BE IT RESOLVED, by the Village Council of the Village of Eden Prairie, Hennepin County as follows: WHEREAS, PLAN A is totally unfair to the Village with its present 6 , 938 residents (approximately 1 . 200 homes) . $300 per home per year (under Plan A) is an unreasonable burden for a community the size of Eden Prairie an4 its present stage of development. WHEREAS, PLANS B and C are more advantageous to the Village of Eden Prairie from a cost standpoint and are more in line with the costs developed under the old SSSD formula. WHEREAS, PLAN D cannot be accepted for the same reason stated in Plan A. The Village considers this Plan unfair to the community because in 1971 Eden Prairie was billed for approximately 45% of the reserve capacity for the interceptor construction in. service area 4 . Based on the statistics and engineering facts developed for the old SSSD Plan we object to this method of cost allocation in terms of population. "Population" in some degree , denotes "Use" of these facilities . In the Design Year 2050 Eden Prairie population, in relation to the population of the SSSD was 23 .3% and for the Design Year 2000 , 1 S.4% . The Village finds it difficult to understand vrhy we were assigned a reserve capacity of 45% . THEREFORE, in fairness to Eden Prairie and other communities in the District, we request that you compare the total coat to communities of similar size, population and land areas and anticipated population. ADOPTED By the Village Council on August 10 , 1971. f =Jtn David W. Osterholt, Mayor ATTEST: Edna M. Holmgren, C erk SEAL
