CITY OF EDEN PRAIRIE
EDEN PRAIRIE PARK AND RECREATION CCd*=SION MEETING
August 14, 1972 7:30 p.m. Eden Prairie Village Hall
Present: Marvin Erickson, William Garens, Janet Berkland,
Frances Blacklock, John Cosmano; Marty Jessen, Park
and Recreation Director, Reed Olson, Asst. Director,
Ed Handler, part-time staff member, from Urban Corps.

The meeting was called to order by Marvin Anderson, chairman.
I. Minutes M/Garens, S/Berkland that the minutesof July 10 be approved
with two changes: II H - addition "A recommendation for implementation
will follow after staff coordination." and III A - correction - the '
asking price is $1.2 million rather than $1.5 million. Carried.
II. Communications
A. NRPA Jessen has been appointed chairman of the Minnesota committee on
recruitment of new members. E.P. Pk. and Rea. Commission members
are members of NRPA . The national organization has gone through
a reorganization with new fees and is now out of the financial hole.
III. Recommendations & Reports
A. Henn. Cty. Bob Gold presented a concept for a 290-:mile trail system in
Trail Plan Hennepin County linking county parks, following streams and valleys,
utility easements, the Luce Line and traila already established.
It would be multiple-use, the only one in the country if it mater-
ializes. Snowmobiling (in less developed part of county), snowshoe-
ing, ski touring in winter, bicycling, horseback riding and hiking
in summer. The trails would be broad, min. width of 150-200 feet so
uses such as ski touring and snowmobIIing could be separated.
Funding - He said the BOR would like to see this developed so federd
funding would probably be available. The DNR has $2 million from
snowmobile permits that should go back to the counties - about $50,000
to Hennepin County. HCPR has no funds and no further staff time.
They would have to go to the legislature for clarification of their role.
Medina has passed #esolution sent to the League of Municipalities
stating that the municipality should have the prime responsibility
for developing trails with the HCPR District doing the planning,
coordinating and getting state and federal financing.
Gold is presenting the trail idea to municipalties throughout Hennepin
County and asked E.P. to appoint a trails coordinator to meet and
work with those from other commurities. No formal action was requested
at this meeting.
Jessen sAd he has suggested to the Metro Council Open Space Ccam:i.ttee
that the concept for a trail system should be bigger than just Hennepin
County -- that a wheelage tax on users could be charged to develop
a system metro wide. He sees a problem arising from asking for federal
funds p- it will take money away from funds available for park land
acquisition and he feels that should come first.

III.
A. Summer Roe. (Report on file) Reed Olson went through the report in which
C Final Report he summarized what had been done this summer in each area of the
recreation program; his room endations for next year; and the
financial report for each activity. The fknal result of all
activities was a minus $60, considered very good tV the commission
since the primary purpose is to provide a good recreation program
and not to make money. Jessen complimented Olson on his work.
C. "Landscaping" Ed Handler presented the amendment to Ordinance No. 135 which
amendment to he helped draw up after checking several ordinances including
Zoning Ord. Edina, St. Louis Park and the model from League of Municipalities.
The ordinance applies to site plans, not single lots. It includes
a strong performance bond covering tpw growing seasons which assures
the buyer that what is promised in landscaping will be done.

D."Floodplain" Jessen discussed this first draft of a floodplairArdinanae (copy
Ordinance on file). We will continue to have interim reports on it as more
items are included such as steep slopes and wooded knolls. A map
will be developed to detail the areas involved. The ordinance as
presented reflects models from the League of Municipalities, Nine
Mile Creek Watershed, drafted by Haik, the DNR and several municipal-
ities, with changes to make it fit Eden Prairie. Such an ordinance
is required by state law passed by the last legislature. Bob
( Heinrich. the new village manager will have the responsibility of
`�. seeing it through to completion. One of the areas to be clarified
will be the compensation of landowners for floodplain acquisition.
Jessen pointed out the need for funding -- this purpose is for
preservation, esthetics, recharge, flood control eta., not primarily
recreation. i= He feels it could be handled by Lawoon and HUD
in a separate division and administered by the state. If thrown
into the same bag as park acquisition it will suffer.
E. Anderson Lks. Copies of a letter from Mr. G. M. Carter, Jr. of The Preserve,
Park Boundar- were given each commission member. In it Mr. Carter dated the
ies willingness of The Preserve to withdraw its Moorings request until
the village has a chance to resolve its park plans. Mr. Bonner, of
The Preserve staff said they had entered into a separate agreement
with Mark Z. Jones; Dick Schwarz is working on plans for the 75 acres
in the basswood area north of the Moorings along the shoreline of the
South Anderson Lake.
M/Garens, S/Erickson that the Park and Recreation Commission thank
The Preserve for their understanding of the situation, and that we
recommend to the Council that the Anderson Lakes Park maintain the
whole area with the boundary the East- lest Parkway,
and if unforseem circumstances arise. the prime area to have in the
park is east of the marsh. Carried.
Bonner asked horn soon we would know the outcome of our fund applica-
tion, and Jessen said he has been told we should know tV the and of
the year. Bonner said The Preserve would like to Bell as soon as
possible; Jeasen said he has been looking into interim financing
and will pursue it further.

F. Nine Mile Jessen discussed his report dated June 26 presenting a concept
Creek for a trail system following Nine Mile Creek from Birch Island
Trail Plan Lake to the eastern border at County Rd. 18. He also showed the
possible routes on a working map, for all uses except motorized
vehicles. The routes fall into five areas separated by man-made
features such as highways which will allow for acquisition in
stages. Ebr using dedicated lands and land donations as the local
share for matching funds, it is possible the system might not cost
E.P. village anything. Jessen said he would check properties with
the floodplain map when it is done.
G. "Horse" (Copy on file) Jessen said this is a result of working out. some
Ordinance factors with the Horseman's Council. It spells out regulations
in residential and non-residential areas, and how license fees will }
be used.

M/HLacklock, S/Cosmano that the Park and Recreation Commission
recommend to the Council that the "Horse" Ordinance be approved.
Carried.
H. "Dutch Elm"Jessen explained that the ordinance covers Dutch elm disease,
Ordinance dead elms and oak wilt. It is based on a model ordinance from
the state. A subsequent ordinance will cover financing of the
remov]A of trees. At present 34 areas in E.P. are suspect with
an estimated 75 to 150 diseased e3m trees.
M/Erickson, S/Cosmano that the Park and Recreation Commission
C reconanend approval of the "Dutch Elm" Ordinance to the Council,
and that implementation be considered in the 1973 budget. Carried.
I. Golf M/Garens, S/Berkland that the Park and Recreation Commission
Course reccmmend to the Council that land on Duck Lake Trail be acquired

golf course development. Carried.'
J. Develop- 1, Creek Knolls Flat was passed by the Council without formal

trail plan will be needed. Hustad property off Stuff Road.
2. Valley Knolls land between Duck Lake Trail and Barberry Lane
extension adjacent to proposed golf course. Includes no internal
system of trails but a park area ties into golf course with road access.
Jessen said the staff recommends the plat as well designed but thinks
there should be sidewalks or internal trails.
M/Garans, S/Erickson that the Park and Recreation Commission
recommends to the Council that the Valley Knolls plat be approved
and that sidewalk along Duck Lake Road be considered or backyard
trailway be part of the plan. Carried.
3. Public Pathways through PUD1s There was discussion about respon-
sibility for developing paths through PUD19. Garens suggested that
the developer should develop internal paths and the village do the
public paths. Bonner says they agree with this at The Preserve, and
in the case where they need a path that the village would eventually
develop and do it themselves, they should get credit for the future.

The need for a subcommitte in the Commission was expressed to
develop a concept of standards, general feelings, and fairness
to be reviewed by the whole com, ission.

study the trail concept. Carried.
The chairman appointed Willim Garens, Janet Berkland and ?
Richard Anderson to serve on this committee with Marty Jessen.

School-Village Jessen projected several overlay maps of E.P. that had been
Study: school developed from several approaches to the problem uCt of determining
sites the future development patterns and population of Eden Prairie
so the need for the number and location of high schools could
be decided. The average population figure at hill development
fran several studies is 141,071 with an average school population
figure - 36,514. This implies that there will be a need for
many more schools than was originally thought. There will probably
be a need for four high schools of 2,000 pupils each. In determin-
ing school sites it is best to consider where people will be rather
than to bass over long distances. Jessen said Mr. Richardson, the
interim supt. of schools has been very helpful in working on the
problem. Several suggestions for sites have been made.

C Agency Id.ason Garens said he had the annual report of Purgatory-Riley Creek
Reports Watershed District and that he would share it with members.

I. RECOMMENDATIONS ANJ) REPORTS
A. Hennepin (Staff Repoi^t on File). Jessen outlined what he considered key points

Plan. ing trails for snowmobilers. The county is planning on financing with
state and county funds; Jessen feels that registration fees are a better
source of revenue. He considers parkland acquisition a higher priority,
that trails can be acquired through dedication as were getting ours
along Purgatory, and that getting state and county funds for trails
would take from the same funds needed for parks. Garens suggested
that Jessen and one member from the Pk. and. Rea. Commission represent
E.P. on the county coordinating committee.
M/Garens, S/Anderson that the Park and Recreation Commission feels
that the County- Wide approach to trail planning is desirable and is
worthy of our support. We think it requires a better analysis of
the funding possibilities than that outlined in the Park Reserve
District report; that funds should cone from some user fee or regis-
tration fee that assesses cost to those using the trail rather than
state or federal funding. Carried. Erickson appointed Garens to

B. E. P. Garens presented the TraiWay Committee Report and said they would

Report for segments of trails. Anderson felt strongly that it was not our
job to say how to finance the trails but to provide long-range planning,
that Nine Mile and Purgatory Creeks be top priority for under or over-
passes whenever they are crossed.
Sections K and L of the report were changed to read: "That long
uninterrupted trails along creewways are not economically feasible
because of mantmade obstructions that exist today. But plans should
be made for future connections. That trails be established along
creekways even though they are not interconnected at this point, but
options remain for long-range possibility of building those connections."
II. DISCUSSION
A. Metro Jessen distributed copies of "A Recreation System Classification for
Open the Metropolitan Area." (Copy cd' File) Jessen serves on the advisory
Space committee to the Open Space Board.
B. Highway Anderson raised the question of how many highways are needed and going
to be allowed - that some run almost parallel very close to each other,
that the next extension of County 62 may out through Bryant Park, and
that Eden Prairie may be at the saturation point of freeways. There
has been no final alignment of 62 west of Shady Oak.
