Mayor Harris called the meeting to order at 7:30 p.m. All members were present.
V. PUBLIC HEARINGS/MEETINGS
B. TAX INCREMENT FINANCING FOR EDENVALE TOWNHOUSE
PROJECT by Peter Andrea Company. Request for the Council to adopt
Resolution 97-145 approving the Tax Increment Financing Plan for Edenvale
Townhomes and request of HRA to adopt Resolution 97-145 adopting the Tax
Increment Financing Plan for Tax Increment Financing. Location: Southeast
Corner of Mitchell Road and Valley View Road. (Resolution 97-145)
Mayor Harris announced this will be a Joint Meeting involving both the City
Council and the Housing & Redevelopment Authority (HRA). She convened the
• HRA for this project and said we will have the Council hearing and the required
HRA meeting conducted simultaneously.

Jullie said the official notice for this Public Hearing was published on July 24,
1997 in the Eden Prairie News. The proposed site plan and rezoning for the
project shows 32 multi-family units on 3.2 acres located at the SE comer of
Mitchell & Valley View Road and was given lst Reading approval by the City
Council on July 15, 1997 and 2nd Reading on August 5, 1997. These units would
provide housing with rents affordable for persons with incomes below 50% of the
median income for the metro area. It is proposed that the City would use its Tax
Increment Financing authority, which is essential for the feasibility of this project.
All 32 units proposed can be credited toward meeting the City's Livable
Communities affordable rental housing goal of 20 units for 1998.
Heather Boyer of Springsted, Inc., financial advisors for the City and HRA, gave
an overview of the Tax Increment Financing Plan and Project Plan.
There were no comments from the audience.
MOTION: Case moved, seconded by Tyra-Lukens to close the Public Hearing,
and that the HRA adopt Resolution 97-145 adopting the Tax Increment Financing
Plan for Tax Increment Financing District No. 14. Motion carried 5-0.
MOTION: Tyra-Lukens moved, seconded by Case, to close the HRA meeting.
• Motion carried 5-0.
MOTION: Thorfinnson moved, seconded by Tyra-Lukens, that the Council adopt
Resolution 97-145 relating to Tax Increment Financing District No. 14 approving
the Tax Increment Financing Plan therefore. Motion carried 5-0.
