HomeMy WebLinkAboutParks and Recreation - 06/29/1964 1964 JUKE 29 MINUTES CITY OF EDEN PRAIRIE •I 1 EDEN PRAIRIE PARK AND RECREATION COMMISSION MEETING June 29, 1964 (In place of a July meeting) Village Council Room, Eden Prairie High School 9 Present: Nygaard, Bruce,Marsh, Merriman, Bl.acklock Guests: Ray Stodola, Bill Hollte, Linda Brekke, Vier Wood Sterling Field Members met at 7:30 at Sterling Field with Ray Stodola, Road Supervisor, to look over the area and discuss the recreational possibilities of the area. 8:00 - The regular meeting was called to order in the Council Room M/Marsh, S/ Bruce - Minutes of the last meeting as circulated be accepted. Carried. Sterling Field Al Bruce will act as liason between the Park Commission and the Equipment Village Council to transmit any financial information. t It was decided to have a representative of the Sterling Field homeownerssgroup attend the August 3 Park Commission meeting to discuss what they consider the most urgent needs of the park, what age group uses the park etc. The secretary was instructed to write a letter of invitation to Jim Flavin. When the Board has decided what equipment should be purchased for ! Sterling Field, a written request will be presented to the Village 5 Council for a sum of money to purchase those specific items. Summer Recrea- Bill Holte and Linda Brekke reported purchases for the program tion Program of. approximately N35, leaving about $20 still remaining from last year► s fund. Bill reported no need for any major purchases for this year as long as school equipment is being used. Archery and horseshoe could be included in program but without more F space they would not be safe. The average attendance at the program has been over 100, mostly r. 2nd through 6th graders, but including some 5 to 16 years old. Bill said they can continue with present equipment, but would like track and baseball field, which are being worked on at present. Some children have been bringing lunch and more would if they knew ` they could. Linda is willing to supervise during the noon hour, but she should be reimbursed for her time. M/Msrsh, Sx - Recommend that Miss Linda Brekke be reimbursed for the noon hour based on a division of her total time. Carried. Eden Prairie Park and Recreation Commission Meeting, 6/29/64 Pg. 2 Bill Holte has asked for golf clubs to be donated but has had no response. Al Bruce suggested putting up notices at the golf club houses. Bill can buy some second hand at $1 per. He said children in the program will go to Cedar Hills on Thurs, a.m. to play for 500 per round. Merriman suggested that Bill submit a list of what he will need next year so the Board can put in a request to the Council this fall. Wood added that by next year the Board might have more land, such as the Airport piece. Holte said they call in the events to be held the following week to the paper, but it was not printed. He would continue to send it in. Linda Brekke is keeping a record of the activities and the number participating in each. Last year she spotted the location of all the children on an Eden Prairie map. Said she could do it again. Winter Program Bill Holte brought up the question of planning ahead for winter activities. He thought that with a little organized cooperation, several skating rinks could be kept open. Hennepin County Al Bruce read the figure he received from L. E. Whitmer, Assessor, Park regarding the valuation of the land and possible tax loss on the area being considered for a Hennepin County Park. The Eden Prairie land around the Anderson Lakes enclosed by Highways 169, 5, County Road 18 and Franlo Road has an assessed valuation of $67,000. This is primarily based on a 'low agricultural rate, which now produces taxes for the Village of Eden Prairie and School totalling $11,950 per year. Present market value is approximately $1 million. Mrs. Blacklock pointed out that several homes paying taxes between :.-�600 and $800 per year are in this area and would remain on the tax rolls, so the loss would not be near this total. Don Nygaard also pointed out that the entire area would not be cut off the tax rolls Immediately since the land would be acquired over a period of time. M/Marsh, S/Bruce - The letter,as presented by Don Nygaard and revised by the Board, be sent to the Board of Commissioners, Hennepin County Park Reserve District. (Copy enclosed) Letter Request- Don Nygaard distributed to members copies of a proposed letter to ing E.P. Survey Bernard Reuper of the Suburban Recreation Council, requesting a survey of Eden Prairie. M/Marsh, S/Bruce - The letter to Mr. Reuper as transmitted be accepted. Carried. (Copy enclosed) . Park Commission Russell Marsh read a draft of policies he had written up from his own Policies ideas and those from several sources. Don will Verifax copies of it and mail to members with copies of the minutes. By-Laws First-draft By-laws were discussed and some changes made. Don will send out copies with the minutes to be revised further by members and taken up at the next meeting. Budget It was learned from Jim Brown, who came into the meeting, that the Budget of $1500 for Recreation is not just for the summer but can be used at any time. �800 of it will go for Bill Holte+s salary this Eden Prairie Park and Recreation Commission Meeting, 6/29/64 pg. 3 (� summer. As additional needs are found, requests should be made ` to the Council. When the $700 is used up, money- would have to come from the General Fund. September 1, we will have to prepare a budget for park needs in 1965. Marsh will talk to Vier Wood regarding used equipment. M.P.C. Don Nygaard distributed bochures from the Metropolitan Planning Commission. Following a discussion on acquiring park property from developers, Don said he would invite someone from the M.P.C. to attend one of our meetings to explain the procedure. Brauer & Assoc. All members received a letter from Brauer and Associates expressing an interest in park planning. Don Nygaard said he would write a letter inviting them to a future meeting to discuss a working arrangement. It was moved and seconded to adjourn the meeting. Carried.
