I. ROLL CALL
Higgins called the meeting to order at 7:05 p.m
II. APPROVAL OF AGENDA
MOTION: Muehlberg moved, seconded by Veurink to approve agenda with the
following change suggested by Higgins: consider the June 21, 2010 Commission Meeting
Summary submitted by John Gertz along with the May 17, 2010 Commission Meeting
Minutes. Motion Carried 7-0.
III. APPROVAL OF MINUTES
A. COMMISSION MEETING HELD ON JUNE 21, 2010 AND COMMISSION
MEETING HELD ON MAY 17, 2010
MOTION: Mackay moved, seconded by Lawler to approve the minutes of the
Heritage Preservation Commission meeting held on May 17, 2010 as published.
McPherson moved, seconded by Muehlberg to approve the June 21, 2010
Meeting Summary as submitted by John Gertz to Scott Kipp, Senior Planner.
Motion carried 7-0.
IV. REPORTS OF COMMISSION AND STAFF
A. Historical Society 2009 Annual Report
The City is required to report to the State Historical Society regarding the current
Historic Preservation Ordinance and Heritage Preservation Commission contacts.

Kipp stated the report is complete. Kipp will have John Gertz review the report
prior to submission to the Historical Society.
B. Glen Lake Camp
Kipp reported on behalf of Gertz the SHPO Monitoring Report for the Glen Lake
Children's Camp will be submitted once photos are obtained. The City and
Friendship Venture are responsible for reporting on the improvements over the
last year. All work projects recently undertaken, or planned,have been done
solely by Friendship Ventures; they City has not been involved in the
improvements.
C. Minnesota River Valley
Concerns regarding erosion were taken to the Watershed District. Kipp stated
Gertz said he would follow up regarding whether a Section 106 process would be
necessary.
V. OLD BUSINESS
A. UPDATE ON THE JOHN R. CUMMINS HOMESTEAD LANDSCAPE
RESTORATION
Kipp reported on behalf of John Gertz:
• The Cummins House Certificate of Appropriateness has been approved.
• The Eden Prairie Historical Society now has a finalized lease agreement
with the City for the Cummins House.
Higgins stated she has no further information on the asphalt shed's status.
B. UPDATE ON THE RILEY-JACOUES FARMSTEAD PARKING SPACE
AND DRIVEWAY ALTERATIONS
Higgins reported Kathy Case of the Eden Prairie Historical Society (EPHS)
inquired of her whether the HPC was being informed regarding rental of the
house at the Riley-Jacques Farmstead.
The EPHS opens the Dorenkemper House when there is a musical event
happening at the Riley-Jacques Barn.
Kipp reported work is progressing at the Riley-Jacques Farmstead to close off the
trail near the house as well as work on the gravel drive.
Mackay asked if, at the Cummins Grill House, the EPHS will be working on the
interior. Commissioner McPherson sits on a task force of the EPHS, indicated
EPHS Vice-Chair Jan Mossman brought mechanical and general contractors

through the house show what the Society would like to see done. There is a
$50,000 donation the EPHS would like to leverage with legacy grant money
to work on the house. The EPHS would still have to go through the HPC
regarding any changes to the house. John Gertz will be involved with the EPHS
work, so he will be a communication link between the HPC and the EPHS.
McPherson said the HPC should be receiving more information soon.
Higgins indicated she will email Gertz for any other updates regarding the EPHS
and Cummins-Grill House.
VI. NEW BUSINESS
A. HPC COMMISSIONER'S INFORMATION PACKET DISCUSSION
Kipp brought Gertz' request the HPC consider what information they'd like to
have in their Commission Meeting Packet. Is there enough information/too much
information? Gertz wants to provide enough information without overloading the
Commission members.
Commissioners agreed the monthly packets contain an adequate amount of
information. Veurink suggested new commissioners may benefit from an
introductory information packet so they can become familiar with the current
issues facing the Heritage Preservation Commission. Mackay suggested
perhaps such a packet could provide a timeline of how work progresses to the
HPC and on to other commissions and the City Council so a new commissioner
would have a good overview of the process.
The Commissioners discussed the benefits of having meetings offsite periodically,
perhaps at some of the City's historically significant locations. Three offsite
meetings per year seem helpful and reasonable.
Veurink commented about the benefit of good communication between the EPHS
and the HPC since their work dovetails so much. Higgins will discuss options for
cross-communication with Gertz.
B. UPDATE ON THE HPC/CITY WEBSITE
Kipp reported the HPC website has been at the forefront off and on in the past.
There is a City of Eden Prairie website template,but the HPC could have input on
content and images. The City Staff would handle development. Higgins
encouraged members to think about what they believe would be good on the HPC
website. Higgins assigned the HPC members to view other Commission websites
and come to the next HPC meeting with ideas. Higgins then asked for an HPC
member to take on the role of spearheading the HPC's interaction with City Staff
regarding HPC website development. Lawler volunteered for the position.

The City Staff could help develop a webpage framework. Kipp suggested
looking at the Flying Cloud Airport Commission website for formatting ideas. It
is a long process to get the site into a workable, user-friendly site.
McPherson suggested Commission members view other cities' historic
preservation commission websites, such as the City of Stillwater or the City of
Hastings.
C. HPC/COA REVIEW PROCESS DISCUSSION
Kipp asked the HPC on behalf of Gertz whether, now that two COAs have been
completed, is the process working the way the HPC wants it? Is it working well?
The idea is to develop a roadmap/timeline for an applicant to follow through the
process, knowing each step required.
VII. ADJOURNMENT
MOTION: Mckay moved, seconded by Veurink to adjourn the meeting. Motion
carried 7-0. Higgins adjourned the meeting at 8:15 p.m.
