I. ROLL CALL
Higgins called the meeting to order at 7:00 p.m. Commissioners Adams and Akerlund
were excused.
II. APPROVAL OF AGENDA
MOTION: Veruink moved, seconded by McPherson to approve agenda. Motion
carried 5-0.
III. APPROVAL OF MINUTES —AUGUST 17, 2009
MOTION: Mackay moved, seconded by Veurink, to approve the minutes of the
Heritage Preservation Commission held on August 17, 2009 as published. Motion
carried 5-0.
IV. REPORTS OF COMMISSION AND STAFF
A. GERTZ—PRESERVATION ACTIVITY SUMMARY FOR AUGUST-
SEPTEMBER 2009
1. Cummins House—Post Airplane Crash Report— Some pieces of the front
porch damage area were salvaged and will be reused where possible. The
paint color can be matched. Gertz communicated to facilities department
that the work should be done by hand, not using power tools. There was
quite a bit of blistered paint on the porch area. Brick repairs will made
using on-site Chaska Brick. Repair date not scheduled as of 9/21/09. Kipp
reported that a fair amount of dirt at the crash site had to be removed due to

aviation fuel absorption. The status of the tree removal damaged in the
crash is uncertain.
Gertz stated the other work to be done at the Cummins House—cracking
in kitchen plasterwork,bulkhead door—is not urgent. The phone system is
out, not sure if it's due to rodents or if the City has discontinued service.
The rotted door on the shed will be repaired in the future.
2. Dorenkemper House—painting is complete, railing is done. The white
woodstove has been replaced with the blue one by the Eden Prairie
Historical Society. The white woodstove is being stored in the garage.
3. Eden Prairie History Book— scans have been turned over to the City. A
variety of scans were done to allow the printer the best options when
preparing the book.
4. All Historic Sites —were surveyed. The Cummins property has no
apparent adverse effects from the construction work. At this point there is
no landscaping plan.
5. CLG Grant - is complete and will be submitted to the State Historic
Preservation Office (SHPO) the week of 9/21/09 with all supporting
documentation.
Gertz presented a sample Best Management Practices (BMP) Plan for the
Riley-Jacques Farmstead to the Commission as an example of what will
be submitted to SHPO. The BMP will be in a three-ring binder format to
be interchangeable and durable. The Commission discussed the value of
reviewing the documents in a year to determine what information is most
useful.
Gertz stated the BMP book will be used in conjunction with training
meetings with maintenance personnel about proper technique.
The Commission discussed what level of detail to include in the BMP
book. Decided it may be best to make reference to information sources
rather than increasing detail in the BMP books. Gertz will look into this
further.
6. Preservation Code Draft Update— Kipp reported that the City Attorney
is currently reviewing the ordinance to align its wording for consistency
with the balance of City Code. Kipp estimates the Preservation Draft
Code will reach the Planning Commission by the latter part of October

2009. Kipp will notify the HPC when the ordinance will appear on the
Planning Commission agenda.
V. OLD BUSINESS
A. CLG GRANT PROJECT—BMP's
B. CUMMINS HOUSE REPAIRS
C. EDEN PRAIRIE HISTORY BOOK UPDATE
D. DORENKEMPER HOUSE UPDATE
The Commission decided these items were addressed in the Reports of Commission and
Staff.
Kipp added more information about the Eden Prairie History Book. The HPC/City has
copyright of the History Book. Kipp checked into funds availability: about$4,000 in one
fund, $12,000 in another. Kipp is working with the Finance Department as to how these
funds may be used.
Kipp distributed book printing price estimates from Anchor Printing and Glen Prairie
Press. The Commission discussed how many books to print, with Kipp recommending
that the run be limited to a number easily sold without a large backstock. Some books
will be distributed to other Eden Prairie public entities such as the library. Kipp will
research whether Prairie Offset is an option for another estimate. Gertz recommended
looking into Bethany Printing in Bloomington, Minnesota.
The Commission decided to make further decisions at the October meeting as to how
many and what type (hardcover vs. paperback) of books to print,potentially having
autographed copies. Gertz will approach Commissioner Adams about writing a forward
to the new edition, having a rough draft ready for the October HPC meeting.
VI. NEW BUSINESS
A. STATE HISTORIC PRESERVATION CONFERENCE
McPherson reported on the Conference held September 17-19, 2009. Emphasis
was on Green Preservation. An Architect with a specialty in balancing historic
preservation with modern practicality spoke. There were tours to the City of
Carver and the City of Chaska. There were workshops on window repairs. The
City of Dubuque, Iowa's downtown district was highlighted for fast-track
renovation, going from no preservation in 2004 to a renovated warehouse district
today.
VII. ADJOURNMENT
MOTION: Muehlberg moved, seconded by Mckay, to adjourn the meeting. Motion
carried 5-0. Higgins adjourned the meeting at 8:35 p.m.
