CITY CENTER PRAIRIE ROOMS A&B COMMISSION MEMBERS Ann Higgins, Chair; Kathy Veurink, Vice Chair; Matthew Fyten,Jeffrey Lawler, Nina Mackay, Mark McPherson, Ed Muehlberg STUDENT REPRESENTATIVE Ian English COMMISSION STAFF John Gertz, Pathfinder CRM, LLC Lori Creamer, Recorder I. ROLL CALL Muehlberg called the meeting to order at 7:05 p.m. Higgins, Veurink and Fyten were absent. Steve Olson and Kathie Case were guests in attendance II. APPROVAL OF AGENDA MOTION: Lawler moved, seconded by Mackay to approve the agenda. Motion Carried 4-0. Case asked if the update on Eden Prairie Historical Society projects could be the first item on the agenda so she could be dismissed. The Commission agreed. III. REPORTS OF COMMISSION AND STAFF A. UPDATE ON EDEN PRAIRIE HISTORICAL SOCIETY PROJECTS Case gave a brief tour of the History Center/Museum in the lower level of City Center to see the progress which has been made. Case gave an overview of what the hopes are of the History Center once the remodeling project is complete. Back in the meeting room Case talked about how the HPC and the Historical Society are really two groups with the same interests in mind and would like nothing more than to work together on project and events at the historic properties. Both of the goals are to educate people and get them excited about the rich history of Eden Prairie. She encouraged HPC members to come to the events being planned throughout the coming year. A couple of upcoming highlights are the grand opening of the History Center scheduled for April 14 and May 22 at the Cummins Grill House. Both events would include invitations to council members and members of the community. Case spoke about the vision the historical society has for the Cummins Grill HERITAGE PRESERVATION COMMISSION MINUTES February 28, 2011 Page 2 property including renting it out to other non-profits, use for fundraising events, and other community events throughout the year. Case confirmed the historical society they now know about the ordinance and the process in which projects must go through in order to be approved for any historical properties. Gertz drafted an outline for the historic property permit review process. He asked for feedback on the working document before he completed a final version to be used as a handout and posted on the city's website. Case talked about the Riley House, which is currently under the Parks and Recreation umbrella. The Historical Society would like to see that property be under the care of the HPC and find a caretaker/resident who would be willing to have the house open for tours for the Sunbonnet Day event IV. APPROVAL OF MINUTES A. COMMISSION MEETING HELD JANUARY 31, 2011 MOTION: McPherson moved, seconded by Lawler to approve the minutes of the Heritage Preservation Commission meeting held on January 31, 2011. Motion carried 4-0. V. OLD BUSINESS A. REPORT ON FEBRUARY 1, 2011 CITY COUNCIL PRESENTATION Higgins made the presentation to the council. Update tabled until Higgins arrives. B. DORENKEMPER LOG HOUSE LOCAL DESIGNATION Gertz is working on this project. He has the information to compile the designation form. The photo's he has are two years old and would like to get some updated ones including shots of the interior. Gertz stated he needs to get more information on the family history of the property. He is planning on contacting Ginny Dorenkemper to see if she can help fill in the missing pieces. His plan is to have a draft available by the April 18'h meeting for the commission to review. At that time discussion would take place as to the next steps to State Historic Preservation Office (SHPO) and City Council. VI. NEW BUSINESS A. HPC/COMMUNITY DEVELOPMENT ANNUAL REPORT The document included in the packet is a brief summary of what the HPC has completed during the year of 2010. This information is included in the Community Development Annual Report. A copy of the report will be available for viewing at the next meeting. COA REVIEW PROCESS FLOW CHART This is a text draft for the commission to review and see if anything else should be added or changed. E-mail any comments to Gertz. The final version should be posted to the city website. Gertz recommended highlighting the examples of minor work to help people understand what is included. Step 4 Gertz recommended an attachment be included with a guide for the secretary of the interiors as well as a link to the National Park Service's website along with an illustrated version on-line which would include the dos and don'ts of a project and approximate timelines to get through each step of the process. Gertz indicated designations can be more than just buildings. It could include landscaping, sites, objects and properties. C. GOODRICH RAMUS BARN Higgins was going to report on this topic and since she was unable to attend this evening, Gertz gave an update on the status of the barn. He said the property has been passed from the counties hands to the private owner. He recommended the members of the HPC invite the new owner to a future HPC meeting for a meet and greet, or better yet, contact the new owner and set up an appointment to meet him on site and take a tour of the barn. This would also be a good opportunity to communicate with the owner about the process for making improvements to the barn in the future. We want him to know the HPC can be a resource for him when he has questions or needs direction regarding the upkeep of the property. The barn is eligible for local as well as National Registry designation. There currently is not a BMP for the property;however, it would be beneficial to create one. D. OTHER BUSINESS Steve Olson, one of the guests at tonight's meeting,had a few questions for the commission. He wondered how many local designations the city of Eden Prairie had. Gertz responded to the question stating there are six. Olson also wondered if these properties are submitted to the State Historic Preservation Office as well. Gertz responded all properties that are locally designated or on the national register are included in the state files. Olson asked if the city has pursued any legacy dollars for funding projects. Gertz responded they have not. Even though there are no matching funds required, currently the legacy dollars have been depleted. Until the funds are built back up that will not be a source of funding for projects. HERITAGE PRESERVATION COMMISSION MINUTES February 28, 2011 Page 4 VII. ADJOURNMENT MOTION: Mackay moved, seconded by Lawler to adjourn the meeting. Motion carried 4-0. Muehlberg adjourned the meeting at 8:00 p.m.
