EDEN PRAIRIE PARK AND RECREATION COMMISSION MEETING
February 14, 1972 Eden Prairie Village Hall 7:30 p.m.
Present: Marvin Erickson, Chairman, William Garens,
�I Joy Wastermann, Janet Berklund, Richard Anderson,
I Dean Holasek, Terry Fields, Elliott Hayes,
Robert Lieb, Frances Blacklock; Marty Jessen, Park
and Recreation Director.
The meeting was called to order by the chairman.
I. Minutes of For lack of a quorum at the January meeting the minutes had not E
Dec. 13, 1971 been approved. The name of Blacklock was to be added to Frances
on the list of those present. M/Lieb, S/Holasek that the minutes
of December 13 be approved. Carried.
II. Minutes of M/Garens S/Erickson that the minutes of Jan. 10 be approved. Carried.

III. Organization
A. Election of M/Lieb, S/Anderson that the three present officers of the
officers for Eden Prairie Park and Recreation Commission remain the same in
1972 1972 as 1971. Carried unanimously

B. Report on MRPA Jessen said Dave Durenberger, the new chairman of the Metropolitan
Bd./Commission Open Space Commission is chairman of the Board/Commission section
Sect. programs of the Minn. Recreation and Parks Assn. Voluntaers are asked to
sign up to serve on these committees:
Membership, Sevelopment, Communication, Legislative action,
and Awards.
IV. Recommendations and Reports

Recreation (Report on File.) Jessen said response to the program has not

are quite a few boys in Beginning Gymnastics. Hayes knows a boy
gymnast, Larry Lemon, who might be interested in working with boys.
Anderson cited the danger of training boys in just one sport at
an early age. When they get into H.S. and there is only room for
a .few on the teams, it leaves many frustrated.
B. Park Land Ac- (Report on File.) The village is buying a map printing machine,

IV. C. 1972 LAWCON Jessen said the 1972 grant has funded Parcels 1, 4 and 5 at
Grant Appli- Bryant Lake. The estimates and appraisals agree but the owner
cation doesn't. Alvin Holasek would like to sell his entire parcel, 110 acres.
Jessen has talked to Uard Holasek who runs the stable operations.
He has had his land listed for two years at $12 - 15,000 per acre.
The possibility of boosting the federal grant has been explored.
Response from -the State Planning Agency has been excellent. We
might get funding for Parcels 2, 3, 4 and 5 this year and the rest
next year.
M/Anderson, S/Erickson that Parcel 6 on Bryant Lake be included
in the 1973 L44CON grant application. (This is the additional
land on the Holasek property and will include Parcel 1 which will
be bypassed this year.) Carried.
D.
D. Hopkins, Mtka. Jessen said a draft of the final report will be ready for the
E.P. Golf March meeting. The area in the SE corner of Mtka. , N of the
Feasibility Crosstown is considered better than the Duck Lake Trail area.
Study The financial outlook is considered excellent. There would be 27
holes, driving range and club house and other facilities in the
first stage.

E. Park System Jessen said a joint meeting of the Council, School Board and
Planning Planning and Zoning Commission was held, essentially dealing with
The Preserve development. It was decided that there should be a
joint study of this major center area vs. Round Lake. Sector plans
are being worked on for Red Rock and Forest Hills areas which are
under pressure from developers. Have done study for Phase II of
the Park Plan.
There was discussion of plans, equipment needed, staffing, maintenance
responsibility and financing of the Forest Hills Recreation "Health
Club."

F. Liason Report Garens said he is trying to arrange a joint meeting with the
"Trails for Tonka" group in Minnetonka. Berklund and Blacklock
expressed an interest in meeting with the group when a date is set.
Garens said the focus in Mtka. seemed to be on the safety factor.
Anderson asked about the Hustad development plans on Purgatory Creek.
Jessen said their proposal calls for deeding; the valley slope.
Blacklock suggested that the Park and Recreation Commission have an
opportuni%; or* a ; 3var development plans so we, can advise the
Planning and Zoning Commission of how they fit park plans. Anderson
sAd he would like input from this group -- that we should help decide
what should or shouldn't be park land. Jessen said the staff has
discussed this idea and that there will be no problem in implementing
it. He will develop a Flow Chart on handling proposals, and that
-the Pk. and Rec. Comm. may have to meet twice a month to take care
of it.
Suggested procedure: Pl. and Z. Comm. will look at proposals first.
If they want to accept them for study, will refer them to various
commissions -- Park and Roc. and Human Rights -- who will send
their recommendations back to the Pl. and Z. Comm with representatives
at the P1. and Z. meeting*. (They meet first and third Tuesdays.)

Lieb said -the Council will look for recommendations from the
Park and Rea. Comm. on developments in the future. He feels
the Council and Pl. and Z. Comm. could be helped by our
recommendations.
Holasek said he was concerned about the image of developments --
proper landscaping and appearance. Our Pk. and Rea. Comm. will
be able to comment on any facet of concern.
Jessen said reps. from E.P. and Mtka. are meeting Wednesday to
discuss coordination of Crosstown plans, and that Mtka. may
still want an industrial area -there.
February 28 was set for a Special Meeting to consider development
proposals.
