MINUTES
CITY OF EDEN PRAIRIE
EDEN PRAIRIE PARK AND RECREATION COMMISSION MEETING
June 9, 1969 7:30 p.m. Eden Prairie Village Hall
Present: Daniel Boos, Vice Chairman, Marvin Erickson, William
Garens, Robert Gartner, Dean Holasek, Dorsey Holt,
Frances Blacklock. George Hite, Village Manager.
The meeting was called to order by Daniel Boos, Vice Chairman.
M/Erickson, S/Holt that the minutes of the April 28 special
meeting be adopted. Motion carried.
There was no meeting in May.
Summer Recreation George Hite gave each one a copy of the Summer Recreation
Program brochure, registration forms and mimeographed copy
of Additional Program Information which was given to each
registrant. He reported on the status of registrations which
had begun the previous Thursday and would continue through
June 13. The best response had been for riding and gymnastics;
38 and 41. Although 89 had signed up for swimming lessons,
120 are needed to meet the payroll and bussing costs. Unless
more signed up for theater and gir]s softball, he suggested they
be dropped. He thought summer school might be the cause of
the light enrollment for the playground program. There will
be a senior playground leader and two assistants at each of
the four playgrounds at a cost of $2500. Hite said we should
expect to recover 1/3 to. 1/2 of the cost in registration fees.
He expects to have an exciting program that will develop interest
for next year. Special trips will be planned for each week from
the second through the sixth week of the program. A playground
Olympic meet will be planned for some evening toward the end of
the program. Each playground will try to create an identity
for itself and the neighborhood. Playgound leaders will meet
June 10 at the Village Hall to discuss policy and look over the
sites. (In the afternoon they may distribute flyers to stimulate
interest in the playground program.) Wednesday through Friday
they will attend leadership training sessions at Edina without
cost. The Kings Forest playground will be on the Kelly property
near the barn. Both Kings Forest and Birch Island playgrounds
will have warning houses rented from Edina at $25 per, to serve
as temporary buildings, plus Satellite toilets, and electric
night lights.
M/Holt, S/Garens that the Summer Recreation Program as revised
by George Hite be accepted. Motion carried.
Swimming beach and Monday, June 30 is expected to be the opening day of the beach
program at Round Lake and the first day of instruction. The beach con-
struction is going well, dredging sugary sand from lake and putting
on the land for a good beach. A leech problem is not expected.
Norm Farnholtz will be beach director to run the swimming program,
with two aids who can assist only. Two Water Safety Instructors
% are still needed. The beach will be open from 1:00 to 9 p.m.
7 (or 6) days a week with two guards and Water Safety Aid on duty.
The cost from June 30 to August 15 will be about $2500. There was
a discussion of swimming fees guided by the thought that the users
should pay for the beach. (Bryant Lake charges $10 per car perseasoh)

M/Garens, S/Erickson that the Park and Recreation Commission
recommend to the Council that there be a swimming fee of $10
per year per family, but because this is a short season, that
l family fees be $5 and individual fees be $3; and that there be
a charge of 500 per person per entry if they have no season
ticket. Motion carried.
Mr. Hite said there would be a mailing to residents this month
on the comprehensive plan and the beach, with a mail-back
registration blank in it.
M/Holasek, S/Gartner that -the Park and Recreation Commission
recommend to the Council that it set up patrols of Round Lake
prohibiting the use of motorized craft. Motion carried.
Land Acquisitions Birch Island - The house on the only remaining acreage not yet
acquired is for sale. Mr. Hite recommends waiting for awhile.
Round. Lake - Mr. Hite has been negotiating with the three
remaining property owners. He recommends completing negotiations
by the end of July or condeming.
Staring Lake - No contact has been made with property owners but
appraisals have been made. `

Anderson Lakes - Mr. Uherka has sold to a developer within the
estimates for park acquisition. Mr. Heppes is signing this week
to complete the deal on his parcel. Hite will exercise the option
on the Kopesky parcel. Where Carlson and Carter and Gertz have
property on the west shore, the village will work with the developers
on their plans to get as much of the park plan as possible.
The Metro Council has also expressed interest in acquiring this land.
Mitchell and Bryant lakes - He feels there is no urgency at Mitchell,
and prices are inflated on Bryant.
HUD - There has been no word from our application, and none is
expected for 60 to 90 days.
LAWCON - Our application is being considered again; should know
about it in two weeks.
Land values are going up faster than the interest earned on the
bond money, but the key is the matching funds.
,Kings Forest Sch.- Mr. Gartner complimented Mr. Hite on the presentation he and Don
Park Site Brauer had made to the School Board on the Holly site; that the
school architect had looked it over and he and the School Board
had agreed to it. Hite said it spoke well for the principle of
cooperation between Village and School District.
Work Crews for Clear- Mr. Boos said the Work Supt. at the Glen Lake Home for Boys
ink; and Landscap- has a work crew doing landscape work and that offenders from

claring work. Mr. Hite said he would look into it.
Easements for public Mr. Holt asked about the possibility of hiking trails along the
use sewer easement. Mr. Hite said easements for utilities are not
available for public use unless given a fee title. When a plat

on the creek canes in he would like the village to get 200 feet
C on the creek. It is a good idea to link two parks together
with a hiking trail, he said.

recommends to the Council, that even in view of the amount of
green space we hope to set aside in our park program, that the
minimum lot size in the Village be maintained as a combination
of not more than two houses per acre with a minimum lot size
of 13,500 net square feet. Motion carried.
Teen Center Dance Mr. Holt reported that 130 attended the opening dance, and that
it was a very successful evening and a lot of fun. The kids
are handling as much as possible, but there had been five adult
chaperones and one college boy.
