I. ROLL CALL
The meeting was called to order at 7:30 p.m. by chairperson,
Pat Richard.
II. APPROVAL OF MINUTES OF MARCH 4 , 1991
MOTION: Kuechenmeister moved to approve the minutes as
printed. Vanderploeg seconded the motion and it passed
4-0.
III. PETITIONS, REQUESTS AND COMMUNICATIONS

IV. DEVELOPMENT PROPOSALS
A. Fairfield
Refer to memo dated March 27, 1991 from Barb Cross,
Landscape Architect and staff report dated March 8,
1991.
Cross said that the developer was unable to attend
the meeting. The major issues are the sidewalks and
trail system. The development will consist of single i
family homes instead of the cluster lots that were
originally approved. This will result in a reduction
of units from 75 to 62 and a density of 2.43 units a
per acre.

Cross said that this change along with the longer loop
road are the reasons staff is recommending a 5 ' concrete
sidewalk on the south and west sides of the proposed
road. Since it is likely that the road will continue
through the undeveloped property to the northeast and
connect with Endicott Trail , a 5 ' concrete sidewalk
is also recommended on the west side of Endicott Trail.
Richard asked if the amount of trees that will be lost
is the same as it would have been on the original
proposal. Cross said that only about four additional
trees will be lost.
Richard asked how homes in this area are selling.
Cross said they are selling well.
Richard asked if the park behind the old City Hall
service this neighborhood. Lambert said that it will
although there are not enough funds to develop it at
this time. The park will be developed when there is
enough money from cash park fees or a bond referendum
is passed.
Cross added that there is a concept plan for this park
and she has been receiving at least one call per week
from prospective buyers in this area asking what the
park will look like and she has been sending them the
plan.
Karpinko asked what the City's response has been to
these people. Cross said she has been telling them
that there is no money to develop the park at this
time, but that the park was included in the 1989 park
bond referendum which did not pass.
Karpinko asked what the time frame is for completing
a park. Lambert said it varies depending upon the
source of funding.
Vanderploeg asked when the park bond referendum will
be tried again. Lambert said that the research company
of Decision Resources has recommended November of 1992.
He feels that the Commission should look at the needs
the City has for facilities in 1991 and present their
suggestions to the City Council.

Lambert added that there will be a special City Council
Meeting on Tuesday, April 9 to discuss capital improvement
needs for the City.
MOTION: Kuechenmeister moved to recommend approval
of Fairfield per staff recommendation. Lynch seconded
the motion and it passed 5-0.
V. OLD BUSINESS
A. Review of Center Care Programs
Refer to memo dated March 27, 1991 from Lyndell Frey,
Recreation Supervisor.
Lambert said that center care at the Community Center
was started in 1989 when there were numerous requests
for this type of service. The program was approved
provided that it was run on a breakeven basis. Operating
costs could not be met by providing care for members
C only so non-members were also accepted for the program.
This reduced the loss in revenue; however, the State
-then required that the program be licensed and staff
requirements of no volunteer help.
Frey added that the State required a maximum stay of
three hours and that parents had to remain on-site,
in addition to the fact that volunteers could no longer
be used. The program has been losing money on a
consistent basis since that time.
Kuechenmeister asked if the State would grant a variance
to the two person staffing minimum. Frey said no.
Richard asked if the fee for the service could be raised.
Frey said that other services in the area range from
$2.50 to $3.25 per hour. He added that one in three
using the service are members of the Community Center.
Lambert said that at the time the program was started,
the closest drop-off service was at Southdale. Now
there are services of this type in Eden Prairie and
he questions whether the taxpayers should be required
to subsidize a babysitting service for other people.
The program was started because of the requests from
members and the facility was not designed for this
purpose.

Lynch suggested that an application charge be considered
to raise funds. This would be charged to each user
at the beginning of the year to reserve their space.
Karpinko suggested that those using the service on
a regular basis could be charged an application fee
and drop-offs could be charged a higher hourly rate.
Lambert suggested an annual registration charge for
non-members and a flat fee for all users.
Bowman added that with the number of users we are looking
at, an application fee would not cover the costs to
run the program.
Vanderploeg asked if the State would be satisfied with
an in-house program only. Frey said yes, but losses
would be greater.
Vanderploeg suggested that a survey of users be done
( asking if they would still use the Community Center
facilities if the program was discontinued or would
they be able to find childcare nearby.
Karpinko said he feels we need to go back and find
out exactly how many different users they are and base
a decision on that.
Vanderploeg asked if this room is used only for childcare.
Frey said that this is also a meeting room and is used
from 7 : 30 to 10 :30 p.m.
Lambert suggested that the number of users be tabulated
and a survey be sent out to the users with the results
to be discussed at the May Commission meeting.
Lynch asked if the City will be ready to respond that
the program may be discontinued. Lambert said he feels
this should be put on the survey as a possibility.
Bowman asked if the room has ever been filled to capacity
for the program. Frey said it has not been filled
often. i

Bowman suggested a monthly pass with reduced rates
to promote the program. This would provide more money
up front and promote usage of the program. Frey said
they have had a pass program in the past, but users
seemed to use the program in cycles and there were
problems with getting the cards punched, etc.
MOTION: Karpinko moved to survey the users and report
back to the Commission at the May meeting.
Lynch amended the motion to add that data on users i
be analyzed prior to the survey being submitted to
the Commission. Bowman seconded the motion and it
passed 5-0.
B. Ordinance #11-91 Dumping Household Refuse in Public
Trash Receptacles
Refer to memo dated March 22, 1991 from Bob Lambert,
Director of Parks , Recreation and Natural Resources

This is an information item only.
VI. NEW BUSINESS
A. Outdoor Center Rental Rates
Refer to memo dated March 18, 1991 from Rod MacRae,
Outdoor Center Coordinator.
Lambert said that the professional category was dropped
because the events are hosted by a parks and recreation
person and are covered by the community or staff category.
A commercial use category was added to be consistent
with other facilities. The center cannot be used by
private individuals to make money.

Frey added that no one can reserve the center until
the season when it will be used.
Lambert said that a $25 minimum charge has also been
added to meet our minimum cost to open and close the
building.
MOTION: Vanderploeg moved to recommend adopting the
Outdoor Center rates per staff recommendation. Lynch
seconded the motion and it passed 5-0.

B. Revised Fees for swimming Lessons
Refer to memo dated March 22, 1991 from Julia McFadden,
Recreation Supervisor for Aquatics and Fitness.
McFadden suggested that the same fee rate be charged
for all levels. The reasons are that all levels have
the same expenses and overhead, instructor wages have
been increasing, classes have been lengthened from
30 to 35 minutes, the class sizes have been reduced
and one fee will make it easier for staff.
MOTION: Kuechenmeister moved to recommend approval
of the increase in swim lesson course fees. Karpinko
seconded the motion and it passed 5-0.
C. Proposal for Swim Lessons at Riley Lake
Refer to memo dated March 28, 1991 from Julia McFadden,
Recreation Supervisor for Aquatics and Fitness.
CMcFadden suggested offering swimming lessons at Lake
Riley Beach for the following reasons: the area is
ideal for lessons because it is private and can be
monitored easily, beach lessons are beginning to become
popular, different people take pool lessons and beach
lessons, we cannot meet demands for lessons at the
pool and there is a potential to generate revenue.
Lynch asked when a new program is started, it is done
on a trial basis. McFadden said yes.
Lynch asked if there have been requests for pool lessons
from parents in the Lake Riley area. McFadden said
yes.
Lynch asked how the lessons would be advertised. McFadden
said they would be listed in the summer brochure.
MOTION: Lynch moved to recommend approval of swimming
lessons at Lake Riley Beach on a trial basis per staff
recommendation. Kuechenmeister seconded the motion
and it passed 5-0.

VII. REPORTS OF COMMISSIONERS AND STAFF
A. Reports of Landscape Architect
1. Preliminary Design - Flower Bed Area County Road
4/Valley View Road
Refer to memo dated March 27 , 1991 from Barb Cross , � .
Landscape Architect.
Cross said that the organizational meeting of the
Garden Club will be held next week. Their first
project will be the corner of Valley View Road
and Eden Prairie Road. Cross showed the Commission
sketches of the overall plan and Phase 1.
Bowman asked what the budget is for the project.
Lambert said it is approximately $3000 for Round
Lake, the Community Center and Staring Lake.

C Kuechenmeister asked if shrubs are included in
the plan. Cross said yes.
Kuechenmeister suggested that signs be used to
identify the different plantings similar to the
way it is done at the Arboretum.
Lynch suggested introducing plants that can survive
with very little water.
Vanderploeg asked if there is electricity available
on the site to illuminate the plantings. Cross
said they have not checked into this to date.
Vanderploeg asked if corporate sponsorships would
be used. Lambert said that corporate sponsorships,
as well as civic organizations would be asked for
donations toward the project.

McFadden said that the only problem the Foxjets
have with Option 1 is that they would have only
five lanes available from 6:00 to 7:30 p.m. on
Monday and Wednesday instead of six lanes.
Option 2 is to have three lanes for the Foxjets
from 7 :30 to 8:00 P.M. with open swim beginning
at 8:00 p.m. which is one-half hour later.
Bowman asked how many members the Foxjets have.
Todd Hauck, President of the Foxjets, said there
are about 120 members, but 30-50 would be the maximum
using the pool at one time.
McFadden said that Option 3 would be for the Foxjets
to have six lanes of metered swimming. Hauck
indicated that the Foxjets prefer Option 2.
McFadden said that Option 4 is for the Foxjets
to have three lanes from 3:00-4 :30 p.m. and six
C lanes from 4 : 30-6:00 p.m. She recommends Option
4 for the spring season only or Option 2 for both
spring and summer.
Hauck added that Foxjets could also use more time
earlier which would be possible with Option 2 .
McFadden said that Option 2 is also preferable
for staff because deeper water can be used for
lessons and swimmers would be able 'to swim laps
instead of meters.
MOTION: Kuechenmeister moved to recommend approval
of Option 2 which is to have three lanes for the
Foxjets on Mondays and Wednesdays from 6:30-8:00
p.m. with open swimming to begin at 8:00 p.m.
for both spring and summer.
Lynch seconded the motion and it passed 5-0 .
McFadden said that a change in the summer pool
schedule is recommended in order to begin swimming
lessons at 8: 30 a.m. instead of 9 :00 a.m. and to
extend open swimming by one hour beginning at 1:30
p.m. instead of 2 : 30 p.m.

MOTION: Lynch moved to recommend approval of the
change in the summer pool schedule per staff
recommendation. Vanderploeg seconded the motion
and it passed 5-0.
VIII. ADJOURNMENT
MOTION: Karpinko moved to adjourn the meeting at 9 :10 p.m.
Kuechenmeister seconded the motion and it passed 5-0.
