George Hite, Village Manager. The meeting was called to order by the secretary. M/Holasek, S/Garens that the minutes of June 9 be approved. Carried. HUD grant George Hite reported that the village had received a grant of $38,000 from the Bureau of Housing and Urban Development which is the first of what Mr. Hite expects to be a series of grants. It is specifically s for the Kings Forest and Prairie View parks next to the schools. This is a reversal of HUD's previous philosophy -- all grants being made for fairly small parcels close to developed areas. Additional grants will be made within the next 12 months. BOR grant Mr. Hite reported that the Bureau of Outdoor Recreation has acted on and approved a LAWCON grant for 1968 of $131,000 to match Eden Pr. and state funds to purchase the remaining parcels at Round Lake (3). 3 parcels on Anderson Lakes and one parcel on Staring Lake. and the state, Other grants So far, in grants from Hennepin County, HUD and LAWCOPJ, we have received $349,000 to match $85,000 of our money. Our 1969 LAWCON app. is still under consideration. We have made a tentative application to the Nine Mile Creek Watershed District. Land Acquisi- Mr. Hite said the Council has authorized the purchase of the Lawzwaee tion property on Round Lake -- 3.4 acres ® $2,000 per acre. The village is negotiating with other owners on Round Lake and with Mr. Kelly at Kings Forest. Swimming To date 24.8 season tickets have been sold; attendance the last two hot days was about 600 per day, and last week about 400 per day. Have completed work on the bottom, with sand bar along one side. Have concessions in mind but want beach under control first. 4.16 500 tickets have been sold. Operating cost about twice the revenue. Guards are paid while they are there so payroll depends upon weather. The beach is open 7 days a week; from 1 to 9 and from 10 to 9 on Sat. and Sun. The building for check-ins and concessions is designed; now looking for a builder to build it and put up boards for skating rink. There was discussion about planting trees for shade at the beach area. Summer Recrea- The program ends July 25. The special programs such as riding, golf, tion Program xmi tennis and gymnastics have all been well received. There was little response at the Central and Prairie View playgrounds, probably because they were held in the mornings. There was good response to the special trips -- the train ride, to Como Park and Carver Nature Center. Swimming lessons were oversubscribed; there are four teachers with class grouping based on ability. C Mr. Hite suggested that the schools handle as much of the program next year as they can since they are reimbursed 80% by the Federal govt. Mr. Hite outlined the following principle for paying for our parks and recreation program: Bonds and tax levies should purchase and develop the land; user fees should pay for the operation; concessions :an operate during busy hours, otherwise vending machines. Eden PraiAs Park and Recreation Commission Mtg. 7/14/69 Pg. 2 Teen Center Dorsey Holt suggested opening the Center during afternoons and evenings during the summer. Hite said Bill Sumner, who will be a Jr. at the U. this fall has been hired to guard the bldg. and do scne painting. It will be open from 1 to early evening as a drop-in facility. Holt said he was thinking of special events now that there will be someone there, such as a swim party or a street dance. Community and Mr. Hite mentioned that plans are in a very preliminary stage for High Sch. the high school at Round Lake which is scheduled to open in 1973 Sport Facility or 4. He figures this is about the same time there will be a desire for indoor facilities of a field house type to contain a swimming pool, competition gym plus two other gyms, anO ice sheet and track. He feels a need to plan for this early;and figures it will be $1 to 2 million project. This would be the first cooperative facility of this type shared by a community and school, in this area. He said Ken Rosland's report on recreation planning and program for Eden Prairie would be given in September. M/Erickson, S/Garens that the meeting be adjourned. Carried. George Hite, Village Manager, Mr. and Mrs. Howard Kaerwer, Residents. NSP land west The special neeting was called to discuss the subject of the of Bryant Lk. feasibility of the village acquiring park land located west of Interstate 494 and Bryant Lake straddling Nine Mile Creek. The Kaerwers had learned that Northern States Power Company owns approximately 15 acim next to the freeway which they had originally purchased for a sub-station and which they might give to the village. The Kaerwers felt that access to this land might be more difficult to obtain after homes that were dd being built in the Jophe rw,Ae a area awere P wer�ego Tharisaizt ey would donate some o � lanf a Mr. Hite commented that it might be good to acquire the land with no plan to develop it. He said he understood NSP was anxious to get rid of it so there would be no problem with 'them. He felt it might be to the village's advantage to leave the pro- perty landlocked with no access, just open space. He said the proposed Kings Forest park will serve the Kings Forest and Top View Acres residents. He said we will need to determine where meander lines exist to see what is protected and what additional �. land should be protected for flood plain use and for open space. M/Holasek, S/Garens that the Park and. Recreation Commission request that the Council authorize the village attorney to investigate the meander line status and property ownership of the land west of 494 and north of Top View Acres, and including Block 1 of Top View Acres.
