RESOLUTION NO . 743
A RESOLUTION PROVIDING FOR THE CONTINUANCE OF
THE MAJOR CENTER AREA TASK FORCE
WHEREAS , the Metropolitan Council of the Twin City Area proposed a
scheme of overall metropolitan growth based upon the concept of constellation
cities and that the commercial/employment cores of these areas would be
termed Major Diversified Centers , and that the Village of Eden Prairie has one
of these Major Diversified Centers located at the interchange of 494 and 212 ,
WHEREAS , the Village of Eden Prairie has passed an amendment to its 1968
Comprehensive Guide Plan defining the limits of the Major Center Area of
approximately 1 , 200 acres to be the site of the aforementioned designated
Regional Diversified Center serving the southwestern region of the Metropolitan
Area,
WHEREAS , the Village has worked closely with governmental agencies,
citizens , municipal officials , land owners , and Village staff to produce a
workable development plan that has been approved by the Village Council as
an amendment to the 1968 Comprehensive Guide Plan for the Major Center Area
and authorized the construction of. the Village Ring Road serving the Major Center
Area,
WHEREAS , the Major Center Area Task Force Report, June, 1973 , identifies
attainable goals and objectives which state:
A. 1 . The Major Center Plan should provide for integrated regional scale
development of retail , service , medical, cultural, civic,
entertainment and other office facilities located within a relatively
compact land area, blended with high density residential develop-
ment and certain kinds of manufacturing, warehousing, and
research operations .
2 . The Major Center. Plan should be developed in accordance with
policies, systems , plans , and program of the Major Diversified
Center- section of the Metropolitan Development Guide .
3 . The Major Center Plan should be developed in a manner which
will promote the policies and objectives of the Village Compre-
hensive Guide Plan .

B. 3 . The plan for the integrated development of the Center , including
in such planning provisions for transportation and pedestrian
circulation within the Major Center, with such service to nearby
employment centers and residential areas .
4 . Provide a fast link transit terminal in the Major Center Area and
provide local public transit facilities to the tributary area for
those who cannot or choose not to use an automobile .
5 . Develop a long range Comprehensive Plan that deals with the
staged development of the Major Center Area and its supporting
public services .
6 . Locate the Major Center Area where it is compatible with local
natural resources and manage the Center's growth to protect
important natural features .
7 . Coordinate development of the Major Center Area with metropolitan
and local Capital Improvement Planning.
8 . Provide a variety of housing types for varied income levels ,
including rental housing and housing for sale , both in and near
the Major Center Area.
C . 4 . Recognize the constraints , if any, that might be imposed on the
plan by virtue of previous municipal zoning actions or other public
agency commitments .
5 . Provide for the "melding" of the Major Center Plan and the Concept
Plan of the Edenvale , Red Rock, Smetana , Forest Hills , Bryant
Lake , and The Preserve Planned Unit Development Sectors .
6 . Recognize in the Major Center Plan the need for adequate protective
plan elements between the intensive land uses in the Major Center
Area and the established and anticipated low density residential
areas on the Major Center perimeter.
8 . Consider the needs of the public education agencies for major
facility sites and identify possible locations .
E. 4 . The Major Center Plan should be both politically and economically
capable of implementation .
BE IT RESOLVED , to fulfill the objectives of the Village Comprehensive
Guide .Plan and those set out in the Major Center Area Planned Unit Development,
the continuance of the Major Center Area Task Force is established .

FURTHER RESOLVED, the objectives of the continuing Major Center Area
Task Force are to implement the M.C .A. goals and objectives as they relate to
the Village Comprehensive Guide Plan and to review major development proposals
within the M. C .A . Primary Area and relate the development proposal to the
goals and development ordinance for the M .C .A . , the Task Force will review
and make recommendations to the Village decision-making bodies , including
the Human Rights Commission , Park and Recreation Commission , Planning
Commission , and Village Council regarding development proposals and Major
Center Concept Plan and development ordinance update . Recommendations of
the M .C .A . Task Force will be in an advisory capacity to the Village Commissions
and Council to be used in evaluating specific proposals and updating of the
concept plan and ordinances .
FURTHER RESOLVED, the composition of the Major Center Area Task Force
shall be of interested residents and citizens of the community appointed by the
Village Council , land owners within the Major Center Area , representative' of
the Village Human Rights Commission, Park and Recreation Commission, Planning
Commission , and appropriate Village Staff selected by the Village Manager, no
minimum nor maximum number of members is suggested for the IVI. C .A . Task Froce
and the size of the group shall be determined by the interest of the participants .
FURTHER RESOLVED, written request to the Village Council shall be made by
those wishing to participate in the Task Force , appointment to the Major Center
Area Task Force shall be made by the Village Council with terms extending for
two years from the date of appointment.
FURTHER RESOLVED, the Major Center Area Task Force is necessary to
implement the goals and objectives of the Village of Eden Prairie and those of
the Comprehensive Guide Plan as amended in the M.C .A . area and the formation
of the Major Center Area Task Force will aid in protecting the public health, safety,
and welfare for the Village of Eden Prairie .
