EDEN PRAIRIE PARK AND RECREATION Ca'U11ISSION MEETING
November 2, 1964

The meeting was called order by the Chairman.
M/Merriman, S/Marsh thgt the minutes of the October 14
meeting as printed be approved. Carried.
The Secretary was instructed to see that E.P. Zoning
Ordinances and a Key to the Zoning Map are sent to
Mr. John Schultz, Cooke Hall, U. of M. to aid in his
Recreation Survey being made of Eden Prairie. (It was
mentioned that a new Zoning Map was being prepared by
Jim Hawkes.)
School and Park Mrs. Blacklock mentioned the following suggestions made
Cooperation by Otto Christensen, Supervisor of Land Acquisition for
Parks in Bloomington. He said they have a fine record
in Bloomington of cooperation of planning and operating facil-
ities, between the School and Park Boards, to the mutual
\_ benefit of everyone, including -the tax payer. In planning
a new school, he mentioned the following facilities that
should be provided for recreation use:
1. Storage for summer playground equipment.
2. Toilet facilities near the playground entrance.
3. Rainy-day activity room for quiet games, dramatics,
singing etc. This need not be too large, since
attendance usually drops off on bad days.
4. See A below.
It was tentatively agreed to invite Mr. Christensen to come
to the Board meeting in January to share any of Bloomington's
experiences that might be helpful in planning E.P.'s parks.
Skating In a discussion of clearing skating rinks, it was questioned
whether we should begin this winter, if village equipment is
is available; if so, perhaps Christmas vacation would be a good
time to begin, with no promises of continuing it; what areas
would warrant clearing where there is public access; the
livability if the village clears rinks.
The Secretary was instructed to write Harland Perbix asking
his opinion of liability if rinks were cleared on lakes.

The Secretary was instructed to request of the Council
that four copies of this publication be ordered (0 �1.20
per. So moved by Marsh, S/Bruce. Carried.
Boundaries of Beach M/Bruce, S/Merriman that we request of the Council that
we receive surveys of the exact boundaries of the Munici-
pal Beach at Riley Lake. Carried.
Village-owned 14/14arsh, S/Kerriman that we request an opinion from the
property Council as to their feeling on developing the 4.15 acres
of village-owned property east of the Methodist Church as
park. Also, whethar tine Park and Recreation Commission
could include this ,area in the Recreation Survey being
made by the University, as a possible park. Carried.
Flying Cloud Ball Al Bruce reported that the field has been leveled and
Diamonds probably fertilized by this time. It will be seeded after
freeze-up. Backstops arri grass cutting will be provided
by the E.P. Junior Baseball association., Merriman expressed
an opinion that most likely the infield would have to be
sodded. The Park Board will have to put up a sign dis-
claiming liability. Permission to use the land is granted
one year at a time, so backstops should be movable.
