1968 JULY 8 MINUTES CITY OF EDEN PRAIRIE I1 a . r EDEN PRAIRIE PARK AND RECREATION COMMISSION MEETING r July 8, 1968 8 P.M. Village Hall Present: Charles Brace, Robert Lieb, Marvin Erickson, William Garens, Dean Holasek, David Osterholt, Frances Blacklock Absent: Daniel Boos, Harry Picha The meeting was called to order by Charles Brace, Chairman. Minutes approved M/Osterholt, S/Erickson that the minutes of the May 15 meeting be approved. Carried. M/Garens, S/Erickson that the minutes of the June 3, June 12 and June 25 meetings be approved. Carried. Flying Cloud land Mr. L. E. Whitmer, village assessor, came into the meeting to inform members that an additional acre of land on the east end of the Flying Cloud baseball diamonds is now available for playing fields. The land belongs to MAC. Appreciation to William Garens requested that the minutes show the appreciation Dean Holasek of the Commission to Dean Holasek for his contribution of six for shrubs ornamental shrubs for the free drawing at Schooner Days. It was agreed that the registration for these attractive shrubs drew many people to the park booth, providing an opportunity to talk about the Park Bomlelection. ( Recreation Insur_ The chairman read a letter from the Schneider Agency explaining ance coverage the insurance coverage on file with the village. The cost is $1.60 per child registered in the program. Brace said he had received figures on May 27 from Traff & Associates providing $500 medical. $1,000 Accidental Death and Dismemberment with $10 deductible at a cost of $.50 per chiibd. He said he felt that the recoommendations of the Park Commission to the village (minutes of June 12) had had little effect on the insurance purchased. It was suggested that next year a firm recommendation be made by the Commission. Financial report Charles Brace read an accounting of expenditures so far this year from the Park and Recreation Budget, and the % they represent of the budget. Fees, $375, 10.?%; General supplies, $316.35, 105.3%; Capital outlay - land, $484.95, 10.8%; Other, (summer calendar postage included) $116.69, 58%. Total: $1292.99, 11.8%. The bnnds for Parks have not been sold because the market has not been advantagbus, but he expected they would be soon. The Secretary was asked to contact Don Brauer for his suggestions on the "next steps." July 8, 1968 Page 2 Village The Secretary was asked to send a consensus of the Commbonfs minutes opinions re: the village minutes: that the Commission would like the Council minutes to continue as informative as they now are, and that the Council and Park minutes be mailed to members with the balance of the minutes to be picked up at the Village Hall at the time of our meetings. ® School-Rec. Robert Lieb reported that at his meeting with the School Board cooperation earlier the same evening, the School Board had given its approval, to the use of two rooms one day a week at Central Elementary, & with large tables replacing the desks; toilet facilities at Central and Prairie View, and school buses for field trips. Chanhassen Charles Brace said the Chanhassen Park Commission had extended Pk.Comm. an invitation to all E.P. Comm. members to meet with them on Wed., July 10 to discuss park plans and coordination. (David Osterholt, Robert Lieb and Frances HLacklock attended this meeting.) Stocking fish William Garens said he would check with the Conservation De in lakes regarding the stocking of E.P. lakes. pt. Letter thank_ The Secretary" was asked to write an open letter of appreciation ing Teens to the Teen Council and Scouts who helped distribute park bond & Scouts brochures to E.P. homes before the election, to be signed Charles Brace, Chairman, by Firearms Or- M/Lieb,S/Erickson that the Park and Recreation supports dinance before the Council prohibiting the discharge of firearms nOrdinance and also recommends that no permits be issued. The Commission is also in favor of closing the village to bow and arrow hunting of deer. M/Holasek, S/Garens to amend the motion that permits be granted to individuals who know how to handle firevmn s using no larger than No.4 shot, for d6signated areas; anC exception being for gun training groups. Carried. Lieb and Erickson withdrew their motion. M/Garens, S/Holasek to make the above motion as amended. Carried. a In sending the recommendation to the Council, the Secretary was asked to state that of the seven members attending, that three were L�? opposed to hunting, with no permits granted; four were opposed to (_ hunting, but favored the granting of specific permits.
