HomeMy WebLinkAboutHeritage Preservation - 01/27/1997 APPROVED MINUTES EDEN PRAIRIE HERITAGE PRESERVATION COMMISSION MONDAY, JANUARY 27 1997 6 : 30 p.m. Prairie Conference Room 8080 Mitchell Road COMMISSION MEMBERS: Jane Hession, Chairperson; Conrad Skonieczny, James Wilson, Tim Colliton STUDENT MEMBER: John Katzung ASSOCIATE MEMBER: Molly Patterson COMMISSION STAFF: John Gertz, Historic Preservation Specialist, Kathleen O' Connor, Recording Secretary I . ROLL CALL Chair, Hession called the meeting to order at 6 : 38 p.m. Mason and Case were absent . Wilson arrived at 8 : 00 . II . APPROVAL OF AGENDA MOTION: Wilson moved, seconded by Conrad to approve the agenda. Motion carried 4-0 . III . APPROVAL OF MINUTES - December 16, 1996 SPECIAL NOTE : Subsequent to the December 16, 1996 meeting, dates were changed for the January and February 1997 meetings . The January meeting date was rescheduled for January 27, 1997 . The February meeting date will be February 24, 1997 . Therefore the dates reflected through the remainder of these minutes regarding these two meetings are invalid. MOTION: Skonieczny moved, seconded by Wilson to approve the minutes . Motion carried 4-0 . 1 IV. PUBLIC HEARING - 7 : 00 P.M. A. A public hearing was held to discuss the following properties which are recommended by the HPC for local designation: 1 . Riley-Jacques Farm, 9110 Riley Lake Road Hession gave a brief overview of the Riley-Jacques Farm and its history. Tim Pawlik, 18446 Bearpath Trail, asked exactly what the plans are for the Riley-Jacques property. Hession explained the intent to preserve the site in place and possibly have it operate as a working farm some day. Gertz also explain the small dilapidated buildings which would be removed. Diane Pawlik, 18446 Bearpath Trail, asked if only one of the three proposed sites would be chosen to be designated. Gertz explained the intent to have all three sites designated. Craig Wildfang & Chris Honaas, Lot *83 Bearpath, spoke in favor of the designation. The farm is visible from their new home site . Chris especially loves the silo . Tim Pawlik also asked where the funds come from to maintain the site and to remove the old buildings . Hession introduced Elaine Jacques and spoke of her recent donation for repairs on the property. Gertz explained the City handles routine maintenance and will be responsible for removing the old buildings since the City currently owns the site . Other needs may be met by volunteer services and contributions . 2 . Smith-Douglas-More House, 8107 Eden Prairie Road 2 Gertz presented a brief summary and history of this property. Elaine Jacques, 2057 W 13th Ave, Shakopee, commented on the distinguished look of the More house 3 . Fredrick-Miller Spring, Spring Road Gertz gave a brief overview and history of Miller' s Spring. Elaine Jacques spoke of the fact that the spring is very well known, attracting people from significant distances . Gertz stated the area is in need of maintenance and arrangements will be made to have it taken care of. The public hearing concluded at 7 : 33 p.m. MOTION: Skonieczny moved, seconded by Colliton, to submit to the City Council the following sites for local designation: Riley Jacques Farm, Smith-Douglas-More House, Fredrick-Miller Spring. Motion carried 4-0 . The status of the local designations will be an on-going agenda item each month. V. REPORTS OF COMMISSION AND STAFF A. Introduction of new Commissioner, Tim Colliton Hession welcomed Tim Colliton to the Commission. B. Prairie Bly - Internship Hession reported Prairie Bly, an Eden Prairie Resident and student at the University of San Diego, interned with the HPC during the month of January. She researched the City' s Native American burial grounds and compiled a list of all the mounds in Eden Prairie . She also wrote a summary of Basic Woodland Period Facts . On February 4, 1997, Hession and Gertz will make a report to the Preservation Alliance of Minnesota Board regarding 3 internships in Eden Prairie and other HPC programs . Skonieczny feels the internships have provided an important link to the academic world and would like to see at least one in progress at all times . Hession suggests Gertz and the Commission keep a list of potential intern projects as they arise . C. Roseann Klaphake - Internship Patterson stated Klaphake, a student at St. Cloud State, has been working with her on the interpretive panels for the Cummins-grill house . They divided the project, each taking half. Patterson believes they each have approximately twelve pages of notes . Since Klaphake is living in St . Cloud, the commute has been difficult . Patterson believes Klaphake is pretty much done on the project . Patterson will write up a summary of her experience and pass on all notes for the project before she moves to Fairbault in February. D. HPC CLG Conference Gertz reminded the Commission of the upcoming HPC CLG conference on Thursday and Friday, May 15th & 16th. It will be held at the Landmark Center in downtown St. Paul . Representatives from our Commission are required to attend. VI . OLD BUSINESS A. Status of Local Designations--Lookout Park, Creek Knoll Road Bridge, Cummins-Grill House Gertz will attempt to get the local designations on the agenda for City Council . He believes it will be before the next HPC meeting, either the first or third Tuesday of February. He will advise Commission members of the date . B. HPC Motion to Increase from 7 to 9 Members Hession stated the Commission may want to reconsider the motion to increase the number of members due to the fact that it would also increase the quorum necessary for meetings . This item was tabled until next meeting. C. Historic Sites Committee - Meeting 4 Hession stated the Historic Sites Committee would like to set a meeting date for April to be held at the Cummins- Grill home. The date will be determined at the February meeting when Patterson makes her report . D. Old Water Tower Discussion was had regarding the status of the old water tower. A few months ago, Brunswick had inquired about the possibility of paying for the restoration of the tower and placing it in front of their new restaurant, the Water Tower Brewery. Gertz acquired a water tower treatment plan from Paul Storch, a MHS conservator. Brunswick had depicted the tower painted red in their plans for the site . The treatment plan did not include painting the tower red. The Commission would like it clarified who owns the water tower. Gertz believed it is owned by the Eden Prairie Historical Society. He indicated the Historical Society does not seem to have a problem with the water tower being painted red. Further discussion of this item was tabled until the February meeting. Gertz will contact Brunswick to ask their intentions in regards to the water tower. He will also get the question of ownership clarified. E . Recordation of the Glen Lake Children' s Camp Wilson brought the photos he took of the camp. Mason has also videoed the site . Gertz stated that it needs to be determined if any discussion has taken place about Friendship Venture contributing to the cost of recording the site . F. Surplus of Heritage; Preserving Eden Prairie' s Past Books Due to Mason' s absence, this item was tabled until the February meeting. VII . NEW BUSINESS A. Election of HPC Vice Chair 5 Wilson nominated Kathie Case for HPC Vice-Chair. Skonieczny seconded. There was no discussion. The vote was 4-0 to elect Case Vice-Chair. B. Glen Lake Children' s Camp Marker Larry Kollmeyer and Jim Mason will report at the February meeting. C. Identification of the 1997 Local Designation List Gertz reviewed a list of properties to be considered for designation. He will specify six properties for the CLG grant and develop a list of additional properties for the Commission to work on. Gertz will present this list at the February meeting. D. Phase II Investigation of CSHA 1 (Pioneer Trail) A Phase II investigation of the mill site has been undertaken by the 106 Group for Hennepin County. The mill site was overlooked during Phase I . More work will also be done on the Wolf school site. Gertz will receive a report from the 106 Group when the study has been completed. E . CLG Grants 1 . FY 1995 CLG Grant Project - Oak Point Archaeology Field Project The school curriculum project, archeological excavation of the Miller Brother' s store site, will begin in May. This is a joint project with MDOT, the County and the City. The RFP (Request for Proposal) will be sent out to consultants in the next week or two . Gertz expects the Commission will be able to review the RFP' s at the February meeting and choose a consultant at that time . Gertz will also provide Commissioners with a copy of the curriculum. F. 1997 HPC Work Schedule Gertz will put the planner books together and distribute 6 to the Commissioners at the February meeting. Skonieczny requested a map be included in the book, and Hession would like a list of plaque sites . G. Eden Prairie Mall Hession stated the Eden Prairie Mall is being remodeled. The HPC is going to be involved in some way, which has yet to be defined. The Commission will be advised when more information is available . H. Eden Prairie Endangered List - Art Miller House Due to the absence of Kathie Case, this item was tabled until the February meeting. I . Subcommittee Hession would like the HPC to work more through subcommittees in an effort to streamline meetings and better utilize the Commissioners ' time . Each subcommittee would then report back at HPC meetings . Ideas for committees include Eden Wood Marker, organizing the Historic Sites Committee, Riley-Jacques site planning interpretive program, Preservation Week, and reviewing properties according to types .
