office, however has not yet reviewed the analysis.
MOTION: Motion by O'Connor, seconded by Walker, in Appeal No. 16 to continue
this item to the April 28 meeting. Motion carried.
Appeal #17 —Richard Perry— 11198 Burr Ridge Lane
Brief discussion and clarification between Moquist, Sinell, and Sams regarding
conditional issues for the subject property including moisture intrusion as of January
2, 2015. Additional consideration was given for immediate repairs needed for the
property.
MOTION: Motion by O'Connor, seconded by Walker, in Appeal No. 17 to reduce
the estimated market value to $326,000. Motion carried.
Additional discussion between Nate Thompson and assessing staff regarding the
difficulty of necessary repairs to be made.
Appeal #18 —Nicholas Jejel — 8760 Darnel Road
Mr. Jejel addressed his concerns before the board. States there has been no major
updating to the subject property and disagrees with the comparable sales provided to
him. The property was listed in 2011 and did not sell. Presented photos before the
board citing several conditional issues with the property.
Additional clarification on the conditional issues between O'Connor, Moquist, and
the homeowner. Sinell suggested a re-inspection of the property for further inspection
and analysis considering the conditional issues. Mr. Jejel agreed to re-inspection.

Appeal #19 — Shivani Gupta— 9280 Gateway Lane
MOTION: Motion by O'Connor, seconded by Kraemer, in Appeal No. 19 to reduce
the estimated market value to $575,000. Motion carried.
Appeal #20 —Lisa Wu— 15396 Village Woods Drive
MOTION: Motion by O'Connor, seconded by Walker, in Appeal No. 20 to reduce
the estimated market value to $385,000. Motion carried.

MOTION: Motion by O'Connor, seconded by Kraemer, in Appeal No. 24 to
continue this item to the April 28 meeting. Motion carried.
Appeal #25 —Richard Muller— 14343 Golf View Drive
Mr. Muller addressed his concerns before the board. Cited the number of sales in his
neighborhood and believes his property to be on the low end of the neighborhood. He
addressed several conditional issues with his property, and referred to a sold property
nearby.
Additional discussion between board members and Mr. Muller regarding the
condition of the property and clarification of the interior layout. Sinell offered
additional explanation and commented on the sales in the neighborhood; suggested
further analysis could be done.

Some additional discussion between Mr. Muller and Sinell regarding condition of
property.

MOTION: Motion by O'Connor, seconded by Nate Thompson, in Appeal No. 29 to
reduce the estimated market value to $3,850,000. Motion carried.
Additional discussion and clarification by Sinell regarding information provided by
owner and considered for analysis.
Appeal #30 —Paul Schulz—Airport Hangar 50A
MOTION: Motion by O'Connor, seconded by Walker and multiple board members,
in Appeal No. 30 to continue this item to the April 28 meeting. Motion carried.
Additional clarification on valuation of airport hangars provided by Sinell. Discussed
types of leases offered by Metropolitan Airports Commission (MAC). Also provided
explanation of State Statute and assessor's responsibilities for valuation.
Appeal #31 —Mike Stephan & Scott Sather—Airport Hangar E1-11
Mr. Stephan, leasee of airport hangar E1-11, and business partner Scott Sather
addressed their concerns before the board. Mr. Stephan feels the cost approach to
value is the most applicable and shared a construction bid of$166,746 with the board
members. Stated there is limited market activity to use for valuation and has concerns
with other hangars on the North side of the airport for comparison.
Some additional clarification offered by appraiser Buswell. Discussed sales and cost
information that was considered, and suggested that an inspection of the hangar
would provide additional information for further analysis. Mr. Stephan shared some
additional concerns in response to Buswell's clarification and commented on price
per foot, construction types and airplane `taxi' access to alleys.
Additional clarification was requested by the board. More discussion between Mr.
Stephan and board members O'Connor and Moquist. Mr. Stephan discussed
differences between North and South sides of airport and discussed availability of
sites on the South side of the airport. Mr. Sather discussed a construction bid provided
to the adjacent hangar for $150,000. Buswell suggested inspection of hangar. More
discussion between board member Walker and Mr. Stephan regarding cost figures,
current assessed valuation, and site utilities.
Sinell asked Mr. Stephan and Mr. Sather for additional information, and provided
additional clarification as to assessor's responsibility by State Statute. There was
discussion of construction cost estimates provided by Mr. Sather that include cost of
materials but do not include any cost of labor. Additional comments were provided by

Mr. Sather regarding declining airport operations. Sinell suggested further discussion
and inspection would assist in analysis for review. Mr. Sather asks that additional cost
of operations be considered.

Appeal #36 —Ram Subramanian— 15323 Plumstone Drive
MOTION: Motion by O'Connor, seconded by Kraemer, in Appeal No. 36 to
continue this item to the April 28 meeting. Motion carried.
Appeal #37 —Mike Lupo— 17742 Steading Road
MOTION: Motion by O'Connor, seconded by Kraemer, in Appeal No. 37 to
continue this item to the April 28 meeting. Motion carried.
Appeal #38 — Stephanie Nyhus, American Family Mutual Insurance - 01-116-22-12-0011
Ms. Nyhus, consultant for American Family Insurance, addressed her concerns before
the board. Currently working to schedule an inspection with the assessor. Stated that
parcel is overvalued compared to similar office campus parcel sales. Commented on
office market performance, issues with single-tenant building and costs to convert to
multi-tenant. Offered listing of the Boston Scientific in Arden Hills as a comparable
property.

Sinell commented on Ms. Nyhus' analysis and reiterated the need for inspection. The
parcel is currently undergoing an extensive renovation. Additionally suggested that
the parcel could be heard by the County Board of Appeals and Equalization if the
Local Board felt necessary. A formal tax court petition is also an option until April
2016.
MOTION: Motion by O'Connor to continue this item to the April 28 meeting.
Additional clarification was asked by Nate Thompson regarding estimates of value
per foot. Motion was then seconded by Nate Thompson, in Appeal No. 38 to continue
this item to the April 28 meeting. Motion carried.
B. HEAR OTHER PERSONAL AND WRITTEN APPEALS FROM SIGN-UP
LIST OUTSIDE COUNCIL CHAMBERS
No personal or written appeals from sign-up list.
C. SCHEDULE NEXT MEETING
Procedural discussion between Board members for closing the meeting. Hennepin
County Assessor's Representative Earl Zent clarified forms needed to be signed by
board members, one for each meeting.
The next meeting of the Board of Appeal and Equalization is scheduled for Tuesday,
April 28, 2015 at 7:00pm.
