HomeMy WebLinkAboutResolution - 147 - Resolution Relating to Permit Application for Transmission Line by Northern States Power Company - 12/16/1966 VILLAGE OF EDEN PRAIRIE HENNEPIN COUNTY, MINNES OTA RESOLUTION NO. 147 A RESOLUTION RELATING TO PERMIT APPLICATION FOR TRANSMISSION LINE BY NORTHERN STATES POWER COMPANY WHEREAS, the Northern States Power Company, hereinafter referred to as Company, did apply to the Village of Eden Prairie on July 8, 1964 for a permit to construct a high voltage line through said Village, and WHEREAS, the Village Council did on February 24, 1965 refuse to grant' the permit as applied for by the company, and WHEREAS, the Village Council has before it a request by the company to reconsider its previous action, NOW, THEREFORE, BE IT RESOLVED, by the Village Council that the action • of the Village Council under date of February 24, 1965 shall stand and no permit granted to the company for the following reasons: (1) That there has been a substantial change in the type and character of the proposed transmission line since the proposal was first initiated. (2) That the terrain involved is both wooded and under cultivation and generally desirable for high value residential development which will be adversely affected. (3) That the proposed area is unbroken by major transportation routes or utility lines such as sewer, water, and a transmission line of the size and type proposed will create a community design problem. (4) That assessment problems will be created for improvements trans- versing the area covered by the easements. (5) That the size of the towers and width and nature of right-of-way required are such that the flowers cannot effectively be hidden. (6) That a wide swath will be cut through the village fragmenting the village and taking an undue amount of land from its tax base. (7) That the towers can be seen from great distances creating an undue amount of direct exposure from abutting properties. BE IT FURTHER RESOLVED THAT, it is the opinion of the Village Council of the Village of Eden Prairie that such transmission lines are better located along the side of or a part of major thoroughfares for the following reasons: (a) Direct exposure to easement would be cut in half. (b) Few additional costs for routes crossing the easement would be incurred. (c) Transmission line would follow established grades and not affect • land development of adjacent properties. (d) Would not as seriously affect the livability of the community. (e) Amount of land required is about one-half. (f) Potential safety hazard is less. (g) Would not affect adversely as much land for residential purposes. (h) The principal meets general acceptance by Highway Departments. BE IT FURTHER RESOLVED, that the Village Council of the Village of Eden Prairie does urge that the company pursue an alignment along such major thoroughfares and that the village does hereby assert that it will work with said company and Highway Departments affected to accomplish the same in line with the companyts scheduled time table.
