CITY OF EDEN PRAIRIE
EDEN PRAIRIE PARK AND RECREATION COMMISSION MEETING
July 12, 1971 7:30 p.m. Eden Prairie Village Hall
Present: Marvin Erickson, William Garens, Richard Anderson,
Joy Westermann, Dean Holasek, Frances Blacklock;
Marty Jessen, Park and Recreation Director.

Lewis Kinne, Kings Forest resident.
I. Minutes The meeting was called to order by the chairman, Marvin
Erickson. He ruled that the minutes of June 14 stand approved.
II. Requests and Communications
A. Krone - Mr. Krone requested a change in the location of the skating rink
Kings Forest which is approximately 25 feet from his lot line. He claimed it
Skating Rink will cause a drainage problem for him and that the lights and
Location activity cannot be screened off from his home where his pictare
windows face the rink. Grading of the park (rinks, ballfields
and parking) has been completed. Jessen showed an overlay plan
with a rearrangement of ballfield, hook-y and free skating areas,
moving the free skating rink further east, the plan involving cuts
up to 8 feet, for a total cost of approx. $14,000. Alternatives
would be a berm between rink and Kinne's hone, or the rink on the
ballfield which is sometimes done when there is a lack of space,
but which creates problems of drainage, or could re-grade Just
i the skating area giving about 100 feet of clearance between the
lot line and rink, and altering the lighting scheme (lights
would be shut off at 9 p.m.). The latter would cost approx.
(. $2,000 for grading and $2,000 for tree screening.

Brauer considered drainage in his plan and said there would be no
drainage problem. A storm sewer will eventually go nearby by but
Is not scheduled yet. Sanitary sewer hearing for the area will be
held next week. K:innets hone is about 60 feet from the lot line.
Mr. Kinne showed a drawing of his plan for rearranging the elements
of the park. The commission agreed that he should not have the
rink so close to his line and thanked him for his efforts.
M/Garens S/Erickson that the Park and Recreation Commission
recognizes Mr. Kinne's problem -- that the skating rink should not
be as originally proposed, approximately 25 feet from Mr. Kinnets
lot line; and suggests that the Council consider Jessen's alter-
native plan moving the rink further east from his lot line. Carried.
B. E.P. Jaycees Holasek said they would take down the softball field fences and
then seed and fertilize the area following the races August 14-15
for summer snowmobiling. The Jaycees have insurance.

M/Erickson, S/Anderson that the Eden Prairie Jaycees request for
Snowmobile races August 14-15 be recommended for approval. Carried.

,III. Recommendations and Reports
A. Agency Liason Jesson said that Dickson, on the staff of Riley-Purgatory
Reports Creek Watershed District, is putting together their Park Plan
for communities in the watershed district. They will take our
park plan and carry it further for future consideration.
B. Final Schooner Lieb was absent -- no report.

C. 4th of July Jaycees had a permit to sell berr and pop from 3 to 10 on July 4
E.P. Jaycees at Round Lake Park. The Park sold popcorn, but there was a mis-
understanding about additional items. Holasek said Jaycees sold
9 cases of beer and broke even, but had to hire policeman, fire-
works. He said people didn't come until about 9, and that they
won't sell beer next year.
D. Summer Rae (See Report attached) Swimming registrations are down from last
year, reports have been good on Summer Fun program, girls softball
participation down from last year. Jessen praised the Summer Fun
staff. Not as much response of Summer Work Program as hoped for.
E. Leader, Tom Herman, is supervising the Teen Center.
E. Beach 208 season tickets have been sold, below number hoped for. Fighting
bad image from last year when thre was dirty water, bloodsuckers
and itch. Intend to try Free weekend with special events to draw
swimmers to see the improvements in the beach. Daily admissions
have run 30 to 40 a day. The pump producing 40-50 gals. per min.
is washing silt out of beach area; water is clear. Can maintain
water level pretty well. One boy has planted 4 or 5 trees at beach.
There have practically no brat rental takers - $3 total.
Concession stand has grossed $685.02, about on schedule.
1 . 1971-72 Grant Staring Lake acquisition is complete except for one parcel with
Applications house. Can now shift to Anderson or Bryant; also potential at Red
Rock Lake with a possible trail down to Staring along Purgatory
Creek to the Minnesota River.
The Bryant Lake area is on the comprehensive guideplan. Will apply
for HUD grant for Bryant land following creek all way up to Minne-
tonka, jointly with Minnetonka and the County Highway Dept.
The Commission concurred with the idea of studying and working out
alternative to the Crosstown alignment.
LAWCON seems ready to grant additional parcels, according to Jessen.
The commission agreed to his proposal to apply for land south of
Anderson Lake, Parcel E10, including 112 acres.
G. E.P. Reading Hennepin County wants to put in Movilla unit at Round Lake at the
Center and of Valley View Rd.; will bring in plans later.
H. E.P.Mtka Golf Three-way idea -- Hopkins, Minnetonka and E.P. to each provide
$2,000 to study feasibility of golf courses: N.W. corner of E.P.10
and N of Crosstown just W of 18.
