Kipp, Senior Planner Lori Creamer, Recorder VISITORS: Jennifer Lewis, MAC Representative I. CALL TO ORDER AND ROLL CALL Chair Larsen called the meeting to order at 4:40 p.m. II. APPROVAL OF AGENDA MOTION: Tschohl moved, seconded by Hansen, to approve the agenda. The motion carried 4-0. III. APPROVAL OF MINUTES A. COMMISSION MEETING HELD THURSDAY, MARCH 8, 2012 Larsen recommended to table the approval of the March 8, 2012 minutes since there wasn't a quorum from said meeting to approve the minutes. Tschohl wondered if the commission could provisionally approve the March 8, 2012 minutes because his concern is more than 6 months will have gone by before they are approved. The March 8, 2012 minutes were tabled. B. COMMISSION MEETING HELD THURSDAY, MAY 10, 2012 MOTION: Tschohl moved, seconded by Sutila, to approve the May 10, 2012 minutes. Motion carried 4-0. IV. NOISE COMPLAINTS/STAGE 2 OPERATIONS REPORT (MAY-JUNE)—Jennifer Lewis Lewis presented the data on the noise complaints for May and June of 2012. The handout included the maps with the new format which was previously approved by the commission including day time and night time patterns. Lewis further reported there were fewer complaints filed in May 2012 than in May 2011. For this same time period, there were 201 complaints filed in 2011 compared to 119 in 2012 with 25 households filing complaints in 2011 and 2012. There were 16 helicopter complaints, 14 of them were unknown; 66 nighttime complaints from 11 households. 11 letters were mailed to operators who violated the voluntary restrictions. Several had 5 or more complaints. Larsen asked if Lewis would give a quick recap for the new student representative who was present. Lewis explained the maps presented include the flight tracks corresponding with the complaints. She briefly reviewed the reporting process and how the complaints are dealt with. Lewis stated the larger dots on the map represent the most number of complaints and shows the location of where the complaints came from. The flight tracks are correlated with a complaint. Over flights did not originate at FCM. Tschohl commented that in May and June the complaints are down, yet operations are up. Lewis stated they work with the operators on the night time operations to help them understand the voluntary restrictions and also try to get the pocket pilot guide into the hands of as many pilots as possible. Lewis presented the noise complaint data for June 2012. There were 122 complaints compared to 257 in 2011 —almost half the number. 15 letters were sent to operators regarding 32 operations. The number of nighttime operations was 308 for 2011 compared to 293 for 2012. Most of the night time traffic is for emergency purposes. Lewis then went on to talk about Ordinance No. 97 and the Voluntary Stage 2 Operation Restrictions at Flying Cloud Airport. She explained if the total number of Stage 2 aircraft operations exceeds 75 in any rolling 12-month period, the MAC will initiate the process to implement a mandatory ban on Stage 2 aircraft at FCM. There were 4 Stage 2 operations reported since 2004. Lewis expanded on the efforts the MAC has done and continues to do on getting the word out on specific information about Flying Cloud to pilots who fly into and out of FCM. They have held pilot briefings which include information about the voluntary nighttime restrictions, noise abatement procedures and early morning departures. Information on what pilots can do to fly neighborly and other resources for pilots including the pilot guides and various websites are available. MAC will be subscribing to whispertrack.com, which is a FLYING CLOUD AIRPORT ADVISORY COMMISSION July 12, 2012 Page 3 website for pilots to file flight plans. The goal is to have all the information inputted for the MAC airports by the end of September 2012. There are two briefings planned this year with specific dates and times to be determined. Larson encouraged other commission members to attend these sessions if possible. It helps build comradery with the pilots. It's also a great way to learn about what is going on and helps participants understand who we are as a commission and what our interests and concerns are. Larsen asked Lewis what the possibility would be to hold the September commission meeting at MSP. Lewis suggested working with Nawrocki to schedule that in the near future. B. MAC WEBSITE PRESENTATION/REVIEW EVALUATION REPORT- John Pratten/Kevin Gadel Pratten and Gadel were both absent. No report given. C. FINAL AGREEMENT BETWEEN CITY AND MAC Lewis presented some background information on the Final Agreement which includes the Noise Abatement Plan; established Ordinance 97; MAC agreeing not to increase the weight- baring capacity of the runway and not allow scheduled Part 139 air service or major cargo operations at FMC and support of an extension of Runway 28L/10R to 5,000 feet. VI. EDUCATIONAL ITEMS VII. AIR EXPO Larsen encouraged commission members to attend the air expo coming up this weekend, July 14-15, 2012 at Flying Cloud Airport. A. FOLLOW-UP ON YEAR END REPORT Larsen reported city council members were very complimentary of the commission in their efforts and participation in Flying Cloud Airport events. Kipp stated both speakers did a real nice job. VIII. NOISE ABATEMENT/AIRCRAFT INCIDENTS There were no aircraft incidents to report. IX. NEW BUSINESS X. OTHER BUSINESS FLYING CLOUD AIRPORT ADVISORY COMMISSION July 12, 2012 Page 4 A. VARIOUS FYI ITEMS Next meeting scheduled for September 13, 2012 with location to be determined. Kipp hand carried a document from the National Plan of Integrated Airport Systems (NPIAS) which has a lot of detailed information. Tschohl stated if you Google NPIAS and go to the appendix it cuts through the clutter of the larger document with a summary. Larsen stated he would make a concerted effort to get the commission packet to members earlier so there is time to look it over prior to the meeting. Larsen would like Nawrocki to discuss in more detail the information received tonight on the FC specific items such as temporary road and security issues at the next meeting. Larsen said if anyone had any topics/speakers/presentations they were interested in having at a later meeting to let him know. Sutila asked if the tower tour would be rescheduled. Larsen said he would check with Nawrocki to see if it could be rescheduled. XI. ADJOURNMENT Motion: Motion was made by Tschohl, seconded by Sutila, to adjourn the meeting. Motion carried 4-0. The meeting was adjourned at 6:00 p.m.
