RESOLUTION NO . 811.
A RESOLUTION STATING THE CITY OF EDEN PRAIRIE'S
POSITION REGARDING PLATTING , REZONING , CONCEPT
PLAN APPROVALS, AND BUILDING PERMITS ON PARCELS
ADJACENT TO MAJOR INTERSECTIONS ALONG T. H. 5
WHEREAS , the City of Eden Prairie is concerned about the regional trans-
portation system serving the southwest quarter of the Metropolitan Area, and
WHEREAS , the City feels it is in its interest to regulate the type of
development surrounding the intersections with T .H . S to provide for the
public healty , safety, and welfare , and
WHEREAS , the Comprehensive Guide Plan for the City of Eden Prairie was
adopted in 1968 , which specified land use and transportation alternatives along
T. H. 5 , and
WHEREAS , the Hennepin County Highway Department has submitted a
recommendation to the Metropolitan Council and the Municipalities which
does not approve of the connection of Highway 5 with County Road 62 , Cross-
town, and
WHEREAS , Hennepin County Highway Department recommends the relocation
of Highway 212 on the present T.H . 5 alignment through Eden Prairie , and
WHEREAS , the City of Eden Prairie has endorsed unique system "D" in
1970 approving the corridor location of 212 and 169 , and
WHEREAS , the Metropolitan Council in its Transportation Development
Guide Chapter indicated the connection of Crosstown 62 and. T .H . 5 as a means
of relieving problems associated with connecting T. H. S and 212 , and
WHEREAS, the City of Eden Prairie in November of 1972 objected in
Resolution No . 776 to the Metropolitan Council's Development Guide Trans-
portation Chapter which suggests the connection of T. H . S to the Crosstown
62 , and
WHEREAS , development adjacent to T. H. S at the intersections of Mitchell
Road/County Road 4 and the proposed North,/South Parkway in western Eden
Prairie would eliminate or greatly reduce the options associated with the
construction of new Highway 212 or the upgrading of T.H. 5 , or alternative
solutions to the Crosstown/T. H. 5 connection proposal , and

WHEREAS , the City of Eden Prairie on October 9 , 1 973 , through
Resolution No. 776 did , "authorize the City of Eden Prairie to participate
in the Carver/Hennepin Transportation Study Task Force," and
WHEREAS, the I-394 and 212/169 Highway Corridor Studies did not
provide specific recornmendations on the future role of Minnesota's State
T.H . 5 , and Crosstown Highway 62 , and
WHEREAS , the Metropolitan Council, State Highway Department, Carver/
Hennepin County and several Municipalities in the Carver and southwest
Hennepin County have indicated interest to participate in the Carver/Hennepin
Transportation Study.
THEREFORE, BE IT RESOLVED that the City of Eden Prairie should-,
1 . Withhold any specific rezoning, PUD, preliminary plat , or Building
Permit approvals within the immediate areas surrounding Mitchell
Road intersection with T.H . 5 , County Road 4 intersection with
T. H . 5 , and the proposed westerly North./South Parkway connection
with T. H. 5 in Eden Prairie for a period of six months in anticipation
of Corridor and Design Hearings and ultimate Freeway 212 location
approvals .
2 . The City of Eden Prairie request the Design and Corridor Hearings
for Freeway 212 to be held within, the next six months.
3 . That the City Staff proceed to complete the Commercial Needs Study
and report to the City Council within six months .
4 . That the State Highway Department be requested to appear before
the Village Council on February 12 , 1974 , for the purpose of
reporting on the status of "new" Freeway 212 .
ADOPTED by the City Council of the City of Eden Prairie on the 22nd
day of January, 1974 .
