HomeMy WebLinkAboutResolution - 900 - Lake Smetana Sector - 09/24/1974 CITY OF EDEN PRAIRIE HENNEPIN COUNTY, h:INNESOTA RESOLUTION NO . 900 A RESOLUTION AMENDING THE 1968 COMPREHENSIVE GUIDE PLAN FOR THE LAKE SMETANA SECTOR WHEREAS , over the past five years , the City of Eden Prairie has experienced unprecedented planning for accelerated urban growth with respect to popula- tion , employment, retail trade and natural resource development. Transpor- tation, utility and educational systems as well as City emergency, govern- mental and recreational services are being up-graded to meet the growing needs. The City of Eden Prairie, faced with the provision of services and facilities at a pace which must keep abreast of the projected population increases , must devise a plan and strategy for community service implementa- tion that will complement private development to insure orderly community growth, ti\rHEREAS, in 1968 , the Village of Eden Prairie adopted a Comprehensive Guide Plan to provide a dynamic framework to cope with the physical , social , and fiscal problems of a developing community. Following adoption of the Guide Plan a revised zoning ordinance , planned unit development procedures , and subdivision regulat'ons were approved to aid in providing specific guidance for land use change . The completion of the comprehensive sewer water and storm water drainage plans have been adopted by the City and have been partially implemented . joint School District and City planning and acquisition for school/park sites allows maximum flexibility at minimum public expense . WHEREAS, the City has amended the 1968 Comprehensive Guide Plan by studying in detail sectors of the City and after technical study, recommenda- tions, and public hearings resolutions were adopted modifying the 1968 Comprehensive Guide Plan, The Comprehensive Guide Plan is used as a "constant" which sector plans or specific rezoning request can be compared against, WHEREAS; The City has studied the 1000 acre Lake Smetana Sector with assistance from technical experts in engineering , hydrology, traffic analysis , soil conservation, finance, law and planning providing documentation for the recommendations contained in the Maculan's Report, Soil Conservation Service Report, Composite Plan Staff Report and numerous landowner reports . The City Planning and Zoning Commission has held public hearings prior to making its recommendation to the City Council. The Park & Recreation Commis- sion has held public meetings considering the technical and citizen input and has made recommendations to the City Council. Resolution No . 900 page 2 WHEREAS , the City Council has reviewed all technical data , citizen/ landowner recommendations , City advisory commission minutes and recommendations and testimony at the September 10 , 1.974 Public Hearing . NOW THEREFORE , BE IT RESOLVED BY the City Council of the City of Eden Prairie as provided by State Law M . S .A . 462 empowering local government to establish ordinances and policies regulating land use to protect the public health, safety, and general welfare as follows: 1 . The land use and transportation plan presented in the ''rune 20 , 1.974 Lake Smetana Sector Study Planning Staff Report, " as recommended by the Planning and Zoning Commission and Park and Recreation Commission is hereby adopted as the basis for land use and iransportation planning for the Lake Smetana Sector of the City of Eden Prairie . 2 . The City shall submit the approved final draft of the Lake Smetana Plan to the Metropolitan Council, Hennepin County Department of. Public Works, Nine-Mile Creek Watershed E'istrict, Minnesota Highway Department and Department of Natural Resources for their review and approval prior to the assembling of the final draft. 3 . The rezoning and development moratorium for the Lake Smetar.a Sector is abolished effective September 24 , 1974 , except as prohibited by other City ordinances . NOW THEREFORE , BE IT FURTHER RESOLVED THAT, the Eden Prairie City Council directs the City staff and advisory commissions; 1 . To study and report to the City Council regarding specific policies that will be used to establish fair and equitable "trade-offs" applying to buildable vs . unbLlildable land, flood plain protection , soil and slope preservation and public open space dedication. 2 . To study and report to the City Council regarding specific transportation and traffic policies must be incorporated into all rezonings for the Lake Smetana Sector. The objective of these policies would be to p-ovide a level of safe volumes and to strictly limit traffic in and out of the sector until more access is available . Resolution No. 900 page 3 3 . To study and report to the City Council regarding the estimated public investment cost necessary to develop the Lake Smetana Sector and the alternate methods of paying for those improvements within a time schedule .
