Frane, City Engineer AUTHORITY STAFF: Carl Jullie, Planning Director Chris Enger, and Recording Secretary Karen Michael INVOCATION: Wolfgang H. Penzel PLEDGE OF ALLEGIANCE ROLL CALL: Dean Edstrom and George Tangen were absent. I. CALL MEETING TO ORDER The meeting was called to order at 7:30 p.m. by Wolfgang Penzel . II. ELECTION OF OFFICERS MOTION: Redpath moved, seconded by Bentley, to place in nomination the name of Wolfgang Penzel as Chairman. There being no other nom- inations, the secretary was instructed to cast a white ballot for Penzel : Motion carried unanimously. MOTION: Bentley moved, seconded by Penzel , to place in nomination the name of Paul Redpath for Vice Chairman. There being no other nominations, the secretary was instructed to cast a white ballot for Redpath. Motion carried unanimously. III. MINUTES OF HOUSING & REDEVELOPMENT AUTHORITY MEETING HELD MONDAY, MARCH 30, 1981. MOTION: Bentley moved, seconded by Redpath, to approve the minutes of the March 30, 1981, meeting of the Housing & Redevelopment Authority as published. Motion carried unanimously. IV. SECTION 8 EXISTING RENT ASSISTANCE PROGRAM (Resolution No. 81-69) Planning Director Enger spoke to the Section 8 Existing Rent Assistance Program which is administered by the Metropolitan Council 's Housing and Redevelopment Authority. MOTION: Moved by Redpath, seconded by Bentley, to adopt Resolution No. 81-69, authorizing the Metropolitan Council to apply for housing assistance funds for implementation within the City of Eden Prairie. Motion carried unanimously. V. Urban Hennepin County CDQG Program `'- HENNEPIN Hennepin County FROM: Office of Planning and Development ;,y�;-`�o�• �!E S- SUBJECT: SECTION 8 EXISTI14G PROGRAM The Section 8 Existing Rent Assistance Program is administered by the Metro- - politan Council Housing "and Redevelopment Authority (<<etro HRA) . Tile program's purpose is to help lower income families to obtain decent, affordable (rousing. Eligible families and elderly or disabled individuals may select a rental unit in any of the Metro HRA participating communities. Privately owned apartment units, duplexes , townhouses , single family homes, cooperatives, congregate housing and mobile homes may be selected as long as they are in good condition and within the current rent limits. , The Metro HRA program uses both local and metro'staff resources. Families and individuals may apply in most of the participating communities with local staff to- serve them. Communities choosing to provide staff services will be reim- bursed from the federal funds received by Pietro HRA for administrative services. i In some communities, Metro HR.A provides staff to the community on a part-time basis. Local inspectors are used to determine whether rental units meet HUD established Housing Quality Standards. Services provided at the Netro level include applications to HUD for funding, selection of eligible *applicants , approval of leases and housing assistance payments contracts, bookkeeping and accounting functions, and program monitoring. As an Urban Hennepin County CDBG participant, your community, by availing it- self of the Section 8 Existing Rent Assistance -Program, would enhance the po- tential of meeting our mutual housing goals. Please carefully consider making the Section 8 Program available to your citizens-. This can be done by simply passing the attached resolution. Tile resolution authorizes the Petro HRA to .apply for Section 8 Existing funds on behalf .of the community. If your com- munity has a Housing and Redevelopment Authority, the local HRA must also ap- prove joining the Pietro HRA program.
