RESOLUTION NO. 860
A RESOLUTION APPROVING FINAL PLAT
OF PRAIRIE EAST
WHEREAS, the plat of PRAIRIE EAST has been sub-
mitted in a manner required for platting land under the Eden Prairie Ordinance
Code and under Chapter 462 of the Minnesota Statutes and all proceedings have
been duly had thereunder, and
WHEREAS, said plat is in all respects consistent with the City plan
i and the regulations and requirements of the laws of the State of Minnesota and
ordinances of the City of Eden Prairie.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EDEN PRAIRIE:
A. Plat Approval Request for PRAIRIE EAST is approved
` upon compliance with the recommendation of the City Engineer's
Report on this plat dated June 7, 1974. -
B. That the City Clerk is hereby directed to file a certified copy
of this Resolution in the office of the Register_ of Deeds and/or
Registrar of Titles for their use as required by MSA 462.358, .
S ubd. 3.
C. That the City Clerk is hereby directed to supply a certified copy
of this Resolution to the owners and subdividers of-the above named
plat. `
D. That the Mayor and City Manager are hereby authorized to Execute
the certificate of approval on behalf of the City Council upon
compliance with the foregoing provisions.

ENGINEERING REPORT ON FINAL PLAT
TO: Mayor and City Council

SUBJECT: PRAIRIE EAST
PROPOSAL : Hustad Development Corporation is requesting City Council
approval of the final plat of "Prairie East" . This is a 53
lot, single family detached residential plat (R1-13. 5) located
east of Franlo Road and north of Pioneer Trail . A copy of the
proposed final plat is attached .
HISTORY: The "Prairie East" PUD was approved by the City Council on
August 28, 1973.
The preliminary plat for 41 single family lots was approved
per Council Resolution No. 753 on August 28, 1973 .
The preliminary plat for 12 single family lots was approved
per Council Resolution No. 781 on November 13 , 1973.
Zoning to R1-13 . 5 for 41 lots was finally read and approved per
Council Ordinance No . 231, September 11 , 1973.
Zoning to R1-13 . 5 for 12 lots was finally read and approved per
Ordinance No. 237 on November 27 , 1973 .
The final plat now submitted for approval conforms with the
approved preliminary plat, except that Eastwood Circle and Knoll
Circle will now be separate cul -de-sac streets in order to help
minimize grading , tree removal , and street grades . The City
Planning Commission informally reviewed and approved of this
change.
VARIANCES: A variance is necessary from City Ordinance No. 93, Sec. B,
Subdivision 1 , waving the six month maximum time elapse between
the approval date of the preliminary plat and filing of the
final plat. This variance should be granted because the
developer has proceeded with planning and engineering for the
project in a reasonable, timely manner.

UTILITIES AND STREETS:
Municipal sanitary sewer, watermain, storm sewer, concrete curb
and gutter and bituminous surfacing will be installed throughout
the development in accordance with City standards .
A public hearing is scheduled for June 11 , 1974 covering the sewer
and water extensions on Franlo Road which are necessary for
service to the subdivision, plus upgrading of Franlo Road.
Building permits for any lots within this subdivision shall be
withheld until the City Council orders the said improvements on
Franlo Road.
A drainage and utility easement shall be provided over Outlot
"A" . Maintenance of the storm water pond on Outlot "A" shall be
' a responsibility of the Prairie East Homeowners Association.
Outlot "B" shall be utilized as a pathway corridor and emergency
vehicle access for future development to the east.
Street names must be changed so as to not conflict with existing
street names.
PARK DEDICATION:
I
There will be no land dedication for public park purposes within
this plat. Outlots "A" and "B" will be quasi-public open space.
According to the approved PUD, additional open space and recre-
ational areas will be provided as the remainder of Prairie cast
is further developed .
i BONDING: A performance bond or letter of credit approved by the City
Attorney shall be posted in the amount of $250,000 to cover
the cost of sanitary sewer, watermain, storm sewer, streets ,
street signs , boulevard sodding , and first year costs for street
t lighting.

REC0f-VENDATION:
I
Recommend approval of the final plat of PRAIRIE EAST subject to
the requirements of this report and the following :
1 . ►=xecution of the "Developer' s Agreement" .
2. Receipt of fee for City Engineering Services in the amount
of $1 ,500.00.
