CALL MEETING TO ORDER The meeting was called to order by Chair Pidcock at 7:00 p.m. II. ORDER OF BUSINESS A. APPROVE MINUTES FROM APRIL 24, 2014 BOARD OF APPEAL AND EQUALIZATION MEETING MOTION: Motion by Moquist, seconded by O'Connor, to approve the minutes from the April 24, 2014 Board of Appeal and Equalization meeting as published. Motion carried 4-0. B. REVIEW APPEALS #5, 7 AND 13 CONTINUED FROM APRIL 24, 2014 Sinell said the Board took action on nine of the original appeals. This evening the Board is asked to consider the outstanding appeals. Appeal#5 —Chunxiang Li, 17909 Haralson Dr. Sinell explained Ms Li presented her appraisal at the April 24 Board of Appeal meeting. The Board continued the appeal to tonight to allow time to do their own research. O'Connor said her research showed the original estimated market value of$402,600 to be a very fair number. Walker and Moquist agreed BOARD OF APPEAL AND EQUALIZATION MINUTES May 13, 2014 Page 2 MOTION: Motion by O'Connor, seconded by Walker, in Appeal No. 5 to affirm the original estimated market value to $402,600. Motion carried 4-0. Appeal#7 —IH2 Property Illinois LP Sinell explained after the April 24 meeting, a representative of IH2 property arranged for an inspection by Dave Buswell. The property sold for$250,000 in April 2013. Since then, they have spent about$30,000 in updates. The owner and Mr. Buswell agree the value should be reduced to $309,000. MOTION: Motion by Moquist, seconded by O'Connor, in Appeal No. 7 to reduce the estimated market value to $309,000. Motion carried 4-0. Appeal#13 — Kelsy Kluge, 7260 Willow Creek Rd. Sinell said after the Board referred this appeal back to the assessor, the owners scheduled an inspection with John Sams and Jody Carlson. The owner and Mr. Sams agree the value should be reduced to $1,000,000. MOTION: Motion by O'Connor, seconded by Moquist, in Appeal No.13 to reduce the estimated market value to $1,000,000. Motion carried 4-0. Sinell explained that any of the items on the list of appeals are eligible to appeal to the County Board of Equalization. O'Connor asked who sits on the County Board. Sinell said the County Board of Appeals is a special board that reviews hundreds of appeals from Hennepin County property owners. C. SIGN BOARD OF APPEAL AND EQUALIZATION DOCUMENTS Sinell asked the Board members to sign the attendance roster to certify they were at the meeting and to sign the request for per diem. III. ADJOURN THE 2014 BOARD OF APPEAL AND EQUALIZATION MEETING MOTION: Motion by Moquist, seconded by O'Connor, to adjourn the Board of Appeal and Equalization meeting. Motion carried 4-0. The meeting was adjourned at 7:12 p.m.
