CALL MEETING TO ORDER The meeting was called to order by Chair Pidcock at 7:05 p.m. II. ORDER OF BUSINESS A. APPROVE MINUTES FROM APRIL 25, 2013 BOARD OF APPEAL AND EQUALIZATION MEETING MOTION: Motion was made by Moquist, seconded by O'Connor, to approve the minutes from the April 25, 2013 Board of Appeal and Equalization meeting as published. The motion carried 3-0. B. REVIEW ITEMS CONTINUED FROM APRIL 25, 2013 Sinell reported the Appraisers took care of ten of the original appeals. Staff completed the reviews and shared their work with the taxpayers and with the Board. This evening the Board is asked to consider the outstanding appeals. Appeal#21 —Catalin Petrescu, 9188 Shetland Rd. Sinell explained staff completed their review of this property and shared the information with Petrescu. The original estimated market value was $486,000 with the appraisal at$508,000. He indicated staff doesn't normally recommend an increase in value unless the direct sales comparison is more than ten percent higher than the original mass appraisal estimated market value. BOARD OF APPEAL AND EQUALIZATION MINUTES May 14, 2013 Page 2 Petrescu said he has done some research and analysis of surrounding property values. In terms of market value,his property has decreased in value from 2011 to 2013 by 9.27 percent and for 2014 his property is projected to drop 9.99 percent. Between 2012 and 2013 his neighborhood averaged a drop in value of.78 percent. Petrescu said the drop from 2012 to 2013 does not seem to be anywhere close as to what happened to averages and comparables in his neighborhood. Petrescu said he would prefer to see the estimated value of his home to remain the same as last year or at $508,000. Moquist said he could see the value of this property at$508,000 and he would support that value without any problem. MOTION: Motion was made by Moquist, seconded by O'Connor, in Appeal No. 21 to raise the estimated market value to $508,000. Motion carried 3-0. Appeal#2—Alan Hanson, 6923 Rosemary Sinell explained the appraisal has not been shared with the appellant. Staff has made several attempts to contact Hanson but have not heard back from him. MOTION: Motion was made by O'Connor, seconded by Moquist, in Appeal No. 2 to affirm the original estimated value of$269,700. Motion carried 3-0. Appeal#3 —Michael Smith, Lot 40H Flying Cloud Airport MOTION: Motion was made by O'Connor, seconded by Moquist, in Appeal No. 3 to affirm the original estimated value of$17,000. The motion carried 3-0. Appeal#9 —Richard Penny, 7316 Franklin Circle E MOTION: Motion was made by O'Connor, seconded by Moquist„ in Appeal No. 9 to affirm the estimated market value of$267,200. The motion carried 3-0. Appeal#13 —Clint Carter—Ruby Tuesday, 12900 Technology MOTION: Motion was made by O'Connor, seconded by Moquist, in Appeal No. 13 to affirm the original estimated market value of$1,805,000. The motion carried 3-0. Appeal#16 —Wilbur and Marjorie Maki, 10463 Spyglass Drive Sinnell explained this is a unique property. There are definite positives and definite negatives. He stated one of the comparables off of Cardinal Ridge supports the adjustment. The motion carried 3-0. Appeal#18 —Hariprasad Shetty, 8355 Labont Way MOTION: Motion was made by O'Connor, seconded by Moquist, in Appeal No. 18 to affirm the original estimated market value of$155,600. The motion carried 3-0. Appeal#20— Kailash Mariappan— 15581 Crab Apple Lane MOTION: Motion was made by O'Connor, seconded by Moquist, in Appeal #20 to affirm the original estimated market value of$256,800. The motion carried 3-0. III. ADJOURN THE 2013 BOARD OF APPEAL AND EQUALIZATION MEETING MOTION: Motion was made by O'Connor, seconded by Moquist, to adjourn the Board of Appeal and Equalization meeting.. The motion carried 3-0 and the meeting was adjourned at 7:26 p.m.
