I. CALL TO ORDER/ROLL CALL
Chair King called the meeting to order at 7:02 PM.

Kipp added Item XI.A.8. Annual Commission Banquet.
MOTION: Larsen moved, seconded by Gentry, to approve the agenda as amended.
Motion carried 6-0.

MOTION: Michelson moved, seconded by McKewan, to approve the January

A. RECAP OF WORKSHOP WITH CITY COUNCIL--All

King said everyone seemed to be happy with the workshop. Gentry said Mr. Kipp
did a great job of putting the plan together. Nawrocki said it went very well, and
there were good questions even though there are some new faces in the group.
King said there were a couple of comments that there is a lot of stuff we do as a
Commission. Larsen said it seemed like the newer Council Members were a little
more in listening mode.
King said Council Member Case questioned whether the change in the noise letter
information process had been brought to the City Council. He said his recollection
was that it had,but he and Mr. Rosow went back to the minutes and determined it
had not. However, there was a document that said it did not have to go to the
Council. He said Council Member Case was concerned that we were giving away
something we had from the Final Agreement. We are not because we didn't
change anything, and we need to keep that in mind for the future.
Kipp said it was a good presentation that showed we accomplished quite a bit last
year.
B. STATUS OF ADDITIONAL PLANTINGS,AESTHETICS—Jeff Nawrocki
Nawrocki said last fall some landscaping was done at the intersection of Charlton
and Liatris. They will continue with that this spring and will also move to the
west. He said they will most likely do the plantings in the fall because they get a
cheaper rate then. The following year they will continue along Pioneer Trail, and
will do some plantings in other years as time goes by.
Gentry asked if the plantings are outside the fence. Nawrocki said they are. He
said they designed it with space so we could put some monuments in for a more
decorative look.
Larsen asked if anyone has contacted him about the landscaping. Nawrocki said
no one has. Gentry asked what kind of plantings they are talking about. Nawrocki
said it will be flowers and native grasses similar to the plantings at International
Airport. They want to have blooms in three seasons and plan to include some
annual plantings.
C. CITY'S AIRPORT WEBSITE ACTIVITY FOR 2010—Grey McKewan
Kipp distributed copies of the Flying Cloud Airport Website Activity Report for
2010. McKewan said the first two pages show the information for the main airport
page. The following pages show the information for the five subcategories: airport
information and documents; Flying Cloud Airport Advisory Commission; MAC
expansion plans; Metropolitan Airports Commission (MAC); and noise
management and reporting. He reviewed the statistics for the number of times
each of the six pages was viewed for the years 2008, 2009 and 2010.

King asked if we plan to update the MAC expansion plans category. He thought
we might move it into archives or put in a new topic. He said aesthetics could be
an addition as the hangers are being replaced or updated and the landscaping is
going in. He thought this report is a really good thing. McKewan said he was
happy to help with it and would have no problem coming back to help in the
future. Kipp asked the Commission Members to let staff know if they see things
that need to be changed.
King suggested we find a way on the website to show the three-year trend for the
answers to the airport questions in the resident survey. He thought we might also
add something about the multilateration system or other things we want to draw
attention to. McKewan thought we can start telling people about the good things
we are doing and what MAC has done. King thought we could talk about what the
airport looks like and how secure it is. There might also be some mention of the
three accidents with a link to the NTSB site because people have asked about
those accidents.
Michelson asked if we could make it interactive so we could collect comments. A
discussion followed about using the City's Facebook page or blogs as a means for
people to ask questions and be informed about the airport.
Larsen said he really likes this format for the activity report. King said they
switched the tool they use. Kipp noted this report was put together more by our IT
people.
D. LONG-TERM COMPREHENSIVE PLAN UPDATE—JEFF NAWROCKI
Nawrocki said we will continue to use the plan as a guide for airport development
although there is nothing on the radar screen at this point. Kipp asked if there are
any short term estimates of when they are going to expand the cross runway.
Nawrocki said it shows on paper as 2012,but we will have a better understanding
of it at the end of the year. King said we will know by November if it is in the
proposal, and by December if it was passed by MAC. There will be time to
communicate from January through April or May of 2012 before it starts to
happen.

VIII. FINAL AGREEMENT BETWEEN CITY AND MAC
A. NOISE COMPLAINTS/STAGE 2 OPERATIONS REPORT (DECEMBER-
FEBRUARY)—Dana Swanson
Swanson said this report includes December because we did not have data for the
full month when we met last. There were 23 complainants with 502 complaints
for the three month period. She said operations were down considerably from
October and November.

King said this is the first time he remembered being able to match up the tracks
with the complaints this well. Swanson said they can zoom into the map better
now, and there were no outliers. Gentry asked if the multilateration helps with
that. Swanson said there is a lot more data so we can narrow down who is flying
and what they are flying.
King asked if complainant Nos. 1 and 14 are the Nos. 1 and 2 from the last report.
Swanson said the current No. 1 was No. 2 last time. King suggested we call
Complainant No. 1 to ask the individual to come to a meeting to talk about the
issues. He thought it might be a way to reach out to someone who complains a lot.
Michelson asked if we could do that. Swanson said she has talked to both of the
residents and told them about the Commission meetings; however, she hasn't
specifically invited them. She said she could call and remind them about the
meetings. King thought we could say the Commission talked about their location
and wants them to come and tell us about their complaints. Michelson said we
would want to be fully prepared if we do that. We could bring up the website at
the meeting so we can look at flight lines over their homes. McKewan thought it
might be good to let them see the charts. Larsen said we would have to be
sensitive and not give the impression we were grilling them.
Swanson reviewed the violation summary letters sent for the three months. She
said the new system saves time and it gives specific dates and times of operation
so it is a lot clearer. We heard back from a few of the new operators. Michelson
said it shows us that Operators A, B and C are the top ones for receiving letters
each month,but there is no repetition among the other operators. Kipp said this
provides that type of information, and it is easier to quantify the statistics.

2. Decision Resources City-Wide Survey Concerning Questions on
Airport Noise
Larsen asked if the surveys are done on the phone. Kipp said he
understood that is how it is done. Larsen said he did not believe he has
ever been called. King said the sample is about 600 residents from all the
precincts, so that would mean they talk to about 12 people per precinct.

King said the important part is that the court decision uses the same words
that the MAC does about public use and guidelines. This is something we
can point to that is not coming from a MAC spokesperson. Gentry noted it
backs up what the MAC says. Larsen said he was going to talk to Chad
Leqve because it would be beneficial to the new Commission members to
see this as a prime example of what we can and can't do.
King said we can put the Santa Monica one in,but every month there is an
airport somewhere in the country where the same thing is going on. It is
always the same answer.
7. Next Commission Meeting—May 12, 2011
8. Annual Commission Banquet
Kipp said the banquet is scheduled for May 11. He said Jay Lotthammer
suggested that the Flying Cloud Airport Advisory Commission be the
highlighted commission at this year's event. We will have to work on
some kind of presentation that will review what we have done. It is a good
opportunity to present in front of all the other commissions.
Michelson asked if that means we will highlight it ourselves. Kipp said the
new chair will probably make some kind of presentation.
Michelson asked if we know the identities of our new members. Kipp said
there are three: Keith Tschohl; Caryl Hansen; and John Pratten.
Larsen asked if information has been sent out to the new appointees about
the orientation session. Kipp said it went out March 2. Larsen said in the
past he was invited to the orientation and received all the information,but
he has not yet received anything. He asked if it is mandatory to go to that
again this year. Kipp said Mr. Rosow goes over the issues, and it is
mandatory because of the open meeting law.
Gentry asked where the new commissioners live. Kipp said Ms Hansen is
northwest of the airport,but he was not sure about the other two.

XII. ADJOURNMENT
Larsen expressed how much the Commission appreciates the efforts of Rick King, Greg
McKewan and Judy Gentry and the unique character each of them brought to the
Commission. King said it was hard to get everything we have done on one slide when he
was preparing the report to the Council. He thought there were things done that were
positive for the people who work here, and our residents got a lot more information about
the airport during the last five years. He commended the group for all the hard work that
included a fair amount of homework assignments.
Chair King adjourned the meeting at 8:12 PM.
