FLYING CLOUD AIRPORT CONTROL TOWER 10110 Flying Cloud Drive COMMISSION MEMBERS PRESENT: Chair Rick King; Commissioners: Jeff Larsen, Greg McKewan, Mark Michelson and Jeff Nawrocki Kurt Schendel COMMISSION MEMBERS ABSENT: Judy Gentry PENDING STUDENT REPRESENTATIVE: Neeraj Ajgaonkar STAFF: Scott Kipp, Senior Planner I. CALL TO ORDER/ROLL CALL Chair King called the meeting to order at 1:15 p.m. II. APPROVAL OF AGENDA The agenda was not formally approved but rather used for logistics of the tour since no specific itinerary was planned. III. WELCOME NEW STUDENT REPRESENTATIVES A. NEERAJ AJGAONKAR Neeraj Ajgaonkar, our new student representative joined us for the tour. His term begins in the fall. The tour will give him a better understanding of the facilities and context of the airport property when his term begins. IV. FCM CONTROL TOWER AND MAC MAINTENANCE FACILITIES The commission members and student representative were invited into the control tower by Mary Blake, the new air traffic manager. Ms. Blake, who previously ran the Crystal Airport control tower, explained the radar display for tracking aircraft. From the view of the tower the commission could see the new access to the future hangar area which is designed to minimize potential incursions. Some well deserved facility maintenance was underway during our visit. FLYING CLOUD AIRPORT ADVISORY COMMISSION AIRPORT TOUR July 8, 2010 Page 2 Jeff Nawrocki showed the MAC maintenance facility and equipment, including a front end loader, lawn mower, and runway sweepers. The facility is cramped. He also discussed the airports Spill Prevention Control and Countermeasure Plan (SPCC) and showed an oil containment basin, as one example of the Plan. In addition, periodic inspections are conducted by Hennepin County and Minnesota Pollution Control Agency. V. VISIT WITH AIRPORT BUSINESSES A. ELLIOTT AVIATION Elliott Aviation Line Manager, Steve Rapp gave the commission an informative tour of the hangar facilities and the numerous types of aircraft housed within. Steve talked about his duties to keep things running smoothly, including the preparation of each aircraft prior to departure. His work is down, but hopeful for the future. B. INFLIGHT PILOT TRAINING Ben McQuillan, owner of Inflight training indicated his ground school is growing and he has a number of active students in pilot training. VI. TOUR OF CONSTRUCTION PROJECTS Seeding of the land alteration areas is completed. Frequent cutting of the grass minimizes seed creation, thus less wildlife attraction. Some landscaping trees have died and will be replaced. Bids are being evaluated for completing the landscaping at the intersection of Liatris Lane and Charlson Road. The new storm water basin is designed to accommodate significant storm events and will infiltrate within 24 hours. The south hangar area now includes paved vehicle access lanes and airside taxiways. Once sewer and water is extended to this area new hangars should begin to develop. Significant progress had been made on the grading for the south building area. In addition, a new vehicle access road is being constructed to provide for safe transition of authorized vehicles around the airport without requiring the crossing of any runways. A 60' x 60' wash pad has been constructed adjacent to the approach end of runway 36. The locking gate system works well. Timing adjustments will be made to keep access to one vehicle per code input. The commission acknowledged the construction of 14 new hangars on the north side of the airport where sewer and water is now available.
