ROLL CALL The meeting was called to order at 7: 30 p.m. by chairperson, 3 Pat Breitenstein. II. APPROVAL OF AGENDA MOTION: Richard moved to approve the agenda as printed. Joyer seconded the motion and it passed 5-0. I III. APPROVAL OF MINUTES - MARCH 19 , 1990 MOTION: Vanderploeg moved to approve the minutes as printed. Karpinko seconded the motion and it passed 5-0. IV. PETITIONS, REQUESTS AND COMMUNICATIONS A. Girl 's Athletic Association 1 1 Refer to memo dated April 10, 1990 from Lyndell Frey, Recreation Supervisor. a Frey introduced Paul Wendorff and Mike Jensen of the Eden Prairie Girl ' s Athletic Association. The association includes girl 's volleyball , basketball and softball. Jensen distributed a packet of information for the commission 's review. . .. .... .. .a...„. ,.. ...,.... ..�..... I APPROVED MINUTES EDEN PRAIRIE PARKS, REC. & NATURAL RESOURCES COMM. April 16, 1990 -2- Jensen said the programs include girls from kindergarten through grade 12 - the basketball program has girls from grades 3-7 , volleyball has girls from grades 4- 10 and softball has girls from kindergarten through grade 10. There are over 700 total participants. broken down to 130 in basketball , 100 in volleyball and over 500 in softball . The leagues include both recreational and traveling programs. There are -two traveling teams in basketball and 10- 12 recreational teams. Volleyball has three traveling teams and 10 recreational teams. Softball has 35 recreational teams and six traveling teams . The Girl ' s Athletic Association has adopted a program which requires all coaches to attend training classes and sign a code of ethics . The purpose of the Eden Prairie Girl ' s Athletic Association was included in the packets and guarantees equal playing time for all players on recreational �.. teams and guaranteed play time for all players on traveling teams. The association does not award trophies or awards for winning, but tries to publish all results in the local newspaper. The code of ethics is also included in the packets along with information on the finances of the association. The volleyball budget has just been completed for the year along with the budget for one traveling basketball team. All traveling teams are handled separately. A list of the association' s board of directors was in the packets. Jensen said there are two openings on the board at this time. Baker asked where the funding for the association comes from. Jensen said that 65% comes from registrations , 30% comes from sponsors and the remaining 5% is from concession sales at Flying Cloud Fields along with some donations. APPROVED MINUTES EDEN PRAIRIE PARKS, REC. & NATURAL RESOURCES COMM. April 16, 1990 -3- Vanderploeg asked who the traveling teams play. Jensen said they play mostly local teams from the metro area. In the regional tournaments, the softball team h s b played Sioux Falls and the asketball team has payed Iowa. Karpinko asked if it is difficult -to find sponsors. Jensen said no, as the cost is only $150. Vanderploeg asked how many participants there were last year and how much is the increase. Jensen said there were about 500 participants last year and numbers are always increasing. Baker asked how the number of available facilities is working out. Jensen said it is better than it was last year because some additional fields have opened up. He added that they are playing two softball games per night on a field. More gym space is needed for basketball in the evenings and on Saturday. The softball Cfacilities are shared with boy' s baseball. Frey commended Jensen on requiring the coaches to complete the training program. Baker asked what is the cost of the training program. I. Jensen said the cost is included in registration and is $15 per year of about $1 per player. Wendorff said that he is one of 13 members on the Board of Directors. His responsibility is to be on the State Board for the girl ' s championships which was hosted by Eden Prairie last year. He said this event had 40 teams participating and required a great deal of coordination. The tournament will be held in Eden Prairie again this year. He said comments from people attending were favorable. He is also trying to get the regional tournaments and, hopefully, a national tournament in the next 3-5 years. V. OLD BUSINESS A. Tree Preservation Ordinance Refer to memo dated April 11, 1990 from Stu Fox, Manager of Parks and Recreation. APPROVED MINUTES EDEN PRAIRIE PARKS, REC. & NATURAL RESOURCES COMM. April 16, 1990 -4- Lambert introduced Don Uram of the Planning Department. He has worked with Stu in developing the tree preservation ordinance. Uram said that staff started working on the tree preservation policy in 1986 after being directed •to do so by the City Council. They looked at three areas in particular, including trees. It was felt that trees was the easiest issue. a. The policy said that based upon the number of trees and caliper inches that are removed on a particular site, a certain amount of trees would have to be replaced. The original concept was that this would encourage developers that are building in wooded areas to use care. It was kept as a policy so it could continue to be changed without having to go before the City Council every time a change was made. Developers said this policy was causing them to raise the prices of their lots and was not an equal housing opportunity. Staff has worked with both the developers in Eden Prairie and the Minnesota Builders Association to develop the ordinance. The developers passed a resolution in favor of the policy in 1987 , but have recommended that some changes to the ordinance which will be brought before the City Council tomorrow night. Uram said the policy has been used on 56 properties. Prior to having the tree replacement policy, tree removal was about 50% and it has been decreased to about 28%. Baker had several questions regarding the ordinance. (1) The surety amount referred to in Mr. Hoff' s letter; ( 2) Are the same restrictions imposed on multi-family and commercial development as single family development? ( 3) Are only the trees in the right-of-way counted? ( 4) Is there an advantage for a developer to buy land without trees than to replace trees? Uram said that the City attorney feels the surety issue is legal and is prepared to defend it in court. J .APPROVED MINUTES CEDEN PRAIRIE PARKS, REC. a NATURAL RESOURCES COMM. April 16, 1990 -5- Fox commented that the landscape ordinance has had the saine bonding requirement of 150% for 17 years. Uram said that both industrial and multi-family developments are treated the same as single family development. Richard asked how tree removal was handled prior to the tree preservation policy. Lambert said that City staff was trying to monitor all developments, but there were no standards to follow. He added that only a limited species of trees 12 inches or larger are covered unde,: the policy. Lambert said that many cities have followed Eden Prairie' s tree preservation policy and are much stricter than we are, but may not be as effective. Baker asked wnat would happen if the developer was required to plant one 3" tree of the same type as on / th-- lot as referred to in Mr. Hoff ' s letter. Lambert C said that City staff records show this would result in approximately one-third of the tree replacement required by our ordinance. Uram added that the average cost to replace trees is $623 per lot. Karpinko commented that he was disappointed that the i . developers did not attend tonight ' s meeting, as he would have had some questions to ask them. He added that most homeowners would rather pay more for a lot up front than later on when erosion becomes a problem because there are no trees on the lot. He does not ' believe that cost is a factor. Urain said that the maximum cost to replace trees on a lot has been $2200. He added that there is a wide Margin. Joyer asxed if the ordinance will give developers an incentive to save trees. Uram said tnat it will make developers realize the value of trees and that tnere are a lot of significant trees on lots in Eden Prairie, and the ordinance has a proven record of providing an incentive for saving trees. l APPROVED MINUTES EDEN PRAIRIE PARKS, REC. & NATURAL RESOURCES COMM. April 16, 1990 -6- Joyer asked if the ordinance covers trees that are lost during construction. Fox said that it does cover trees lost during construction and the developer gives the City a tree inventory prior to beginning construction, but there is always a lot of discussion on how many trees are going to be lost. He added that the developers have good intentions, but often are not educated about trees. Fox added that Eden Prairie has gathered a lot of statistical data that other communities have not done. this ordinance will require the developers to replace the trees that are lost. 'Vanderploeg asked who does the inspections to verify compliance: Fox said it is a joint inspection by the landscape inspector and Planning Department. Vanderploeg asked when the inspections are made. Fox t said inspections are usually. done about one year after the development when trees have been replaced. c_ Uram added that sometimes the tree inventory given to the City by the developer is verified before the pro3ect is started. He said the City has not had much of a problem with compliance on tree replacement. Baker asked what staff ' s feeling is -that the responsibility for replacing trees should be with the developer and not the builder as mentioned in Mr. Hoff ' s letter. Uram said that it would be difficult to deal with such a large number of builders and that the City requires the building pad be included on the development plans. MOTION: Baker moved to recommend approval of the tree preservation ordinance per staff recommendation. Joyer seconded the motion and it passed 5-0. Richard said he feels strongly that the ordinance should be passed and if the City Council does not agree with the commission 's recommendation, he would like to know what their reasoning is. Uram said he thinks that there may be some changes made in the bonding requirement between the first and second readings. i _ APPROVED MINUTES C EDEN PRAIRIE PARKS, REC. & NATURAL RESOURCES COMM. Community Center Survey Refer to memo dated April 10; 1990 from Bob Lambert, Director of Parks, Recreation and Natural Resources . Lambert said that the Community Center survey indicated that residents would like some type of teen center in the building , an upyrane of the weight room equipment and future expansion including a second sheet of ice and yymnasium. Baker feels that the City does a good Dob with structured recreation, but not with unstructured recreation. This nas been made a function of Eden Prairie Center which leads to undesirable youtn activities. Lambert said he feels the problem is that there is not a place for unstructured recreation at this time. C This is usually the type of activity provided by a YMCA or complete community center that has facilities for unstructured activities such as a gymnasium or a youth room or game room. Baker suggested that .a vacant building be leased for i this type of activity. Karpinko said that involvement by the schools is important. Lambert said that the Community Education Advisory Council .neets once a year and ,Asks for input on now they are doing their Oob. -rAls year ' s meeting will be on Thursday, Apr.tl 20 trom 7 :30-9 :00 a.Ln. at Edenvale. Baker, Richard and Joyer said they would be attending the meeting . Baker asked if staff nas had discussions with the school about snaring their w:..Lyht room. Lambert said staff needs to tollow up with the school. I Frey commented that it seems the school ' s facilities are not as accessible as the Community Center and the Community Center is always busy. . 79 APPROVED MINUTES EDEN PRAIRIE PARKS, REC. & NATURAL RESOURCES COMM. April 16, 1990 Helling said that the high school ' s weight room is for competitive weight lifting. Richard asked if there is open gym at the high school. Helliny said that open gym is held at Central Middle School one night a week that mainly accommodates adults. Richard asked if this could be' done' on a trial basis. Lambert said the school will not guarantee time on a regular basis at the high school. Baker suggested tnat Mr.' Schultz and Mr. Rogers from the. school ba invited to a future -commission meeting to discuss these options. Lambert said the comnission would probably be referred to Community Education with their requests. He added that a good beginning would be bringing up these items at the meeting on Tnursday along with the fact that the school is locked on holidays, va:Lations and teachers work shop days.. He said' that tnis is one of the few schools in the area that is i loo,ced on those days. VI. NEW BUSYNESS r A. Riverview Spring Refer to memo dated April 9, 1990 from Bob Lambert, s Director of Parks, Recreation and Natural Resources. MOTION: Richard moved to recommend closing Riverview Springs zollowiny a suy5estion by the Minnesota Health Department. Joyer seconded the motion and it passed 5-0'. B. Over_niynt Policy for Outdoor Center r refer to memo dated April 10, 1990 from Bob Lambert, Director of Parxs, Recreation and Natural Resources. Lambert said that this is being recommended as a trial policy to allow a limited amount of overnight use of the Outdoor Center. Earth Weex Update j This is an information item only. Fox said this is zne third year that Eaen Prairie has had a clean-up day. This year's Clean-Up Day will be on Saturday, April 21. i Baxer asxed what the response has been from volunteers i to clean up trails.
