ROLL CALL Adams called the meeting to order at 7:04 p.m. Student representative Frank Bi and Stephanie Vilendrer were absent. II. APPROVAL OF AGENDA MOTION: Akerlund moved, seconded by Mackay, to approve the agenda as published. Motion carried 6-0. III. APPROVAL OF MINUTES —FEBRUARY 23, 2009 Adams corrected the name "Stier" to "Dietz" on page two under Old Business Item B., first paragraph, first sentence. Adams removed the words "and a" on page three under Old Business Item C., fifth paragraph, third sentence. MOTION: Mackay moved, seconded by Akerlund, to approve the minutes of the Heritage Preservation Commission held on February 23, 2009 as corrected and published. Motion carried 6-0. IV. REPORTS OF COMMISSION AND STAFF A. BLOOMINGTON HISTORICAL SOCIETY COOKING STOVE DONATION HERITAGE PRESERVATION COMMISSION MEETING March 16, 2009 Page 2 Gertz reported the Bloomington Historical Society has donated a vintage wood cooking stove City for use at the Dorenkemper House. The stove is being accepted by the Eden Prairie Historical Society for use at the house and it will replace the blue Buck's wood stove at the house. The new stove is a white enamel Copper Clad brand stove and is 100% complete. It will be a substantial improvement over the Buck's stove. Arrangements are being made for a City Park's crew to pick up and deliver the stove at the end of March. The Buck's stove will be put into storage at the Riley farm garage. McPherson inquired whether the Park's crew will protect the stove so it doesn't get damaged in transit to the house. Gertz said yes, some of the stove will be taken apart as much as possible prior to the transit to the house. Akerlund inquired whether a chimney sweeper is needed to look at the chimney before installation of the new stove. Gerz advised it's not necessary because the chimney is brand new. Gertz said an organ has also been offered by the Bloomington Historical Society and is being considered for use at the Cummins House. V. OLD BUSINESS A. FY 2008 CLG GRANT PROJECT UPDATE Gertz reported the CLG grant project is on schedule. Mr. Robert Vogel continues to gather information and is in the process of developing a list of draft BMP's applicable to the four heritage sites. Vogel has also reviewed site-level management plans for heritage resources in several other communities. He is presently working on drafting the management issues for each of the sites. Gertz said he and Vogel will be meeting with Ms. Ann Schuster, Friendship Ventures and the City of Eden Prairie to discuss specifics of the sites. Gertz stated he will be taking some photos of the sites within the next month to be included in the document. B. J.R. CUMMINS PROPERTY PARKING PLANS UPDATE Gertz reported on Tuesday, March 2, 2009 he attended a meeting at MnDOT with Ms. Liz Able (MnDOT), Ms. Carole Zellie (Landscape Research LLC), Mr. Dennis Gimmestad (SHPO), Mr. Gene Dietz (City of Eden Prairie), Mr. Stu Fox (City of Eden Prairie) and Mr. Jay Lotthammer(City of Eden Prairie) to discuss the Cummins parking plans. Lotthammer presented the parking plans H-1 and H-2 and informed the attendees that the plans were also reviewed by the HPC on February 23, 2009 and that the HPC had selected H-2 as the preferred option. HERITAGE PRESERVATION COMMISSION MEETING March 16, 2009 Page 3 Gertz said after discussion Gimmestad suggested possible modification of the plan to extend the western lot in a southerly direction to gain more parking in that area. Other adjustments were then discussed, including pushing the western parking area slightly east onto the Cummins site. City staff agreed to go back to HTPO to implement the changes to the plans. Gertz said the new plan doesn't provide any additional or loss of parking spaces. Parking spaces will only be shifted from the previous plan. Gertz said the new plan may impact some of the trees. The City will survey to see which ones exactly will be impacted. Gertz said the Civil Defense Tower will have an island placed around it. Adams stated the site alteration permit doesn't include the landscaping. Landscaping arrangements will be discussed further at a later date. C. PRESERVATION CODE UPDATE Gertz reported he has begun the work on the recommended preservation code updates reviewed last year by the HPC. He said the changes will be discussed at an upcoming Planning Commission meeting for their comments. A staff report sent to the Planning Commission on March 9, 2009 was provided to the HP Commissioners for review. The proposed code amendments include the following: Definitions, Preservation Management Plan, Alterations, Permitted Uses, Removing HP Zoning Designation, Demolition, and Enforcement. Gertz explained it is important to provide enough information in the definition section to allow for understanding and prevent potential legal issues. Gertz said at this present time Eden Prairie's zoning map doesn't contain any reference to heritage preservation sites. The permitted uses code amendment includes adding the suffix "HP" to the City's zoning map denoting heritage preservation sites. Akerlund inquired what happens when a historical property is destroyed by a fire. Gertz said this can be addressed in the BMP. Adams stated this would have to be handled on a case by case basis. Muehlberg inquired if there's a well defined process for violating a heritage preservation site. Gertz stated the city doesn't have a penalty for violating preservation standards. The enforcement code amendment will outline clear penalties for violations of the code, including non-permitted work, willful neglect and demolition. HERITAGE PRESERVATION COMMISSION MEETING March 16, 2009 Page 4 Gertz advised he will be scheduled to meet with the Planning Commission within thirty days to discuss the staff report. VI. NEW BUSINESS A. CITY HISTORY BOOK UPDATE Gertz reported preparations to reprint the City's history book continue to move forward. Each individual page is being scanned as is, with no plan to remake pages, or add new photos to replace lost ones. It is the simplest and most cost effective way to proceed. The scan work should be complete in May. The next step will be to print the book. Printing may be performed in-house. Adams stated the book has known typographical errors. Gertz said he will request that the City staff review the document with spell check before final print. Higgins inquired whether a prefix is needed defining the difference of this reprinted book from the original version. Gertz said there will be a notation made within the book. Akerlund inquired whether this reprint project will carry on with additional years and information. Adams stated no, that this is only a reprinting project. B. HPC VISION AND MISSION STATEMENT The Commissioners concluded with the following Vision Statement for the HPC: To respectfully preserve significant heritage sites for future generations. MOTION: Akerlund moved, seconded by Mackay, to approve the vision statement for the HPC as stated above. Motion carried 6-0. . The Commissioners concluded with the following Mission Statement for the HPC: As stewards of Eden Prairie's heritage sites, the Heritage Preservation Commission is dedicated to protecting and preserving our community's significant historic resources. MOTION: Mackay moved, seconded by Muehlberg, to approve the mission statement for the HPC as stated above. Motion carried 6-0. VII. ADJOURNMENT MOTION: Higgins moved, seconded by Veurink, to adjourn the meeting. Motion carried 6-0. Adams adjourned the meeting at 8:24 p.m.
