HomeMy WebLinkAboutFlying Cloud Airport Advisory Commission - 07/10/2014 APPROVED MINUTES FLYING CLOUD AIRPORT ADVISORY COMMISSION THURSDAY,JULY 10, 2014 7:00 P.M., CITY CENTER HERITAGE ROOM 1 8080 Mitchell Road COMMISSION MEMBERS: Jeff Larsen, Chair; Keith Tschohl, Vice-Chair; Commissioners: Joe Sutila, Caryl Hansen, Ben McQuillan, and Jay Erwin STUDENT REPRESENTATIVES: Britta Carlsen, Brian Gilje COMMISSION STAFF: George Esbensen, Fire Chief Julie Krull, Recorder VISITORS: Jennifer Lewis, MAC Representative Sgt. Pete Vosbeck, Eden Prairie Police Department I. ROLL CALL Chair Larsen called the meeting to order at 7:02 p.m. Commissioner McQuillian and Student Representative Gilje were absent. Chair Larsen stated Peterson has resigned. II. APPROVAL OF AGENDA Chair Larsen said under Other Business, item i., the date should be October 9,2014. MOTION: Motion was made by Sutila, seconded by Tschohl, to approve the agenda as amended. Motion carried 5-0. III. PUBLIC COMMENT There was no public comment. IV. APPROVAL OF MINUTES A. COMMISSION MEETING HELD THURSDAY,APRIL 10, 2014 Tschohl said Jay Erwin's last name should begin with an E and not an I. His name is mentioned in numerous spots in the minutes. Jennifer Lewis said on page 4 the word "excursions" should be "incursions". FLYING CLOUD AIRPORT ADVISORY COMMISSON July 10, 2014 Page 2 Jennifer Lewis said on page 3, under Runaway Projects, there should be slashes between 18 and 36, and 28L and 10R. Tschohl said the date in the header needs to be changed to April 10, 2014. MOTION: Motion was made by Hansen, seconded by Tschohl, to approve the minutes as amended. Motion carried 5-0. V. DISCUSSION ITEMS A. FCM STATUS UPDATES Chair Larsen said that Melissa Galvan Peterson has unexpectedly resigned. Because of this, it will change what the Commission will be talking about in regards to development parcels, hanger and observation areas. Tschohl commented he had observed two hangers have been completed. Hansen asked where the observation areas would be located. Tschohl said they have not decided yet. Chair Larsen confirmed nothing official has been decided. Hansen asked what they would consist of. Chair Larsen said they would include a picnic area where you could watch planes take off and land. Chair Larsen said they also would be receiving more information on this topic at the next meeting. B. NOISE COMPLAINTS/STAGE 2 OPERATIONS REPORT Jennifer Lewis gave the Commission an update on the noise complaints. She pointed out the reports have been reformatted. At the last Commission meeting they were not able to present the March report, so it is included in the report this evening. Lewis said the graph shows there were 45 households complaining, with 4 of those households having over 100 of those complaints, and one homeowner with 69.9% of those complaints. January started out with 287 complaints and peaked in March to 628, with June having 431. This is lower than last June, which had 460 complaints. Last year at this time there were 1906 complaints, which means there are 49% more complaints this year. Tschohl commented the westbound departures seem to generate more complaints. Lewis said they are working on reformatting the maps in the packets. The flight tracks on the 24 map correlates with a complaint. The map on the backside shows the households with the nighttime complaints. Tschohl asked how close to an operation is a complaint considered to be in correlation. Lewis said within 6 minutes and a 300 foot radius. FLYING CLOUD AIRPORT ADVISORY COMMISSON July 10, 2014 Page 3 Chair Larsen said the information was very helpful because if looking at the raw numbers it can be very deceiving,but recognizing that it is just 4 houses that make up the majority of complaints makes it more manageable. The graph is also easy to understand. Erwin asked Lewis if she expects a spike in complaints during flight events. Lewis said they receive more complaints before events than during the flight events. She also commented there is a jump in complaints when there is bad weather. Chair Larsen asked Lewis if she would discuss the Stage 2 report. Lewis stated access restriction is a formal process. MAC has agreed to go through this process to enforce noise restrictions for Stage 2 aircraft. The limit is to keep within 75 in a 12 month period. C. WEBSITE UPDATE Tschohl said he emailed the Chief to update the website with the Commissioners photographs. He was informed they no longer do this for any Commissions. Chair Larsen said there is really no acknowledgement of Commission Members and commented if there was a picture on the website they may be more approachable by residents. VI. EDUCATIONAL ITEMS VII. NOISE ABATEMENT/AIRCRAFT INCIDENTS Tschohl said there have been 5 accidents since 2012 that are being investigated. 1. July 12, 2012- a MIG over ran the runway. The aircraft struck a berm before it stopped. The National Transportation Safety Board concluded that the pilot did not display the wheels soon enough. 2. October 2, 2012 — an aircraft over ran the runway and went through the fence. 3. December 6, 2012 —this was a ground handling accident; the keys were left in the ignition and the aircraft started. 4. August 5, 2013 —The plane landed long and fast and came to rest on the highway. 5. March 9, 2014—there was a loss of control at takeoff. Chair Larsen asked if there were any police reports in regards to the airport. Sgt. Vosbeck said he went back 18 months and found 29 calls for service at the Flying Cloud Airport. He pointed out if the inflight emergencies were taken out, there were not a lot of incidents left. There were 4 open door reports that were able to be resolved promptly. Three suspicious vehicle complaints; one student was sleeping in his car and the other two were legitimate. On October 13, there was a burglary in one of the hangers where some electronics were stolen. It is an active case. There was a vehicle fire in August of 2013. There also have been a few calls of kites in the air space and laser pointers at FLYING CLOUD AIRPORT ADVISORY COMMISSON July 10, 2014 Page 4 airplanes. And lastly, in 2013 the police department responded to kids having a party. Sgt. Vosbeck said they do not have a lot of issues at the airport. Since 911, they initially had 5 law enforcement officials assigned to the airport and now he stated it is just himself. VIII. NEW BUSINESS a. Meet and greet new Commissioner Jay Erwin. b. Meet and greet new Student Representatives: i. Britta Carlsen ii. Brian Gilje—absent from the meeting C. Upcoming Events i. July 19-20—The Air Expo at FCM ii. August 21 —Team Oracle demonstration at FCM followed by BBQ dinner. Chair Larsen said if anyone is interested in attending to RSVP him by July 27. IX. OTHER BUSINESS a. Various FYI Items i. ADJOURNMENT MOTION: Motion was made by Tschohl, seconded by Sutila, to adjourn the meeting. Motion carried 5-0. Chair Larsen adjourned the meeting at 8:31 p.m.
