CITY CENTER PRAIRIE ROOMS A&B COMMISSION MEMBERS Ed Muehlberg, Chair; Cindy Cofer Evert, Vice Chair; Jeffrey Lawler, Mark McPherson, JoAnn McGuire, Steve Olson STUDENT REPRESENTATIVES Melissa Berman, Leanne Zhang COMMISSION STAFF John Gertz, Pathfinder CRM, LLC Lori Creamer, Recorder I. ROLL CALL Muehlberg called the meeting to order at 7:00 p.m. Cofer Evert, Lawler and student representative Zhang were absent. Bob Erickson of Welsch Companies representing Steve Schussler was a visitor at the meeting. II. APPROVAL OF AGENDA MOTION: McPherson moved, seconded by Olson, to approve the agenda. Motion Carried 4-0. III. APPROVAL OF MINUTES A. COMMISSION MEETING HELD SEPTEMBER 17, 2012 MOTION: McPherson moved, seconded by Olson, to approve the minutes of the Heritage Preservation Commission meeting held on September 17, 2012. Motion carried 4-0. IV. REPORTS OF COMMISSION AND STAFF There were no updates. V. OLD BUSINESS A. UPDATE ON THE CUMMINS HOUSE FOUNDATION REPAIR Gertz stated he hadn't heard anything about the progress of the project. Gertz will contact Sticha to see when it will be completed. McPherson asked how the HERITAGE PRESERVATION COMMISSION MINUTES October 15, 2012 Page 2 landscaping project was coming along. Gertz stated he will contact the Parks department to see when that project will be completed also. B. UPDATE ON THE CUMMINS HOUSE UPPER LEVEL REMODELING PROJECT Gertz stated there were no updates on this project. C. UPDATE ON INTERPRETIVE SIGNAGE Cofer Evert was absent, so no update on the progress. Gertz will e-mail Cofer Evert with the information needed to start the project. Olson offered to do a GPS coordinates inventory of the properties. D. WEBSITE UPDATE Lawler was absent, so there were no updates on this project. This is an item the Council would like to see completed. It will be added to the 2013 work plan. VI. NEW BUSINESS A. GOODRICH RAMUS BARN FINDINGS OF SIGNIFICANCE Gertz hand carried the findings of historical significance document to the meeting. Commission members reviewed the findings and found it to be complete except for a couple typos's which will be corrected prior to submission. MOTION: Olson moved, seconded by McGuire, that the Heritage Preservation Commission Findings of Significance for the Goodrich Ramus Barn are historical significant as indicated in City Code Chapter 11, Sec. 11.05, Subd. 3, Paragraph B.) Heritage Preservation Sites and meets criteria 1 & 3 for eligibility. Motion carried 4-0. B. SCHUSSLER BARN LOCAL DESIGNATION REVIEW Gertz hand carried the Heritage Preservation Commission Site Registration document for the Goodrich-Ramus barn to the meeting. The Commission reviewed the document and wanted to add on page 6 under additions and alternations a bullet point for the electrical service from the street to building has been buried underground. The other change was on page 8 the first paragraph third sentence should read Under Criteria 3 instead of 2. MOTION: McPherson moved, seconded by Olson that the Heritage Preservation Commission recommends the City Council designate the Goodrich-Ramus Barn a Heritage Preservation Site as amended by City Ordinance. Motion carried 4-0. HERITAGE PRESERVATION COMMISSION MINUTES October 15, 2012 Page 3 C. SCHUSSLER BARN CONDITIONAL USE PERMIT Staff hand carried the Conditional Use Permit to the meeting. The Commission reviewed the language and the uses. The recommended changes/additions were as follows: Paragraph 1 sentence 1 change the Steven Schussler to Schussler Creative, Inc. Paragraph 4 number 1 of the conditions insert permissible by City Code before entertainment and insert the word and before events. There was much discussion about number 3 the approved plans. The plans referred to were for the public hearing notice which included PUD Concept Review, PUD District Review, Zoning District Amendment and Site Plan Review along with the Conditional Use Permit. Another change in language was number 8 the word bused should be changed to transported as there could be many different means of transportation to the site. Add a number 9 with the expiration date of the conditional use permit. And lastly, the signature page should say Schussler Creative, Inc and Steven Schussler, CEO. MOTION: McGuire moved, seconded by McPherson that the Heritage Preservation Commission recommends the City Council approval of the Conditional Use Permit#2012-021 for Schussler Barn as amended. Motion carried 4-0. VII. FYI ITEMS There were no updates. VIII. STUDENT UPDATES Barman shared she is part of the student newspaper at Eden Prairie High School and one of her colleagues had interviewed Mr. Schussler for an article to be published next week in the school news. She will bring a copy of the article to the November 191h commission meeting. IX. ADJOURNMENT MOTION: McPherson moved, seconded by McGuire, to adjourn the meeting. Motion carried 4-0. There being no further business, Muehlberg adjourned the meeting at 9:17 p.m.
