Present: Don Nygaard, Al Bruce, Russell Marsh,
Howard Merriman, Frances Blacklock
Visitor: Bill Holte, Summer Recreation Director
M/Merriman, S/Marsh that the minutes of the last meeting
as printed be approved. Carried.
Skating Rinks Don Nygaard reported that the new tractor, sweeper for the
Village had been ordered and might be delivered late in January.
M/Marsh S/Bruce that the Village Council be requested to clear
skating areas on Duck Lake near the public access and on Riley
Lake at the public beach. It is suggested that there be two
separate areas cleared at each place, one a rectangle for hockey
and a 'Sloop' for other skaters. It is understood this clearing
would be done after regular road clearing work is completed.
Motion carried.
Summer Recreation Bill Holte presented an inventory of. Summer Recreation Equipment,
which will be forwarded to the Village Clerk. (See copy attached)
He also presented his Report of last summer's Recreation Program
as follows:

Director: Bill Holte Asst. Director: Linda Brekke
1. Length of Program: 9 weeks...June 15 - Aug. 14.
First Week, June 15 - 19 - getting equipment ready - workshop
Suburban Recreation Association - buying some new equipment.
Registration was on June 22.
Daily hours 9-12 and 1-4. Monday thru Friday. Supervised
noon hour.
2. Registration forms were sent home with all grade school
childred. Grades 1 - 6, also grade 7, the last week of school.
3. Attendance: This year there were approximately 250 children
registered. Average attendance per day was approximately 60
children. (Even on days when the weather was bad it seldom
dropped below 40 children.)
4. Location of Activities: This was centered at the Eden Prairie
Grade School (west wing) and the wooded area to the west. Also
the gradeschool playground and equipment in back of the school
C„ were used. Once a week the Cedar Hills Golf Course was used
in the morning.

j. Equipment Used: The summer recreation program purchased a
limited amount of equipment: (Inventory is included with this
report). The Eden Prairie Sdhool let •us.have the use of their .i
trampoline, parallel bars, balance beam, tetherball; bases and
a .few other items. This was stored in the west wing of the grade i
school after each days use. 14ashroom and lavatory facilities
were in the west wing of the grade school.
6. Lunch Hour: In the past the noon hour had not been supervised.
Because of the great distances that some children had to come we
felt a supervised noon hour would be beneficial. The park board 1
authorized extra pay for Linda Brekke to supervise the noon hour:

a.- Pet Fair
b. Olympics (running, jumping, obstacle course; throwing) for
all age groups. Because the high school track was not
finished we had to use makeshift facilities near grade school. -,
c. Gymnastics Eeet. (trampoline, parallel bars; balance beam)
for girls.
d. Civil biar Days - water guns etc. Sides were chosen. Once
during the summer is enough!
e. Suburban Recreation Crafts (2 times)
C f. Suburban Recreation Puppet Show (4 times) ?
g. Turtle Derby
h. Gymnastic, practice (daily)
i.. Runathon - A course was set up on the baseball field of
approximately 1/4 mile. Each lap was recorded for each
person and shown on a world map.
J. Watermelon picnics - 2 times - watermelons provided once by
Schmits i•:arket.
k. Birthday Party (last day)
1. Tetherball Tourney
m. 14hi.ffle ball games (daily)
n. Softball games
o. Games - Croquet, golf game, badminton, pitchback, etc - Also {
quiet games for the younger children. Jump ropes.- lemi=sticks,
scoop ball, rubber dart, baseball, boob tubes,. marble maze,et(.-.
p. Golf - once a week Thursday a. m. at Cedar Hills.• Cost was
500 per person. 14e have about 15 clubs —about 1/2 of the
people involved brought clubs of their own. A tournament was
held the last day with two different divisions.
q. Punt, Pass and I:ick Tournament, sponsored by the Ford Votor•Co.
during first part of October. Suburban Recreation paid for
the cost of putting this on. I contacted kir. Dewhurst and he
spent two days with this competition., Ove: a hundred boys
participated. 9 won prizes and the right to compete at
Aietropolitan Stadium.
\. 8. Some Difficulties and Self-criticism:
a. Because of the wide age spread - it is difficult to have some-
thing for each child to do at all times.. Ages 5 14 are in-
eluded in this program. This might be improved if 1 or 2
student leaders were hired.

b. 14ore quiet games for younger group. Such as checkers, color-
ing, drawing, etc.
c. More crafts - set by our own group not S.R.A. Age level crafts
d. It is difficult to set up tournaments and organized scheduled
games. A big reason for this is transportation problems.
Each person does not come each clay, therefore, a team cannot
be counted on to show up.
e. We should have more group games such as Capture the Flag, Steal
the Bacon, etc. Also once a week story telling for the younger
age group if there is enough supervision.
f. Some possibilities for the future:
1. tennis (in grade school area)
2. dramatics, pantomine, puppet shows if enough leadership
3. field trips - nature hikes - bird watching
g. We did not have a Track and 7-ield meet as planned because
track was not completed. i4e recommend a Track and Field
Olympic i;eet Invitational at Eden Prairie next year. Our
track is one of the best in the area. We could invite 2 or
3 other playgrounds (Hopkins, Bloomington, etc.) Our kids
could make ribbons, initiations and other preparations for
this.
h. It is recomr.,ended that approximately $150 be spent to hire 1
or 2 student leaders.
Bill mentioned that there is no space for equipment storage in the
Village Hall. Al Bruce suggested that there might be a place in the
Village garage.
There was discussion regarding many aspects of the recreation program i
which might tailor it to the needs of Eden Prairie such as: Shurtening
the day to 8:30 to 1:00, eliminating the lunch problem and keeping the
program more interesting to the youngsters. Afternoons would be free
for planning special events that would require more preparation time
by the staff. Changing the location for some days of the week - for
instance, Mon. bled. and Fri. at the school, Tues. and Thus. at a
neighborhood location, golf one morning for those wishing it, adult
program one night a week. Student helpers either as regular help or
for special events. A special invitational track day with a visiting
celebrity attending. Pre-registration day before school is out,
marking preference of activities to help in planning, and to determine
interest of adults in evening horseshoe, softball, etc.
The Commission asked 1ir. Holte to draw up what he thinks might be a
workable schedule for next summer, with suggestions regarding added
help and equipment needed. This will be discussed at the larch meeting.
Watershed District Russell harsh reported that he had obtained permission to have Raymond
Haik, Attorney for the Nine Mile Creek and Lower Minnesota �Jatershed
Districts speak on !,atershed Districts, and answering questions in
that regard. The meeting will be in the Village Hall, January 20 for
all members of the Village Council, Zoning & Planning Commission and
Park and Recreation Commission. The Secretary was instructed to also
invite the I'linnetonka Village ingineer and any of their Council and
Planning Commission members interested, Jim Hawkes and E. P.'s new
administrator, Mr. Nood.

(Continued) Russell Marsh explained some of the work of the watershed districts
and how their services can aid a Village Council and Zoning Commission
In their work.
Village-owned It was loarned that the Village Council is waiting for the results
4 acres of the University Survey before expressing an opinion on use of the
four acres east of the i;ethodist Church.
The University Survey has not been completed as yet.
Recognition The Recognition Plaque will be presented to the Village Council by
