CALL TO ORDER AND ROLL CALL Chair Larsen called the meeting to order at 7:20 p.m. in the meeting room of the MAC Offices. II. APPROVAL OF AGENDA MOTION: Tschohl moved, seconded by Sutila, to approve the agenda as presented. The motion carried 7-0. III. PUBLIC COMMENT IV. APPROVAL OF MINUTES A. COMMISSION MEETING HELD THURSDAY, SEPTEMBER 13, 2012 The following changes were made to the September 13 minutes: • Page 3 second to last paragraph first sentence and last paragraph second to last sentence the words"perspective" be changed to"prospective". • Page 5 second paragraph under E. the first sentence be changed to read....... website including images of planes." • Page 5 the last paragraph under E., the word "Jasperson" be deleted. • Page 5 the first paragraph, second sentence under VIL A. the word "and" be added after the word "vintage". • Page 6 VIII. A. the word "Jasperson" be deleted. FLYING CLOUD AIRPORT ADVISORY MINUTES November 8, 2012 Page 2 MOTION: Motion was made by Tschohl, seconded by Hansen, to approve the September 13, 2012 minutes as corrected. The motion carried 5-0-2 with McQuillan and Nawrocki abstaining because of absence from that meeting. V. DISCUSSION ITEMS A. NOISE COMPLAINTS/STAGE 2 OPERATIONS REPORT SEPTEMBER- OCTOBER Jennifer Lewis, MAC Representative, presented the September and October reports for Flying Cloud aircraft operations generating complaints. She explained generally, they are seeing a decline in complaints particularly in comparing this year to last year. They are also seeing a higher percentage of correlation complaints being made with Flying Cloud operations. She reported that in September 2012 there were 205 complaints with 20 uncorrelated complaints. Nine of those complaints were for operations that were non Flying Cloud operations. For October 2012 there were 192 complaints with 22 uncorrelated complaints and for October 2011 there were 2,296 complaints. Sutila pointed out the complainants' number on the maps was incorrect. He questioned if it should read 30-39 rather than 20-39. Lewis said she would look into this and see that it is reported correctly. Lewis said one of the reasons for the high number of complaints in 2011 was because of one complainant. She explained many of those complaints were not activities associated with Flying Cloud. Lewis pointed out even though the number of flights at Flying Cloud is up; the number of complaints is down. Lewis explained at the Commissions last meeting they discussed what MAC does to help educate realtors and what the requirements are for disclosing airport information to potential home buyers. She reported at this time MAC does not want to specifically get involved in educating realtors nor do they want to take on the responsibility of making sure that information meets the criteria for credits. MAC did indicate home buyer and realtor information on MAC's website could be expanded. Lewis said she will be looking to expand some of that information based on what is useful for homebuyers and realtors and clarify some of that information. There is a specific page on MAC's website for homebuyers and realtors and once they have expanded the site, MAC will work on some communication program so homebuyers and realtors will know that information is available. Lewis said she should have this information available for the Commission's review at their March meeting. Franzen explained the City's Development Agreement with a developer includes disclosure requirements. That works well when working with a developer but the second or third homebuyer may not be aware of that information. Sutila asked if the City could require a developer to obtain a signed document from a homebuyer stating they have been informed of the nearby airport. Franzen responded that may be a little beyond the City's purview. A lot of the City's developers who do a high volume of sales do a good job in providing that information to homebuyers. FLYING CLOUD AIRPORT ADVISORY MINUTES November 8, 2012 Page 3 Lewis provided the Commission with a brief update of changes in procedures the FAA is proposing for MSP air traffic control. The changes are supposed to make air traffic more efficient for the area and to improve how MSP interacts with other air traffic. B. TOUR AT MSP AIRPORT TOWER Prior to its regular meeting, the Commission toured the Terminal Radar Approach Tower (TRACON) and the Radar Room at MSP. C. CITY WEBSITE PRESENTATION/REVIEW EVALUATION REPORT Pratten explained the FCAAC Website Analytics Report included in the Commission's agenda material was easily prepared by the City's Communications staff. He said they could pretty much pull whatever information the Commission wanted from the reports. He questioned what the Commission wants to measure or say. Pratten said if there is something else the Commission members want to see they should let him know and he can ask that that information be generated. Larsen asked if this information corresponds with information previously reported. Pratten said that is the information he requested from the Communications' staff. Larsen said he would like to see a comparison going from year-to-year, either two or three years. Pratten said one of the things he asked for was a page on the website where they could select data for a specific year or month. That is not available. He said he would request comparison data for the last two years. Larsen indicated this information would be sent to the City Council as part of the Commission's evaluation. He suggested they obtain additional report information from Communications after the first of January for 2012. Larsen asked the Commission members to review the information provided and also to review the City's website since it has been redone. This information will also be included in their work plan and in their annual report to the City Council. D. FINAL AGREEMENT BETWEEN CITY AND MAC VI. EDUCATIONAL ITEMS VII. NOISE ABATEMENT/AIRCRAFT INCIDENTS A. JULY 12 ACCIDENT—MIG 21 MF Nawrocki said it has been suggested that MAC construct fencing or barricades at Flying Cloud to prevent aircraft from overshooting runways and ending up on the roadways. He explained a fence or barricade would have to meet State or Federal requirements and there is really nothing out there that would stop an aircraft. FLYING CLOUD AIRPORT ADVISORY MINUTES November 8, 2012 Page 4 VIII. NEW BUSINESS XI. OTHER BUSINESS A. VARIOUS FYI ITEMS 1. Approved Minutes of July 12, 2012 2. Inflight Pilot Training seminar on September 26. 3. Newspaper article from Eden Prairie News regarding October 2 airplane crash. 4. Newspaper article from Sun Current regarding MAC zoning and land use. Tschohl said there had been some discussion about studying the opening of the tower at Flying Cloud at 6 a.m. He asked if there has been any decision made regarding this. Jason Wallace of Flying Cloud Tower explained they did receive some information from the FAA and there are some items they need to follow through on including a traffic study. Tschohl said there are a fairly significant number of operations occurring between the 6 a.m. and 7 a.m. time period and there is a public need for those operators to be there at that time. There are certainly some issues at that time that could become safety issues. Larsen suggested they bring back this item to their January meeting to determine where they are at with opening the tower at 6 a.m. Larsen explained at the September 26 Inflight Pilot Training a video of McQuillan taking off with a commentary had been shown. He suggested they show that video at a future Commission meeting because he feels it would be helpful to the Commission. Nawrocki said he had invited MAC Commissioner King to this evening's meeting but he was unable to attend. King indicated he would be happy and willing to come to a future meeting to provide the Commission with an update and to answer any questions they might have. Larsen pointed out this is the last meeting of the year. He asked Commission members to think about things they would like to discuss at next year's meetings or if there is someone they would like to invite as a guest speaker. They will tour Flying Cloud Airport in July. Larsen asked the Commissioners to e-mail their suggestions for future meetings to Kipp. He also asked the Commissioners to check their calendars for a free weekend in January or February to take a tour of Flying Cloud. The Commission had decided that a safety review of Flying Cloud would be done every other year. They will have to have the Police, Fire, TSA and Citizen Watch for the Airport do a review of Flying Cloud as to any safety issues and to present their review to the Commission. Larsen said they also need to start developing a report of what this Commission did in 2012 and what they plan to do in 2013. XII. ADJOURNMENT Motion: Motion was made by Sutila, seconded by Tschohl, to adjourn the meeting. The meeting was adjourned at 8:20 p.m.
