HomeMy WebLinkAboutResolution - 820 - Final Plat of Village Woods 1st Addition - 04/09/1974 CITY OF EDEN PRAIRIE HENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 820 A RESOLUTION APPROVING FINAL PLAT OF VILLAGE WOODS FIRST ADDITION WHEREAS, the plat of Village Woods First Addition has been submitted j .in the manner required for platting land under the Eden Prairie Ordinance Code f and under Chapter 462 of the Minnesota Statutes and all proceedings have been duly had thereunder, and 0 WHEREAS, said plat is in all respects consistent with the City plan_ and the regulations and requirements of the laws of the State of Minnesota and ordinances of the City of Eden Prairie. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDEN PRAIRIE: A. Plat Approval Request for Village Woods First Addition is approved upon compliance with the recommendation of the City Engineer' s Report on this plat dated 2/21/74. B. That the City Clerk is hereby directed to file a certified copy of this Resolution in the office of the Register of Deeds and/or Registrar of Titles for their use as required by MSA 462.358, Subd. 3 . C. That the City Clerk is hereby directed to supply a certified copy of this Resolution to the owners and subdividers of the above named plat. D. That the Mayor and City Manager are hereby authorized to Execute the certificate of approval on behalf of the City Council upon compliance with the foregoing provisions. FROM: Carl Julli-e, City Engineer THROUGH: Robert Heinrich, City Manager IDATE: febniary 21, 1974 SUBJECT: VILLAGE WOODS FIRST ADDITION f > PROPOSAL: The Developer, Zachman Homes, Inc. , is requesting City Council approval of the f inal plat of "Village Woods First Addition" . This is a single family residential plat (RM 6. 5) located south t of Hipp' s Mitchell Heights 2nd Addition and west of Mitchell Road in the SE 1/4 of Sec. 16--116-22. The plat has 27 building lots. HISTORY: The preliminary plat of Village Woods, Phase I was approved by the City Council on December 26, 1973 per Resolution No. 792. (, Zoning to RM 6. 5 was finally read and adopted on February 12, 1974. The final. plat now submitted for approval conforms with the approved preliminary plat. VARIANCES: This development will be a modified version of the "zero lot line" concept as approved by the City Council when the preliminary plat was considered. The set-back requirements for this plat will be as follows: Front 30' Rear 20' Side 5' Between Houses 20' Between House & Garage 15' Between Garages 10' Major open space areas, public and quasi--public are provided within the plat as a trade-off for the higher density in the developed acreage. UTILITIES AND STREETS: Municipal sanitary sewer, watermain, storm sewer, concrete curb Mayor and City Council - 2 - February 21, 1974 and gutter and bituminous surfacing will be installed throughout the development in accordance with City standards. Sanitary sewer and water-main service will be installed under City contract, pending Council action at a public hearing for the Scenic Heights area pro- jects which will be scheduled for March 12, 1974. If these City projects are denied, then the developer will be required to install all sewer and water service for the development under private con- tract. During the heavy construction phase ox the development, no truck traffic will be allowed to travel through the Scenic Heights sub- division to the northwest. All such traffic shall be directed to Mitchell Road. The homeowners association created for this development shall be responsible for maintenance of the quasi-public open space, walk- ways, tot lot and the island on the Hiawatha Avenue cul-de-sac. The developer shall provide a temporary cul-de-sac at the southern terminus of Hiawatha Avenue. PARt: DEDICATION: Park dedication for this plat will consist of 2. 41 acres public open space dedication on the eastern limits of the plat plus . 36 acres of quasi--public space (Block 4) which will be provided with a "tot lot" play area. This dedication is in conformance with the approved Village Woods PUD. BONDING: The Developer shall provide bonding as follows: 1. Sanitary Sewer and Water-main Trunks $ 14,958 ($544 per lot) 2. Sanitary Sewer and Sub--Trunk 7,155 ($265 per lot) 3. Sanitary Sewer Laterals 35,100 ($1, 300 per loot) 4. Watermain Laterals 29,700 ($1, 100 per lot) 5. Streets and Storm Sewer, including street 31,600 signs and temporary cul-de-sac. T TOTAL BOND - $118,513 LANDSCAPING, T1'OT LOT AND PATH44AY Prior to issuance of building permits for any lots, the Developer x�L. Mayor and City Council -3- February 21, 1974 shall submit a landscaping and pathway plan plus plans for the tot lot equipment to the City Landscape Architect for review and approval, plus a performance bond for the appropriate amount thereof. RECOMKENDATION: Recommend approval of the final plat of VILLAGE WOODS FIRST ADDI- TION subject to the requirements of this report and the following: 1. Execution of the "Developer' s Agreement" . 2. Receipt of fee for City Engineering Services in the amount of $810, Cj"J:jr 1
