Carried. i Commission size Dave Osterholt reported that the comment by Hopkins mayor limiting the Park and Recreation Commission size to three do-us not apply to Eden Prairie as we do not cane under the same classification. Accident at Dave Osterholt said he would call Bill Holte, whose son was Sumier Rec injured at Summer Rec, and suggest he confer with village attorney Harlan Perbix regarding; procedure. I © Kings Forest Harry Picha reported that the School Board has purchased property 13 acres in the Kings Forest area, and that seven additional acres were still available for park. Brauer will meet with the Park and Recreation Co:Tnnission on October 10 to discuss in depth the material from his Sept. presentation as it k r ..� affects park plans. C:) l He advised us not to begin malting long range plans yet, but to I lay the ground work for them during these fall meetings and the �. Seminars that will be hold this fall. These Seminars will be educational meetings followed by group$ discussions to develop ` goals for Eden Prairie. If it is important to complete the park plan early to prepare for a bond issue, for instance, it could. possibly be done in January and February. Spring is usually the best time to hold a bond issue for parks. Even though the comprehensive plan for the village isn't complete by spring, the Council could adopt "the plane step by step. To prepare for the park part of the plan, -the Park and Rec. Commi.siion should talk with park board members and directors of other communities who have had the experience of developing a park plan, such as Clifton French in Edina or Otto Christensen in Blooming-ton. On whether or not we should levy a mil rate for parks or hold a bond. issue, one thing is certz.n, land. for parks must be acquired. before property values go so far ahead. of assessed valuation. (See list supplied by Brauer of Park Bond Issues W of other metro suburbs and their assessed valuation at the time.) 3-rauer recommends that E.P. establish a mil levy as soon as_ possible that will start a program for land acquisition. Consider land acquisition even in areas where land will be dedicated by developers -- it can be traded later on. 5�u of for land improvements, such as grading, leveling, ball parks etc. even though most funds may have to go for b— acquisition, otherwise this generation pays for parks for cn the next generation to use. Q It was suggested that the Secretary find out from the S.R.A. office what mil rate other suburbs are charging; for parks. x The Park and Rec. Comm. should work toward 'Q cooperation with st the School Board onAthe Summer Recreation program. A Park and Recreation Director can be hired in cooperation with the School D3.3i;rict -- with specific services to be paid. by the School Dist. It is very important to hire a top rate Director for the first one -- to set up the program, to work with the Council, to got -the "machinery" going. The Recreation Director can assume many of the extra curricular duties in the school recreation-athletic program. Don' t set a decreasing mil levy for parks. As time goes on improvements will be needed for the land which has been purchased. Champ fees for Recreation Programs comparable to their costs. Fees must include a charpo for insurance. On dedication of land by developers, the Commission felt it i is important that Brauer review plats brought in to give an (� opinion on the land C boing dedicated for parks. There could be reasons why the developers ideas on park land dedication might not be approved. If no land in a development is suitable for parks, or does not fit into the comprehensive plan, money could be accepted and put into a fund to be used in that dis- trict of L.P. The villa[;e could be divided into a number of Ccof;:raphi.cally logical park districts. To reduce the costs of park development, it helps to develop two or three at once -- reduces overhead for contractor. Or neighboring villages can cooperate in developing parks at one time, if plans are approved by each council. Could cofttact Hopkins and Minnetonka; off they are developing piece meal they should be interested. Get advantage of jointA contracting and unit #rices. On swimming beaches, it might be more economical, in some cases, to build pools rather than develop beaches. It is better for the village to own and control an entire lake than part of a lake. Otherwise one owner on a riparian lake can stop what everyone else on the lake might want. i Brauer suggested getting the correct legal wording on the sign posted at Riley Lake beach, absolving the village of responsibility. i There was discussion about postponing the study of Riley Beach W and the Birch Island park land until Brauer can include them in the comprehensive plan, since the summer season is about over and a special study of them as requested earlier this summer would delay nwokorz starting the comprehensive plan.
