ROLL CALL/CALL THE MEETING TO ORDER Mayor Tyra-Lukens convened the HRA at 7:35 p.m. All members were present. II. RESOLUTION 2002-02 ESTABLISHING TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING(QUALIFIED HOUSING)DISTRICT NO. 18 • Bruce Kimmel,representing Springsted Incorporated,reviewed the statutory steps required to establish a TIF district.He said the City received one letter from Hennepin County in response to the proposed Tax Increment Financing Plan. That letter is included in these minutes as Attachment A. Kimmel said the Community Planning Board approved the use of TIF funding for the project. Kimmel said there are 63 units proposed to be affordable units. He said a housing TIF District can go a maximum of 15 years but this is proposed to go 17 years. In addition,the City and the developer have worked out an agreement where the developer would receive 80%and the City would retain 20% for transportation uses in the Golden Triangle area. The City believes that,but for the TIF assistance,the project would not go forward.He said this test has become much more relevant in recent years. Kimmel said this conforms to the general plan for development within the City. Tyra-Lukens noted is it very clear that affordable housing in a community like ours just isn't going to happen without using TIF or another type of financing. MOTION: Case moved, seconded by Butcher, to close the HRA Public Hearing and to adopt HRA Resolution 2002-02 relating to the Tax Increment Financing Plan (Qualified Housing)District No.18.
