EDEN PRAIRIE PARK AND RECREATION MEETING
February 14, 1967 8 p.m.
Village Hall
Present: Don Nygaard, Chairman, Harry Picha,
David Osterholt, Frances Blacklock
Jan. Meeting There was no meeting of the Park and Recreation
Commission held in January, due to lack of
appointments to fill the vacancies on the Commission.
Appointments to Mayor David Osterholt was appointed on Jan. 3, 1967
Park and Rec. by the Village Council as the Council representative
Commission on the Park and Recreation Commission.
Les Wise was been appointed later in January to fill
the position on the Park and Recreation Commission
formerly held by Howard Merriman, whose term expired.

Minutes The meeting was called to order and minutes of the
December 15, 1966 meeting were read and approved.
Birch Island Don Nygaard reviewed the findigp of the three-man
Property committee appointed to investigate the Kutcher Prr-
party on Birch Island Lake as E.P. park land, and to
ascertain the feelings of the owners regarding their
land. , .
He submitted a letter of recommendation from Donald
Brauer of Brauer & Associates, Inc. fig, "4dhile I
have obviously not made any detail study of this pro-
posal, nor am I aware of any of the possible alterna-
tives for the investment of these funds, it is, I
believe, safe to say that the potential recreation
resource of this site is certainly well worth the
investment which you indicated is required." The
letter will be placed in the Council's file on Birch
Island Lake and a copy attached to the Secretary's
minutes.
Mr. Nygaard also related the price and terms which
the Kutchers are requesting on their land (See Sec-
retary's file).
He said several informal appraisals on the Kutcher
land had been requested and made, varying widely in
amounts.
MOTION: M/Osterholt, S/Picha that the Park and Rec-
reation Commission recommend to the Council that the
Kutcher land be professionally appraised by Patchin
Appraisals, Inc. or a similar firm, at a cost of
approximately $200.00; and. that the Council instruct
the Village Attorney to investigate a four-year
purchase agreement. Motion carried.

Kings Forest The Secretary was instructed to request that she
be put on the next School Board meeting agenda to
inquire shout cooperation between the Village and
the School Board in acquiring land in Kings Forest.area.
(March 13)
It is hoped that Bill Holte, Summer Recreation
Director, can meet with the Park and Rec. Comm.
in March to discuss plans for next summer.
Don Brauer will be asked to meet with us in April.

Appendage: At the Council meeting also held Feb. 14,
the Secretary read the motion passed earlier in the
evening by the Park and Recreation Camnission re:
appraisal of the Kutcher property.
M/Paul Redpath,S/James Brown to authorize the hiring
of an appraiser for this property.
Roll call vote: Redpath, ,yes; Miller no; Brown, yes;
Bren, no; Osterholt, yes. Motion carried.

Mr, Nygaard:
I appreciated the opportunity to wwet you and to visit with
you about parks and recreation in Aden prairie even on a
record cold morning in Minnesota.
The Birch island Lake site has .considerable park potential,
particularly when you consider that the majority of the
balance of the lakeshore is controlled by the county and
is not likely to be developed privately. The estimated price
} of $15,000 for the 17 acres is certainly a bargain in
outdoor recreation resources&
obviously, an evaluation of any site is relative to the
objectives which you hope to achieve through acxauisition and
development of that site, Is the philosophy of parks and
recreation in the Village of Eden Prairie centered around
a "resource" philosophy-that park sites will be selected and
developed on the basis of where the park resource exists,
rather than developing park sites strictly because they fall
within the geographical oenter of population?
It some from our conversation that the direction generally
s is toward the resource concept and for that reamon the Birch ;
o Island Lake park will generally fill a need. It is not
particularly well located geographically and it does offer
a same very definite limitations because of access. The fact
that it is separated from the existing population center by
a major county trunk road would be a definite disadvantage if
the policy were to acquire "people" oriented neighborhood
CO park types rather than the more resource oriented regional
park which we are talking about hare.

While I have obviously not made any detail study of this
proposal, nor am I aware of any of the possible alternatives

meeting of your park commission here In our offices so that W
can talk a little bit about park philosophy as it applies to
the Village of Eden Prairie.
