EDEN PRAIRIE HERITAGE PRESERVATION COMMISSION

I. ROLL CALL
Higgins called the meeting to order at 7:00 p.m. English was excused.
Higgins asked to make a change in the order of the agenda tonight since Mr. Jeff Miller
was in attendance to make a present to the commission. Move Item VI. A —Feldmann
Family Interpretive Panel just after item III. Approval of Minutes.
II. APPROVAL OF AGENDA
MOTION: Desmarais moved, seconded by Lawler, to approve the amended agenda.
Motion Carried 6-0.
III. APPROVAL OF MINUTES
A. COMMISSION MEETING HELD NOVEMBER 21, 2011
MOTION: McPherson moved, seconded by Lawler, to approve the minutes with
minor changes of the Heritage Preservation Commission meeting held on
November 21, 2011. Motion carried 6-0.
IV. NEW BUSINESS
A. FELDMANN FAMILY INTERPRETIVE PANEL
Mr. Jeff Miller, the great, great grandson of the Feldmann's, presented his request
to the HPC to place a Feldmann family historical panel at the Richard T.
Anderson Conservation Area. Also in attendance in support of Mr. Miller's
request were residents Kathie Case and Sever Peterson. The commissioners were
very supportive of Mr. Miller's request and further supported his suggestion that

this historical panel be located in the proximity of the original family home.
Additional discussion went over some of the City's current interpretive panel
design and format items, recommending if a Feldmann panel is completed it
should look similar to the existing panels. Higgins stated the Parks and Recreation
Commission passed a Resolution recommending installing the interpretive panel
as long as funding was available. Mr. Miller mentioned he hoped the City would
provide such funds. The commission discussed the projected cost of the project
along with other possibilities for funding including Conservation Grant through
SHPO, or legacy grants. Higgins stated the role of the HPC is to assess the
appropriateness of the panel as an addition to the City's historic site interpretative
panel program which focuses on education. The City Council will determine how
the project could be funded.
MOTION: Muehlberg moved, seconded by Evert to Approve the Feldmann
Historical Interpretive Panel Concept in the Richard T. Anderson Conservation
Area which matches the existing panels previously installed by the City at the site.
Motion carried 6-0.
Mr. Miller and guests thanked the commission and left the meeting.
V. REPORTS OF COMMISSION AND STAFF
A. EDEN PRAIRIE HISTORICAL SOCIETY UPDATES
There were no updates by the Eden Prairie Historical Society. The Historical
Society has asked that their place on the HPC agenda be removed for now, and
any future business they have with the HPC will be scheduled on an as needed
basis.
VI. OLD BUSINESS
A. CUMMINS HOUSE FOUNDATION STABILIZATION REPORT
Gertz updated the commission on the Cummins Grill House foundation repair and
distributed the letter and reports provided to the City by Pathfinder CRM, LLC
and Herzog Engineering LLC. The commissioners questioned why the engineers'
recommendation to excavate the foundation had not been done. Gertz stated the
City had stopped working on the project until spring due to funding.
MOTION: McPherson moved seconded by Lawler to recommend the foundation
wall and footing be exposed for further inspection as soon as the weather permits
based on the Herzog Engineering report. Motion carried 6-0.

B. LOCAL HERITAGE SITE DESIGNATION UPDATE
Gertz stated the proposals for the local designation of the Glen Lake Children's
Camp and Staring Lake Outdoor Center had been forwarded onto the Parks and
Recreation Department for review. They will provide comments and would send
the proposed designation request to the Planning Commission and to the HPC in
the near future. Staff will update the Commission on when this will occur.
Muehlberg asked if there would be a possibility the Planning Commission would
not approve the request. Gertz stated it is unlikely as the Planning Commission
looks at the item from a zoning perspective such as does the request meet the
zoning requirement and the overlay districts.
VII. NEW BUSINESS
B. 2012 HPC WORK PLAN REVIEW
The 2012 work plan was reviewed. The commission decided to add a couple of
items to the work plan. First was to add a joint meeting with the Eden Prairie
Historical Society-date to be determined; second updating of the City's heritage
site plaque program; third the Cummins Grill House foundation repair; fourth a
condition assessment report with photos of all locally designated heritage sites.
MOTION: Lawler moved, seconded by Desmarais to amend the 2012 HPC
work plan to include complete annual condition assessment report of all locally
designated historical sites including receiving permission from property owners.
Motion carried 6-0.
The 2012 HPC meeting schedule was also completed by adding January 23 and
February 27 as the official meeting dates for 2012.
Lawler indicated he would become a member of the Hennepin County Historical
Society per CLG requirements. Gertz stated the City would cover the annual
membership cost, since it is a mandatory membership as required in state statute
for HPC/CLG certification. City staff should inform SHPO of this appointment.
VIII. ADJOURNMENT
MOTION: McPherson moved, seconded by Lawler to adjourn the meeting. Motion
carried 6-0. Higgins adjourned the meeting at 9:16 p.m.
